Roger’s note: here are two articles that appeared in the same online edition of http://www.counterpunch.org. They coincidentally make an excellent comparison of the foreign policies of a Goliath nation (the United States of America) and a tiny David (Cuba).
US foreign policy is characterized by overpowering military strength and aggression, and an overwhelming concern for protecting its corporate interests that is only matched by its lack of concern for human rights. Cuba, on the other hand, has shown an abiding concern for justice and human needs (cf. its sending doctors around the world).
Colombia and South Africa are only two nations among many, but the contrast in the actions of the United States and Cuba towards them can be seen as a microcosm with respect to overall foreign policy strategies. It is notable that the first foreign visit made by Nelson Mandela upon his release from prison was to Cuba to thank Castro and the Cuban people. As well, it hardly needs to be mentioned that with respect to a capacity to act for human good, the United States is the richest and most powerful nation in the history of the world whereas Cuba, in addition to being a third world country historically repressed by Spain and the US, has suffered for over 50 years under the US economic blockade.

Fidel Castro and Apartheid
The Cuban Role

Until the fall of the Portuguese dictatorship in 1974, apartheid in South Africa was secure. There was no substantial resistance anywhere in southern Africa. Pretoria’s neighbors comprised a buffer zone that protected the racist regime: Namibia, their immediate neighbor which they had occupied for 60 years; white-ruled Rhodesia; and the Portuguese-ruled colonies of Angola and Mozambique. The rebels who fought against minority rule in each of these countries, operating without any safe haven to organize and train, were powerless to challenge the status quo. South Africa’s buffer would have remained intact for the foreseeable future, solidifying apartheid and preventing any significant opposition, but for one man: Fidel Castro.
In October of 1975, South Africa invaded Angola at the behest of the U.S. government to overthrow the left-wing Popular Movement for the Liberation of Angola (MPLA) in the soon-to-be independent country. Without Cuban assistance, the apartheid army would have easily cruised into Luanda, crushed the MPLA, and installed a puppet government friendly to the apartheid regime.
Cuba’s intervention in Angola managed to change the course of that country and reverberate throughout Africa. By ensuring independence from the white supremacists, Angola was able to preserve its own revolution and maintain its role as a base for armed resistance groups fighting for liberation in nearby countries.
In the American version of Cold War history, Cuba was carrying out aggression and acting as proxies of the Soviet Union. Were it not for one persistent and meticulous scholar, we might never have known that these are nothing more than dishonest fabrications. In his monumental books Conflicting Missions and Visions of Freedom, historian Piero Gleijeses uses thousands of documents from Cuban military archives, as well as U.S. and South African archives, to recount a dramatic, historical confrontation between tiny Cuba and Washington and its ally apartheid South Africa. Gleijeses is the only foreign scholar to have gained access to the closed Cuban archives. He obtained thousands of pages of documents, and made them available to the Wilson Center Digital Archive, which has posted the invaluable collection online.
Gleijeses’s research made possible a look behind the curtain at one of the most remarkable acts of internationalism of the century. “Internationalism – the duty to help others – was at the core of the Cuban revolution,” Gleijeses writes. “For Castro’s followers, and they were legion, this was not rhetoric… By 1975, approximately 1,000 Cuban aid workers had gone to a dozen African countries, South Yemen, and North Vietnam. In 1976-77, technical assistance was extended to Jamaica and Guyana in the Western Hemisphere; to Angola, Mozambique, and Ethiopia in Africa; and to Laos in Asia. The CIA noted: ‘The Cuban technicians are primarily involved in rural development and educational and public health projects – areas in which Cuba has accumulated expertise and has experienced success at home.’” [1]
The fight against apartheid, for the liberation of people who suffered for centuries under colonialism and racial subjugation, was truly a David versus Goliath conflict. In addition to having a strong military itself and being armed with nuclear weapons, South Africa enjoyed the diplomatic support of the United States, the world’s largest superpower. In this context, Cuba’s intervention – a poor Caribbean island under relentless attack from an unrivaled hegemon against a racist juggernaut backed by the world’s leading imperial powers – is even more remarkable.
Explaining how the significance of Cuba’s role in Angola is “without precedent,” Gleijeses writes: “No other Third World country has projected its military power beyond its immediate neighborhood.” He notes that while the Soviet Union later sent aid and weapons, they never would have become involved unless Castro had taken the lead (which he did in spite of Russian opposition). “The engine was Cuba. It was the Cubans who pushed the Soviets to help Angola. It was they who stood guard in Angola for many long years, thousands of miles from home, to prevent the South Africans from overthrowing the MPLA government.” [2]
White Elitism Has Suffered an Irreversible Blow
It had become clear that the left-wing People’s Movement for the Liberation of Angola (MPLA), the largest and most widely-supported of three warring groups, would prevail and gain control of the country. Afraid of having a government staunchly opposed to white domination so close to home, South Africa rushed to prevent self-determination for the Angolans. They were aided by U.S. Secretary of State Henry Kissinger, who believed the threat of black liberation in Africa, which would lead to local control of their own resources at the expense of foreign investors, could still be contained.
South Africa launched an invasion to topple the MPLA and install the guerilla Jonas Savimbi, leader of the National Union for the Total Independence of Angola (UNITA), the smallest and least popular of the three groups, as a puppet dictator in Angola. Savimbi, a collaborator with the Portuguese dictatorship before Angolan independence, was known for his ruthlessness, terrorism, and hunger for power. An avowed anti-communist who had already aligned with South Africa, Savimbi would have made the perfect Angolan facade for apartheid control.
Agostinho Neto, the President of Angola, appealed to Cuba to send troops to ward of the apartheid army’s invasion. On November 4, Castro agreed. Several days later the first Cuban special forces troops boarded planes for Angola, where they would launch Operation Carlota.
As the South African troops advanced inside Angola, they made remarkably easy gains through scarcely defended villages that put up little – if any – resistance. But by November 9, Cuban Special Forces had arrived and went immediately to the battlefield. In the Battle of Quifangondo, the Angolans, supported by Cuban troops, made a decisive stand. They turned back the apartheid army and prevented their easy march to Luanda, where that same day the Portuguese military left Angola and Neto declared independence.
Throughout November, the Cubans prevented further South African advances towards the Angolan capital. On November 25, the Cuban troops laid a trap for the racist army in the Battle of Ebo. As the South African Defence Force (SADF) tried to cross a bridge, Cubans hidden along the banks of the river attacked. They destroyed seven armored cars and killed upwards of 90 enemy soldiers.
Cuban troops kept pouring into Angola throughout the rest of the year. As many as 4,000 had arrived by the end of 1975, roughly the same number as South African invaders. Unable to penetrate deeper into Angolan territory, and facing a barrage of negative criticism after international media discovered SADF troops, rather than mercenaries, were behind the invasion, the South African advance ended.
The impact of the Cuban victory resonated far beyond the battlefield. More important than the strategic gain, the victory of black Cuban and Angolan troops against the whites of the South African racist army shattered the illusion of white invincibility.
A South African military analyst described the meaning of his country’s defeat: “The reality is that they have won, are winning, and are not White; and that psychological edge, that advantage the White man has enjoyed and exploited over 300 years of colonialism and empire, is slipping away. White elitism has suffered an irreversible blow in Angola, and Whites who have been there know it.” [3]
American officials claimed that the Soviets masterminded the operation with Cubans acting as their proxies. They couldn’t fathom Castro acting on its own, rather than as Moscow’s puppet. Such claims were repeated for years. American politicians went as far as falsely accusing Cuban troops of being mercenaries. But the record makes clear that these were in reality nothing more than slanderous lies.
The Americans were furious. “Kissinger’s response to Castro’s intervention was to throw mercenaries and weapons at the problem,” Gleijeses writes. [4] The Secretary of State was afraid that after their successful intervention in Angola, Cuba would put the rest of the racist regimes in the region in jeopardy. “We can’t say Rhodesia is not a danger because it is a bad case. If the Cubans are involved there, Namibia is next and after that South Africa, itself… If the Cubans move, I recommend we act vigorously. We can’t permit another move without suffering a great loss.” [5]
Support and Solidarity with Revolutionary Movements
Though South Africa had lost the battle, it by no means had surrendered the war. The apartheid regime still had designs on toppling the Angolan revolution and using it for its own ends. “It would be the centerpiece of the Constellation of Southern African States that they sought to create,” writes Gleijeses. “The concept had first emerged under Prime Minister Vorster, but it was PW Botha who had given it ‘a substance previously lacking.’ The constellation, the generals hoped, would stretch beyond South Africa, its Bantustans, Lesotho, Malawi, Botswana, and Swaziland, to embrace Angola, Mozambique, Zimbabwe, Zambia, Zaire, and a nominally independent Namibia. The black members of the constellation would be anticommunist, tolerant of apartheid, and eager to persecute the ANC (the African National Congress in South Africa) and SWAPO (the South West Africa People’s Organization in Namibia).” [6]
Cuba was aware of this. “In Southern Africa Angola today, more so than a year ago, is the bastion of the fight against the racists and the unquestionable revolutionary vanguard. Imperialism knows this,” wrote Jorge Risquet, head of the Cuban Civilian Mission in Angola to President Neto. “Imperialism has to know what Angola does for Zimbabwe, what Angola does for Namibia, what Angola does for South Africa. Angola, bravely, lends real support to the movements of Namibia, Zimbabwe, South Africa. In concrete terms, nothing less than training in its territory 20,000 combatants from those three countries oppressed by the racists.” [7]
With the omnipresent threat against Angola, Cuba maintained a large contingent of around 30,000 troops at the behest of the MPLA to prevent another invasion. In a letter to the political bureau of the MPLA after Neto’s death, Fidel wrote of the sacrifice Cuba was willing to make.
“Cuba cannot keep indefinitely carrying out a military cooperation effort of the magnitude it currently is in Angola, which limits our possibilities of support and solidarity with the revolutionary movement in other parts of the world and defense of our own country,” Fidel wrote. But he made clear that Cuba had no plans to abandon Angola: “I want to assure you, above all, that in these bitter and difficult circumstances, Cuba will be unconditionally at your side.” [8]
Meanwhile, South African aggression was relentless. In 1983, the SADF bombed Angolan towns and pushed nearly 90 miles into Angolan territory. When the UN moved to condemn the invasion, the United States made sure the censure would not include sanctions, as they had done for more than a decade.
The apartheid regime used Washington’s diplomatic shield to keep its dreams of a Constellation of Southern African States alive. The International Court of Justice had decisively rejected the continued presence of South Africa in Namibia in a 1971 Advisory Opinion as “illegal.” The court declared that “South Africa is under obligation to withdraw its administration from Namibia immediately and thus put an end to its occupation of the territory.” Seven years later, the UN Security Council passed Resolution 435 reiterating its objective of “the withdrawal of South Africa’s illegal administration from Namibia and the transfer of power to the people of Namibia.”
Washington’s support enabled South Africa to ignore the ICJ and UN Security Council. The apartheid government, understanding that free elections would mean a SWAPO victory, refused to comply. “The South Africans took advantage of U.S. goodwill to further their foreign policy aims,” Gleijeses writes. [9]
In 1978, a South African massacre against a refugee camp in Cassinga killed more than 600 Namibians. The U.S. opposed sanctions in the Security Council. President Carter took the excuses of the apartheid regime at face value: “They’ve claimed to have withdrawn and have not left any South African troops in Angola. So we hope it’s just a transient strike in retaliation, and we hope it’s all over.” Even after Angolans foiled an attack by South African commandos against Gulf Oil pipelines inside Angola in 1985, which would have killed U.S. citizens, the U.S. government continued protecting their racist allies.
The Whole World is Against Apartheid
As international opinion turned, Castro sensed that apartheid in South Africa would not be able to last much longer. Despite the growing cost to Cuba of maintaining about 30,000 troops in Angola, Castro was confident that he would be able to wait out the inevitable downfall of the racist regime.
“Today they are totally on the defensive in the political arena, in the international arena, they have a very serious economic crisis,” Castro said in a conversation with Angolan President José Eduardo Dos Santos in 1985. “I can’t say how this is going to end, what the end result of it all will be; but in my opinion, South Africa won’t recover from this crisis.” Castro said that the situation facing South Africa did not occur by chance, but that it was a result of the collective action of the people in many parts of Southern Africa fighting for their independence. “All these factors, common struggles, common sacrifices, have contributed to create this crisis for apartheid, that wasn’t created in one day, it was created over many years,” Castro said. [10]
“I believe that apartheid – I sincerely believe it – is mortally wounded,” Castro said.[11]
Nevertheless, the apartheid government kept up its relentless fight for survival. Throughout the 1980s, Angola was subjected to various incursions and invasions by South Africa. At the same time, the Angolan Armed Forces (FAPLA) fought against former Portuguese collaborator Jonas Savimbi and his UNITA army, who was backed by South Africa and the United States. Savimbi sought to roll back MPLA rule and form an alliance with the apartheid regime.
The confrontations climaxed in the Battle of Cuito Cuanavale in late 1987. After a forward offensive to attack UNITA stalled, Angolan and Cuban troops managed to defend the town. They then turned to the Southwest where they attempted to drive the SADF out of the country once and for all. As the Cubans asserted supremacy with their air force, they were able to take the lead on the battlefield.
With the military confrontation raging, talks started between Angola, Cuba and South Africa, with the United States moderating, in London in early 1988. In instructions to the Cuban delegation, Castro reflected on the South Africans and American mindset.
“The fact they have accepted this meeting in London at such a high level shows that they are looking for a way out because they have seen our advance and are saying, ‘How is it that Cuba has converted itself into the liquidator of Apartheid and the liberator of Africa?’ That’s what is worrying the Americans, they’re going to say: ‘They’re going to defeat South Africa!” Castro said. [12]
Castro also told his delegation that the goal was not to pursue a war or military victory, but to achieve negotiations over SADF from Angola and implementation of Resolution 435, which would grant independence to Namibia. “They should know that we are not playing games, that our position is serious and that our objective is peace,” he said. [13]
The Cuban Commander-in-Chief’s instructions to his negotiating team show that he fully understood that Cuba stood firmly on the right side of history.
“All of Africa is in favor, all of the non-aligned movement, all the United Nations, the whole world is against Apartheid,” Castro said. “This is the most beautiful cause.” [14]
The negotiations would continue throughout the year and lead to the New York agreements in December 1988, which Gleijeses says “led to the independence of Namibia and the withdrawal of the Cuban troops from Angola.” [15]
This was the beginning of the end of apartheid.
“By the time Namibia became independent, in March 1990, apartheid was in its death throes,” Gleijeses writes. “A month earlier, Frederick de Klerk, who had replaced the ailing PW Botha as South Africa’s president, legalized the ANC and the South African Communist Party, and he freed Nelson Mandela. The apartheid government engaged in protracted and difficult negotiations that led in April 1994 to the first elections in the country’s history based on universal franchise.” [16]
The Contribution of the Cuban Internationalists
No one was more grateful for Cuba’s role in the defeat of apartheid and the liberation of blacks in Africa than Nelson Mandela. In July 1991, during a visit to Cuba to mark the 38th anniversary of the Cuban revolution, Mandela spoke of his gratitude for the Cuban role in Southern Africa.
“The Cuban people hold a special place in the hearts of the people of Africa. The Cuban internationalists have made a contribution to African independence, freedom and justice, unparalleled for its principled and selfless character,” Mandela said. “We in Africa are used to being victims of countries wanting to carve up our territory or subvert our sovereignty. It is unparalleled in African history to have another people rise to the defence of one of us.”
Many years later, after the passing of Nelson Mandela, Castro would wonder why after so many years the enablers of apartheid still could not admit the truth.
“Why try to hide the fact that the apartheid regime, which made the people of Africa suffer so much and incensed the vast majority of all the nations in the world,”Castro wrote, “was the fruit of European colonialism and was converted into a nuclear power by the United States and Israel, which Cuba, a country who supported the Portuguese colonies in Africa that fought for their independence, condemned openly?”
Since the success of the Cuban revolution of 1959, American policy has always been reflexive opposition to anything Cuba did. Shortly after Mandela’s funeral, Gleijeses wrote an open letter to President Obama that described the actual course of events in Africa during the Cold War: “While Cubans were fighting for the liberation of the people of South Africa, successive American governments did everything they could to stop them.”
Gleijeses wrote that Obama must have noticed the reception of Cuban President Raúl Castro in South Africa, and implored him to reconsider the disconnect between the two countries. “Perhaps, Mr. President, what you saw in South Africa may inspire you to bridge the chasm and understand that in the quarrel between Cuba and the United States the United States is not the victim,” he wrote.
But Obama has not been able to learn this lesson. On December 17, when he announced a change in the U.S.’s Cuban policy, Obama claimed that the current policy “has been rooted in the best of intentions.” This is a gross misrepresentation that suppresses the policy of unrelenting economic war, which has caused unimaginable pain and suffering to millions of Cubans; a covert terrorist campaign against the island carried out first directly by the U.S. government then later sanctioned and outsourced to reactionary terrorists provided safe haven in the United States; and collaboration with the apartheid regime to punish Cuba for helping fight for the liberation of black Africa.
American officials would, no doubt, prefer that Cuba’s heroic role in defeating apartheid and the U.S.’s shameful role in enabling it be relegated to the ash heap of history. But the historical and documentary record speaks for itself, despite Washington’s attempts to bury it. Like Castro, one has to wonder: why keep hiding the truth?

The American Fingerprints on Colombia’s Dead
A Historian Instructs Peace Negotiators on U.S. Role in Colombian Civil War

Colombia is seemingly a “no-go” zone for most U. S. media and even for many critics of U.S. overseas misadventures. Yet the United States was in the thick of things in Colombia while hundreds of thousands were being killed, millions were forced off land, and political repression was the rule.
Bogota university professor and historian Renán Vega Cantor has authored a study of U.S. involvement in Colombia. He records words and deeds delineating U.S. intervention there over the past century. The impact of Vega’s historical report, released on February 11, stems from a detailing of facts. Communicating them to English-language readers will perhaps stir some to learn more and to act.
The Revolutionary Armed Forces of Colombia (FARC) and the Colombian government have been at war for half a century. Vega’s study appears within the context of negotiations in Cuba to end that conflict. Negotiators on both sides agreed in August, 2014 to form a “Historical Commission on Conflict and its Victims” to enhance discussions on victims of conflict. The Commission explored “multiple causes” of the conflict, “the principal factors and conditions facilitating or contributing to its persistence,” and consequences. Commission members sought “clarification of the truth” and establishment of responsibilities. On February 11 the Commission released an 809 – page report offering a diversity of wide-ranging conclusions. Vega was one of 12 analysts contributing individual studies to the report.
Having looked into “links between imperialist meddling and both counterinsurgency and state terrorism,” he claims the United States “is no mere outside influence, but is a direct actor in the conflict owing to prolonged involvement.” And, “U. S. actions exist in a framework of a relationship of subordination. … [T]he block in power had an active role in reproducing subordination, because, (Vega quotes Colombia Internacional, vol 65), ‘there existed for more than 100 years a pact among the national elites for whom subordination led to economic and political gains.’” As a result, “Not only in the international sphere, but in the domestic one too, the United States, generally, has the last word.”
In 1903, after 50 years of minor interventions, the United States secured Panama’s independence from Colombia as a prelude to building its canal there. As a sop to wounded Colombian feelings and to secure oil- extraction rights, the United States paid $25 million to Colombia under the Urrutia-Thompson Treaty of 1921. Colombia that year sent 72 percent of its exports to the United States, thanks mostly to U.S. banana and oil producers and U.S. lenders.
Vega highlights Colombia’s “native” brand of counterinsurgency. Under the flag of anti-communism, the Colombian Army violently suppressed striking oil, dock and railroad workers. On December 6, 1929 at the behest of the U.S. United Fruit Company, that Army murdered well over 1000 striking banana workers near Santa Marta. According to Minister of War Ignacio Rengifo, whom Vega quotes, Colombia faced a “new and terrible danger … The ominous seed of communism is being sprinkled on Colombian beaches [which] now begin to germinate in our soil and produce fruits of decomposition and revolt.” Having investigated those events, Representative Jorge Eliécer Gaitán told Colombia’s Congress in 1929 that, “It was a question of resolving a problem of wages by means of bullets from government machine gunners, because the workers were Colombian and the Company was American. [After all,] the government has murderous shrapnel for Colombians and a trembling knee on the ground before American gold.”
From the late 1930’s on, Gaitán and the left wing of the Liberal Party were leading mobilizations for agrarian and labor rights. With the advent of Conservative Party rule in 1946, repression with anti-communist overtones led to thousands of killings. By then U.S. military missions and instructors were operating in Colombia. U.S. military units no longer needed specific permission to enter Colombia. Colombia and other Latin American nations in 1947 signed the Inter-American Treaty of Reciprocal Assistance, a military security agreement. Then on April 9, 1948, Gaitán was assassinated.
Colombian cities erupted in destruction and chaos. Within two weeks, 3000 died. Prompted by U.S. Secretary of State George C. Marshall, the Colombian government blamed communists for Gaitán’s killing. Marshall was in Bogota that day presiding over a hemisphere-wide meeting at which, for cold war purposes, the Pan-American Union became the Organization of American States. Over the next ten years, war between the Colombian Army and peasant insurgents took nearly 200,000 lives. Most insurgents were affiliated with the Liberal Party but were labelled as communists.
The two nations signed a military assistance agreement in 1952 in response to an alleged “communist conspiracy.” Colombia was the only Latin American nation to send troops to the Korean War. Returning home, “Korea Battalion” veterans attacked insurgents and strikers. Colombia established its “School of Lancers” in 1955, modeled on and facilitated by the U.S. Army Ranger School. That year, with U.S. advisers on hand, Colombian troops used napalm in an unsuccessful effort to eradicate peasant insurgents in Tolima department. In 1959 U.S. military advisers secured President Alberto Lleras Camargo’s approval for a helicopter-equipped, 1500 – person counter-insurgency unit. A “secret CIA team” visited military detachments and inspected security archives to expand counterinsurgency and psychological warfare capabilities.
Yet rural uprisings continued, and, increasingly, insurgents were identifying themselves as communist. In response U.S. General William Yarborough and a U.S. Special Forces team visited four Colombian army brigades in 1962. They were there “to evaluate the ‘effectiveness of counterinsurgency operations’” and plan U.S. assistance. The U.S. army soon stepped up training and technical assistance, and provided new equipment, especially helicopters. Significantly, the Yarborough report, in a “Secret Supplement,” proposed that the “Colombian state organize paramilitary groups in order to ‘execute paramilitary activities like sabotage and/or terrorism against known partisans of communism. [The report emphasized that,] The United States must support this.’” It recommended new “interrogation techniques for ‘softening up’ prisoners.”
The FARC did not yet exist. In 1964, however, the Colombian army sent 16,000 Colombian troops into small-farmer communities in the Marquetalia region of southern Tolima. The U.S. government provided $500,000, and U.S. advisers were on hand as soldiers descended upon a relative handful of rebels. They escaped and within weeks established themselves as the FARC.
Continuing, Vega details:
* The subsequent flow of U.S. equipment and funding to the Colombian military
* Training of 10,446 Colombian soldiers – torture techniques included – at the U.S. Army’s School of the Americas between 1946 and 2004 (5239 between 1999 and 2012).
* S. launching of Colombia’s FBI-like police and intelligence agency known as the Administrative Department of Security (DAS) in 1960
* Military and police assistance costing $10.7 billion between 1999 and 2007 under U.S. Plan Colombia. Its implementation caused the FARC in 2002 to end peace negotiations with the government.
* Use of the U.S. “drug war” as a new pretext for military aid, beginning with the Reagan administration
* Collusion between CIA teams and Colombian drug lords
* Deployment of U.S. soldiers and military contractors in Colombia
* Impunity for U.S. personnel accused of civilian killings and anti-women violence
* Establishment of seven U.S. military bases in Colombia in 2009
* S. use of Colombian personnel to train security forces in U.S. client states throughout the world
*High – technology intelligence equipment supplied for targeting FARC detachments and leaders, often with direct U.S. participation
The U. S. protégée DAS monitored opposition politicians, journalists, unionists and government officials, including Supreme Court justices. Adverse publicity led to its dissolution in 2011. The DAS had used paramilitaries to murder many of those under surveillance. Vega says U.S. embassy officials identified civilians for DAS targeting.
Vega reports on the 5000 or so civilians whom soldiers killed and then dressed in FARC uniforms to make them look like casualties of war. The scandal of the so-called “false positives” broke in 2008. It came about in part because extra U.S. funding was available to military units demonstrating effectiveness. The way to do that was to exhibit a high number of FARC casualties.
Vega quotes from the U.S. Institute of Policy Studies: “Everything indicates that support from the CIA or U.S. Special Forces to paramilitaries was the tool allowing them to be consolidated like never before.” He cites a “quantitative study” of municipalities showing that proximity to military bases receiving U.S. military assistance was associated with increased numbers of paramilitary attacks against civilians. From the bases, paramilitaries secured armaments, logistics, and intelligence, plus access to “helicopters or airplanes acquired from the United States.”
Having reported on what happened between the United States and Colombia, Vega then drew conclusions. Their essentials appear below in translation:
“During much of the twentieth century, Colombian governments and dominant classes continued a strategic alliance with the United States that was mutually beneficial to both sides …”
“A native counterinsurgency exists in Colombia nurtured on anti-communism that preceded the advent of the counterinsurgency doctrine. Anti-communism was renewed and integrated with the latter for the sake of U.S. geo-political interests during the cold war.”
“U. S. interference in the social and armed conflict in our country has been constant and direct since the end of the 1940’s …”
“Successive U.S. governments of the last seven decades are directly responsible for the perpetuation of armed conflict in Colombia. They have promoted counterinsurgency in all its manifestations and stimulated and trained the armed forces in their methods of torture and elimination of those seen as internal enemies …”
“The Yarborough mission of 1962 was directly responsible for the consolidation of paramilitarism in Colombia … “
“The United States has contributed to militarization of Colombian society through financing and support of the Colombian state and its armed forces …”
“The United States shares direct responsibility for thousands of assassinations committed by the armed forces and paramilitaries … It sponsored military brigades dedicated to that type of crime and backed private groups of assassins.”
“Direct U. S. control of DAS from the time of its formation to its recent dissolution makes that country responsible in part for the numerous crimes committed by that security organism against the population, [especially] unionists and social leaders …”
“In promoting the so-called drug war, the United States in a direct way participated in the destruction of the small-farmer and indigenous economy all over Colombia …”
“By virtue of agreements between the United States and Colombia, privatization of war promoted by Plan Colombia and the new counterinsurgency encourages utilization of mercenaries in our country’s internal war. They commit crimes … with full impunity. This encourages the “culture of impunity” characterizing the Colombian armed forces.”
“Since the late 1940’s state terrorism in Colombia has been promoted not only through military and financial support from the United States but also by our own dominant classes intent upon preserving their power and wealth and rejecting basic economic and social reforms of a re-distributive nature.”
“Some firms based on U. S. capital, like Chiquita Brands, having financed and sponsored paramilitary groups, are directly responsibility for hundreds of crimes …”
Reflections from a northern vantage point are in order. First, it’s not clear that the U. S. government, a force for war in Colombia, will accept a peace settlement reflecting FARC ideas of peace with social justice. Surely the time is now for fair-minded North Americans to pay attention to and get involved with solidarity efforts on behalf of the peace process and justice itself in Colombia. Secondly, while the thrust of Professor Vega’s study should be understandable by one and all, appreciation of the Colombian conflict as struggle between social classes will help with a full understanding and with movement toward action.

From the moment that the Oscar Pistorius case began unfolding, with the news, the morning after Valentine’s Day last year, that he had shot and killed his girlfriend, Reeva Steenkamp, there was the small redeeming hope that it could be a teachable moment. The entire world seemed intensely focused on the story. In part, that was because of Pistorius’s celebrity and the physical challenges he overcame—he was born without fibulas, and his feet were amputated below the knee when he was an infant—and the images of Steenkamp, a smiling law-school graduate and model. He claimed that he had mistaken Steenkamp for a burglar, shooting her multiple times through a bathroom door. But, while one man was on trial for murdering his girlfriend, what many believed would be on trial was the horrific epidemic of domestic violence in South Africa and all over the world, including in this country. Even as Pistorius’s trial wound to a close—he was foundguilty of culpable homicide, a charge akin to manslaughter, though he was acquitted of murder—another story involving an athlete was unfolding in the United States: the release of a video showing Ray Rice, a running back for the Baltimore Ravens, punching his fiancée at the time, now his wife.
Of course, it’s a coincidence that these two cases are in the public eye at the same moment, thousands of miles apart. No, Ray Rice did not kill his fiancée; he knocked her out cold. But, in this country, as in South Africa, the abuse and, yes, the murder of women is beyond horrendous, and most cases go unpunished or, unless the accused is a big guy with big bucks and a big rep, unnoticed. (And many times even then.) Since the Rice revelations, more women in the U.S. have talked publicly about having been abused by their partner—the hashtags #WhyIStayed and #WhyILeft were the labels for many wrenching stories this week. Many had suffered in silence, not speaking about what was happening to them or pursuing justice in the courts. Often—and this is especially true in South Africa, where the justice system and government services to assist women are inadequate, at best—just going to the authorities doesn’t protect women.
In South Africa, according to the civil-society organization Sonke Gender Justice, three women are killed by an “intimate partner” (the term includes current and former relationships) every day. It happens with such frequency that it has a name: “intimate-partner femicide.” There is also, in South Africa, the scourge of “corrective rape,” in which men believe that raping lesbians and gay men will “cure” them of their sexual orientation. (I wrote about this crisis for The New Yorker.) And yet there are few prosecutions.
In South Africa, many are so frustrated with the lack of justice, especially the rape victims—and, even more, gay rape victims—that they don’t even bother to report abuse.
But the domestic abuse and murder of women is not limited to a single place, whether South Africa or a hotel-casino in Atlantic City. The World Health Organization calls violence against women “a global health problem,” with its most recent statistics showing that thirty-five per cent of women worldwide have been victims of domestic violence, and thirty-eight per cent of murders of women were committed by an intimate partner. Sonke’s executive director, Dean Peacock, said, “Multiple surveys carried out in nearly all regions of the world have found that the strongest factors associated with men’s use of violence against women are social norms that support men’s collective dominance over women.” Peacock added, “Children’s exposure to violence in the home, alcohol abuse, and easy access to guns all contribute to the unsafe environment women and children find themselves in.”
Those social norms take many forms. Recently, the jihadist onslaught in various parts of the world, which aims to put women back in positions of servitude, has played its part, including in the now almost forgotten abduction of more than two hundred schoolgirls in northern Nigeria. Most are still missing.
One question will be whether the mixed official response in the Pistorius and Rice cases advances any meaningful steps being taken to deal effectively with domestic violence and the murder of women. For many, the Pistorius verdict was a disappointment; though he has still been convicted of a serious crime, with the possibility of up to fifteen years in prison, he escaped the most serious consequences. (“This verdict is not justice for Reeva,” her mother, June Steenkamp,said on Friday.) Before the video came out, Rice had only been suspended for two games, even though it was known that he had knocked his fiancée unconscious; he has now been cut from the team and suspended indefinitely. Just how teachable is this Pistorius-Rice moment, at home and globally? There is hope in there, in the sharing of stories and difficult conversations. There is also a long way to go.

Naomi Klein in her book The Shock Doctrine suggests the bargain was that in return for the ANC turning against The Freedom Charter and nationalization, the West would make Mandela a living saint.”
If you want more than that feel-good notion of Nelson Mandela as a champion of non-violent (i.e non. revolutionary) change, then read the article below. Although I believe the author mistakes nationalization for socialism, the article does give a credible analysis of why the South African masses, post-Apartheid, still live in miserable poverty. Nationalization may be a necessary step towards socialism, but it is not sufficient. Genuine socialism is not where the government rather than private interests are the owners of production. Such as that exists in Vietnam and China and is functionally speaking nothing more than state capitalism. Single party vanguards such as existed in the former Soviet Union and in China and Vietnam today by nature devolve into state tyranny over labor in order to maximize profit. Genuine democratic socialism demands direct worker control over production, but that is another and much longer story.

The veil must be lifted from the deliberations and machinations that led Nelson Mandela and the African National Congress to discard the people’s Freedom Charter in favor of an accommodation with white capital, in the early Nineties. Why, at South Africa’s most critical juncture, did the ANC make a pact with the Devil? And why did they keep it?
“The decision against nationalization has left the people worse off than when Mandela was elected in 1994.”Why and when did Mandela change his mind about nationalization of the wealth of South Africa? And what have been the results? I find the mainstream media’s accounts, citing Mandela’s claim that he changed his mind at Davos, Switzerland, in 1992 implausible. More troubling is why when Mandela and the ANC led government saw things going so badly for the people they didn’t change course? These questions arise as we try to make sense of Mandela’s legacy. This is especially important in light of the catastrophic crisis of poverty, hunger, unemployment, education and health care besetting the South African people. The decision against nationalization has left the people worse off than when Mandela was elected in 1994. White economic privilege remains the same, and their wealth exponentially increased, a tiny, rich and mostly parasitic black bourgeoisie and a black middle class have been created. For 90 percent of the African population things have not improved.
The New York Times reported on December 10 that Nelson Mandela’s change of thinking occurred at Davos, Switzerland, at the World Economic Forum (the annual meeting of the major bankers, capitalist, entrepreneurs, celebrities, politicians and intellectuals tied to the neo liberal globalist model of the world economy) in January 1992. Tito Mboweni, a former governor of the South African Reserve Bank (that nation’s Central Bank), who accompanied Mandela to Davos, says when Mandela and the ANC delegation arrived Mandela had a speech written by the ANC that focused on nationalization. Mboweni says “we discussed this at some length and decided that its content was inappropriate for a Davos audience.” Mboweni drafts another speech that was friendly to the Davos crowd. The speech was vague and filled with clichés and platitudes and assured the audience that they had nothing to fear from Mandela or the ANC.
In a letter to the Sunday Independent last January Mboweni says it was meetings with representatives of the Communist parties of China and Vietnam that changed Madiba’s mind completely. According to Mboweni the Chinese and Vietnamese told Mandela “We are currently striving to privatize state enterprises and invite private enterprise into our economies. We are Communists Party governments, and you are a leader of a national liberation movement. Why are you talking about nationalization?” According to Anthony Sampson, the author of Mandela: The Authorized Biography, Mandela told him “They changed my views altogether. I came home to say: ‘Chaps we have to choose. We either keep nationalization and get no investment, or we modify our own attitude and get investment.’”

It is obvious that the ANC, the South African national liberation struggle and the nation as a whole were at a critical juncture. They were faced with problems of consolidating political power and moving the nation towards economic emancipation. On the other side, the white regime and its backers in the West were concerned with making concessions to black South Africans that would not disturb western corporate control of this mineral rich and strategically located economy. However I find the accounts of Mr. Sampson and Mr. Mboweni implausible. In other words, the path to Mandela’s radical change of mind involved more than conversations during a five-day meeting in Davos in 1992.
The first question is about the representatives of China and Vietnam. Both nations in 1992 were at different levels of economic development. Vietnam was still in the social and economic reconstruction phase after 25 years of war against foreign aggression. China was a socialist economy that twelve years earlier had entered upon a path of reform within its socialist economy. China at that time had about 80 to 90% of the strategic parts of its economy under state control. Vietnam was similar with the state controlling economic reconstruction. Even today close to 70% of China’s economy is under state control. The most technologically dynamic and profitable sector of the Chinese economy is the state, or nationalized sector. The facts are that China and Vietnam are heavily state dominated economies and each says the objective of their economic planning is to build advanced socialism. Even if we accept that the Chinese and Vietnamese representatives at Davos said what Mboweni says, the next question is who were they and did they represent the official positions of their governments? If we accept the mainstream media’s accounts, they must have been saying, “do as we say, not as we do.” Of course this would have been an instance of unbelievable bad faith, even cynicism. But on this matter, rather than looking to the Chinese and Vietnamese delegates, I think we should question Mr. Mboweni ‘s and Mr. Sampson’s account.
The second point is that when Mandela emerges from prison two of his and the ANC’s most important allies were Cuba and Libya, two nations whose economies were heavily nationalized. Why did Mandela not consult Fidel Castro and Muammar Gadaffi among others to get a more complete view on how well nationalization was working or not working in their nations?

The third point, any nation emerging from a long period of civil war and national liberation, experiencing a radical transfer of power, necessarily goes through a period of transition. It is ludicrous to think that sober minds, especially those with the training of most of the ANC, could underestimate a transition where something like a New Deal for the people, including a jobs and infrastructure programs, an anti-poverty crusade, health care, housing and political education, would not be considered necessary. No clear thinking person could have imagined an overnight great leap forward from a ravaged apartheid economy to an advanced socialist one. There would be a transition period of at least a decade where the groundwork would be laid for a new democratic and socialist economy. The forms of this transition would have many layers, even ambiguities, but its direction would be firmly established and based on the Freedom Charter and its call for nationalization. The decisions made by Mandela and the ANC thwarted a robust transition and allowed the old system to remain pretty much intact and thereby recklessly undermined the future of South Africa.
The more plausible scenario, from my perspective, is that Mandela and a small circle around him, long before Davos, perhaps in the last year or so of Mandela’s imprisonment, cut a deal. As we know Mandela entered into secret talks with the white regime before being released. These talks were kept secret from the ANC leadership. There were others in and outside of the ANC who were involved in secret talks about the economy well before 1990. By the time Mandela is released an agreement had been reached with the regime against nationalization. The question for Mandela and those in the ANC who supported him, was to get an appropriate time and place for Mandela to announce his change of position. There had to also be a plausible explanation of why such a drastic change. The Davos story fulfills both requirements, an appropriate place and a plausible story.
The fact that Mr. Mboweni, a free market capitalist, accompanied Mandela to Davos and had such power that he was allowed to trash the ANC speech and substitute for it his own, should raise further troubling questions about the behind scenes operations among the ANC elite. Why weren’t other views present in the ANC delegation at Davos? Or were they dismissed as “too radical” even before Davos?

Not long after the Davos announcement the ANC (or the free market and neo liberal elements within the ANC) announced that the first black government would assume the entire debt of the white regime. A sum of close to $25 billion. The ANC took an IMF loan to pay the debt, which came with severe strings attached that protected white control of the post apartheid economy. (see my article in BAR Dec 11 2013 for a further discussion of this). Mandela’s claim that he was turned around at Davos is questionable and his turn against the Freedom Charter and the aspirations of the masses of South Africa (who cherished the Freedom Charter as their manifesto of freedom and reflective of their freedom aspirations) is problematic.
Winnie Mandela has said repeatedly that when Mandela emerged from prison he was not the same man. She says his revolutionary resolve was different. What she probably meant is his change of heart on economic policy and his willingness to, as she saw it, make unnecessary compromises with white South Africans and Western interests. In my BAR article “Nelson Mandela, The Contradictions of his Life and Legacies” I argue there are four stages in Mandela’s life. The fourth is 1990 to 2013. This is the most contradictory in terms of his previous revolutionary activity. However, it is as significant to understanding his legacy and life as the previous ones are. The burning question is in power what did he and his ANC colleagues do to liberate the nation from economic apartheid and foreign corporate control. At this point the answer is in power the ANC failed. The problem is not important only to South Africans or Africans, but for how humanity, especially its impoverished and destitute majority, imagines the future world and how we fight for it.

I don’t know that Nelson Mandela died a bitter man, I think the author is speculating or using the notion metaphorically, but with cause. Also, I am not too crazy about the way he used the Ayn Rand quote, but nevertheless I think overall he hit the nail on the head.

In the last two decades of his life, Nelson Mandela was celebrated as a model of how to liberate a country from the colonial yoke without succumbing to the temptation of dictatorial power and anti-capitalist posturing. In short, Mandela was not Robert Mugabe, and South Africa remained a multiparty democracy with a free press and a vibrant economy well-integrated into the global market and immune to hasty socialist experiments. Now, with his death, his stature as a saintly wise man seems confirmed for eternity: there are Hollywood movies about him – he was impersonated by Morgan Freeman, who also, by the way, played the role of God in another film; rock stars and religious leaders, sportsmen and politicians from Bill Clinton to Fidel Castro are all united in his beatification.
Is this, however, the whole story? Two key facts remain obliterated by this celebratory vision. In South Africa, the miserable life of the poor majority broadly remains the same as under apartheid, and the rise of political and civil rights is counterbalanced by the growing insecurity, violence and crime. The main change is that the old white ruling class is joined by the new black elite. Second, people remember the old African National Congress that promised not only the end of apartheid, but also more social justice, even a kind of socialism. This much more radical ANC past is gradually obliterated from our memory. No wonder that anger is growing among poor, black South Africans.
South Africa in this respect is just one version of the recurrent story of the contemporary left. A leader or party is elected with universal enthusiasm, promising a “new world” – but, then, sooner or later, they stumble upon the key dilemma: does one dare to touch the capitalist mechanisms, or does one decide to “play the game”? If one disturbs these mechanisms, one is very swiftly “punished” by market perturbations, economic chaos and the rest. This is why it is all too simple to criticize Mandela for abandoning the socialist perspective after the end of apartheid: did he really have a choice? Was the move towards socialism a real option?
It is easy to ridicule Ayn Rand, but there is a grain of truth in the famous “hymn to money” from her novel Atlas Shrugged: “Until and unless you discover that money is the root of all good, you ask for your own destruction. When money ceases to become the means by which men deal with one another, then men become the tools of other men. Blood, whips and guns or dollars. Take your choice – there is no other.” Did Marx not say something similar in his well-known formula of how, in the universe of commodities, “relations between people assume the guise of relations among things”?
In the market economy, relations between people can appear as relations of mutually recognized freedom and equality: domination is no longer directly enacted and visible as such. What is problematic is Rand’s underlying premise: that the only choice is between direct and indirect relations of domination and exploitation, with any alternative dismissed as utopian. However, one should nonetheless bear in mind the moment of truth in Rand’s otherwise ridiculously ideological claim: the great lesson of state socialism was effectively that a direct abolition of private property and market-regulated exchange, lacking concrete forms of social regulation of the process of production, necessarily resuscitates direct relations of servitude and domination. If we merely abolish the market (inclusive of market exploitation) without replacing it with a proper form of the communist organization of production and exchange, domination returns with a vengeance, and with it direct exploitation.
The general rule is that when a revolt begins against an oppressive half-democratic regime, as was the case in the Middle East in 2011, it is easy to mobilize large crowds with slogans that one cannot but characterize as crowd pleasers – for democracy, against corruption, for instance. But then we gradually approach more difficult choices, when our revolt succeeds in its direct goal, we come to realize that what really bothered us (our un-freedom, humiliation, social corruption, lack of prospect of a decent life) goes on in a new guise. The ruling ideology mobilizes here its entire arsenal to prevent us from reaching this radical conclusion. They start to tell us that democratic freedom brings its own responsibility, that it comes at a price, that we are not yet mature if we expect too much from democracy. In this way, they blame us for our failure: in a free society, so we are told, we are all capitalist investing in our lives, deciding to put more into our education than into having fun if we want to succeed.
At a more directly political level, United States foreign policy elaborated a detailed strategy of how to exert damage control by way of rechanneling a popular uprising into acceptable parliamentary-capitalist constraints – as was done successfully in South Africa after the fall of apartheid regime, in Philippines after the fall of Marcos, in Indonesia after the fall of Suharto and elsewhere. At this precise conjuncture, radical emancipatory politics faces its greatest challenge: how to push things further after the first enthusiastic stage is over, how to make the next step without succumbing to the catastrophe of the “totalitarian” temptation – in short, how to move further from Mandela without becoming Mugabe.
If we want to remain faithful to Mandela’s legacy, we should thus forget about celebratory crocodile tears and focus on the unfulfilled promises his leadership gave rise to. We can safely surmise that, on account of his doubtless moral and political greatness, he was at the end of his life also a bitter old man, well aware how his very political triumph and his elevation into a universal hero was the mask of a bitter defeat. His universal glory is also a sign that he really didn’t disturb the global order of power.

Offering a dissenting opinion at this moment of a general outpouring of grief at Nelson Mandela’s death is not likely to court popularity. It is also likely to be misunderstood.
So let me start by recognising Mandela’s huge achievement in helping to bring down South African apartheid, and make clear my enormous respect for the great personal sacrifices he made, including spending so many years caged up for his part in the struggle to liberate his people. These are things impossible to forget or ignore when assessing someone’s life.
Nonetheless, it is important to pause during the widespread acclamation of his legacy, mostly by people who have never demonstrated a fraction of his integrity, to consider a lesson that most observers want to overlook.
Perhaps the best way to make my point is to highlight a mock memo written in 2001 by Arjan el-Fassed, from Nelson Mandela to the NYT’s columnist Thomas Friedman. It is a wonderful, humane denunciation of Friedman’s hypocrisy and a demand for justice for the Palestinians that Mandela should have written. [http://www.keghart.com/Mandela-Palestine]
Soon afterwards, the memo spread online, stripped of el-Fassed’s closing byline. Many people, including a few senior journalists, assumed it was written by Mandela and published it as such. It seemed they wanted to believe that Mandela had written something as morally clear-sighted as this about another apartheid system, an Israeli one that is at least the equal of that imposed for decades on black South Africans.
However, the reality is that it was not written by Mandela, and his staff even went so far as to threaten legal action against the author.
Mandela spent most his adult life treated as a “terrorist”. There was a price to be paid for his long walk to freedom, and the end of South Africa’s system of racial apartheid. Mandela was rehabilitated into an “elder statesman” in return for South Africa being rapidly transformed into an outpost of neoliberalism, prioritising the kind of economic apartheid most of us in the west are getting a strong dose of now.
In my view, Mandela suffered a double tragedy in his post-prison years.
First, he was reinvented as a bloodless icon, one that other leaders could appropriate to legitimise their own claims, as the figureheads of the “democratic west”, to integrity and moral superiority. After finally being allowed to join the western “club”, he could be regularly paraded as proof of the club’s democratic credentials and its ethical sensibility.
Second, and even more tragically, this very status as icon became a trap in which he was required to act the “responsible” elder statesman, careful in what he said and which causes he was seen to espouse. He was forced to become a kind of Princess Diana, someone we could be allowed to love because he rarely said anything too threatening to the interests of the corporate elite who run the planet.
It is an indication of what Mandela was up against that the man who fought so hard and long against a brutal apartheid regime was so completely defeated when he took power in South Africa. That was because he was no longer struggling against a rogue regime but against the existing order, a global corporate system of power that he had no hope of challenging alone.
It is for that reason, rather simply to be contrarian, that I raise these failings. Or rather, they were not Mandela’s failings, but ours. Because, as I suspect Mandela realised only too well, one cannot lead a revolution when there are no followers.
For too long we have slumbered through the theft and pillage of our planet and the erosion of our democratic rights, preferring to wake only for the release of the next iPad or smart phone.
The very outpouring of grief from our leaders for Mandela’s loss helps to feed our slumber. Our willingness to suspend our anger this week, to listen respectfully to those watery-eyed leaders who forced Mandela to reform from a fighter into a notable, keeps us in our slumber. Next week there will be another reason not to struggle for our rights and our grandchildren’s rights to a decent life and a sustainable planet. There will always be a reason to worship at the feet of those who have no real power but are there to distract us from what truly matters.
No one, not even a Mandela, can change things by him or herself. There are no Messiahs on their way, but there are many false gods designed to keep us pacified, divided and weak.
Roger’s note: In the mid 1980s the United States Congress voted to demand South Africa recognize the ANC and free political prisoners, including Nelson Mandela. When Reagan vetoed the act, Congress voted to override the veto. A young congressman from Wyoming by the name of Dick Cheney voted both times against the initiative, insisting that the ANC was a terrorist organization. Today Cheney says he does not regret his votes, although he now considers Mandela to be a great man who in his old age has “mellowed.” I kind of agree with Cheney (god help me) in the sense that the post-Apartheid Mandela has been much less threatening to the ravages of racist capitalism than he was in his radical youth. Not that I have any grounds to judge a man who survived 27 years in prison and came out of it with his heart and soul intact. But there is no doubt that the mainstream corporate media and the political whores love the “mellowed out” Mandela and don’t want to think about the kind of principled revolutionary activism he represented and implemented, which spelled the death knell of Apartheid in South Africa.

Nearly 50 years ago, in 1964, Nelson Mandela — along with many other comrades in the struggle for the liberation of South Africa from racist white domination under apartheid — was sentenced to life in prison. His statement to the court, made when he was facing the real threat of execution, remains an historic demonstration of defiance and resistance.

Mandela’s sentence was “reduced” to life imprisonment. He would spend 27 years caged by the brutal racist regime in South Africa, before the resistance movement there and a worldwide solidarity campaign helped to force his release.
Many times, the apartheid government dangled a pardon for Mandela — if he would agree to publicly renounce the armed struggle. Contrary to liberal, depoliticized histories of the life of Mandela, he was in fact a political leader who believed in achieving liberation by any means necessary. Indeed, in 1961 he helped to found Umkhonto we Sizwe — which means ‘Spear of the Nation’ — an armed struggle wing of the liberation movement. Earlier that same year, Mandela gave his first ever television interview. In it, he alluded to the sense of futility of fighting against a violent apartheid regime with only non-violent means.
On non-violence and the use of political violence, Mandela wrote in his autobiography A Long Walk to Freedom:
Nonviolent passive resistance is effective as long as your opposition adheres to the same rules as you do. But if peaceful protest is met with violence, its efficacy is at an end. For me,nonviolence was not a moral principle but a strategy; there is no moral goodness in using an ineffective weapon.
In the end, we had no alternative to armed and violent resistance. Over and over again, we had used all the nonviolent weapons in our arsenal – speeches, deputations, threats, marches, strikes, stay-aways, voluntary imprisonment – all to no avail, for whatever we did was met by an iron hand. A freedom fighter learns the hard way that it is the oppressor who defines the nature of the struggle, and the oppressed is often left no recourse but to use methods that mirror those of the oppressor.
Mandela spent nearly three decades in prison for his defence of principles and for his role in the struggle — alongside hundreds and thousands of other political prisoners. During those years, many others were felled by the apartheid regime: for instance, the hundreds massacred in Soweto in 1976, and Black Consciousness leader Steve Biko, who was beaten and tortured before dying in police custody in 1977.
On February 11, 1990, Mandela finally walked free. On that day, he gave a speech to a joyous mass of humanity gathered to hear him on the steps of Cape Town’s City Hall.
“I great you all in the name of freedom and democracy for all. I stand here before you not as a prophet, but as a humble servant of you the people … I therefore place the remaining years of my life in your hands…”
International solidarity with South Africa took many forms. One under-analyzed factor in understanding the defeat of apartheid and the release of Nelson Mandela was the military support given by Cuba to Angolan forces battling South African invasion in the late 1970s and 1980s, in addition to Cuba support for Namibian independence and the liberation of other “front line” states neighbouring Apartheid South Africa. In the documentary film, Fidel Castro: The Untold Story, actor and activist Harry Belafonte reflected on the importance of Cuba to the freedom of South Africa:
Had it not been for the Cuban presence in Africa, and in particular in Angola, the history of Africa would have never been what it is now. One of the greatest friends that Cuba has in Nelson Mandela, and his appreciation for what the Cuban people did… If you don’t understand that history, then you’ll never really understand the enormous success and importance of the Cuban Revolution.
In 1991, Cuba was one of the first countries Nelson Mandela visited — in order to thank the Cuban people for their contributions.
Mandela has also been an outspoken proponent of the liberation movement in Palestine, drawing analogies between these two struggles against racism and apartheid: “Our freedom is incomplete without the freedom of the Palestinians,” Mandela said.
In 2001, Mandela was honoured by Parliament with Honourary Canadian citizenship. One Member of Parliament, Rob Anders — who now sits as a Conservative MP — objected, shouting ‘No!’ during the vote in the House, and referring to Mandela as a “communist and terrorist.”
Mandela’s stature in history is now unarguable, and the just nature of the struggle against apartheid is denied only by outright racists and bigots. The likes of Rob Anders today sound like extremists, but in the 1980s it was standard practice for right-wing politicians around the world to disparage Mandela and the ANC as “terrorists.” In 1987, for instance, then UK Prime Minister Margaret Thatcher said: “The ANC is a typical terrorist organization … Anyone who thinks it’s going to run a government is living in cloud-cuckoo land.”
Mandela and the ANC did indeed run the government of South Africa; Mandela was democratically elected to the presidency in 1994. And while his, and the ANC’s, record in government was contradictory and is contested because of its failure to reject neoliberal economic measures and eliminate poverty, the democratic struggle he came to personify put the lie to racists and right-wingers like Thatcher.
Mandela made fewer public statements after stepping down from his former role in government. But he did speak out strongly at times on urgent issues. For instance, in 2003 he condemned the invasion of Iraq in unequivocal terms.
Nelson Mandela. Madiba. A voice for justice has gone silent. But the words and example of Mandela will live as long as people struggle against injustice and oppression.

On “sanitizing” the legacy of anti-apartheid leader Nelson Mandela

Today is Nelson Mandela’s 95th birthday, but forget the crocodile tears from the U.S. government about Mandela’s poor health. Imperialist diplomacy with all of its sugar-coated phrases is nothing more than a form of historical perjury.
Nelson Mandela’s arrest in 1962, which led to 18 of his 27 years of imprisonment on Robbins Island, was based on the work of the CIA. The CIA and the National Security Agency worked as partners with the racist, apartheid regime’s vicious military and intelligence services.
Mandela was a leader of the African National Congress (ANC) that organized civil resistance and an armed struggle against South Africa’s white racist apartheid regime. The United States and the other western capitalist governments supported the racist, fascist apartheid regime.
Mandela was labeled a terrorist by the United States. So was the entire ANC. Even as late as 2008 the U.S. State Department had to pass special waivers so that Mandela or any ANC leader could visit the United States because he and the ANC were still on the “terrorist watch list.”
The ANC’s struggle for Black majority rule and the liquidation of apartheid received critical support from Cuba, the Soviet Union and other socialist countries. The ANC had an active alliance with South African Communist Party in the struggle for Black majority rule.
Even after the fall of the apartheid government ANC members applying for visas to the USA were flagged for questioning and forced to ask for waivers to enter the country. Former ANC chairman Tokyo Sexwale was denied a visa in 2002
In 2007, Barbara Masekela, South Africa’s ambassador to the United States until the year prior was denied a visa to visit a dying cousin living in the United States.
U.S. Imperialism was the enemy of African Liberation
The CIA and NSA spy services—with the full collaboration of such transnational corporations at IBM, Kodak and many others—worked at all levels and for decades for apartheid and against the African National Congress activists who were routinely murdered, tortured and sentenced to life terms in the hell holes of South Africa.
The ANC was labeled and treated as a terrorist organization and pro-communist by the CIA and successive U.S. administrations, Democratic and Republican alike. Congress, too, was an enthusiastic cheerleader for this vile partnership with the planet’s most disgustingly racist regime.
The House of Representatives only voted to call for Nelson Mandela’s release from prison in 1986 when it was clear that the fascist apartheid regime’s days were numbered, leading the United States and Britain to abruptly shift course and broker a negotiated end to the white supremacist system. A mass worldwide anti-apartheid movement had completely isolated South Africa. Dick Cheney voted against the House resolution in 1986, pointing out that the U.S. government was still retaining the ANC on the official U.S. “terrorist list.”
The U.S. and Britain knew the end had finally come for the usefulness of the apartheid government when its seemingly invincible military was decisively defeated by the Angolan army and thousands of Cuban volunteers in the historic battle of Cuito Canavale.
As Mandela said, “When Africa called, Cuba answered.”
Shameless duplicity
In an act of shameless duplicity, once Mandela was released from prison, each successive U.S. administration has pretended that the United States was always opposed to Mandela’s imprisonment and stood with him against apartheid.
After getting out of prison, Mandela came to the United States to meet President George H.W. Bush on June 25, 1990. He was being touted as a hero and a champion in the fight against racism. The U.S. government, working through propagandists in the corporate-owned media, tried to instill a society-wide case of amnesia about the fact that they were the defenders of apartheid and directly responsible for Mandela’s imprisonment.
But one reporter had the gall to ask an unscripted question.
Bush’s press secretary, Marlin Fitzwater, was asked in the days before the June 25 meeting with Bush whether the president would apologize to Mandela for the U.S. role in his arrest.
Fitzwater was angry and caught off guard. He said, “I just don’t like it when people question our motives on blacks or on Mandela because of an incident that happened 20 years ago in another administration.”
Today, on Mandela’s 95th birthday and when the U.S. government celebrates Mandela, will any of the corporate media expose the bloody role of the CIA, NSA and other U.S. intelligence services in their war against the African liberation movements?
Nelson Mandela is a beacon for the oppressed. He is a hero and he will be remembered as such. Not true for the CIA and NSA which worked as the spy service for the racist, apartheid regime as it hunted down and captured Mandela and captured or killed his comrades.

Obama sees no irony in making a pilgrimage to Nelson Mandela’s place of political imprisonment, while holding 80,000 human beings in solitary confinement. “Racist South Africa’s treatment of Mandela and his co-revolutionists was downright benign and enlightened, compared to fate of U.S. prisoners who are deemed a threat to the prevailing order.”

President Barack Obama, a man of infinite cynicism, made a great show of going on pilgrimage to Nelson Mandela’s old prison cell on Robben Island, where the future first Black president of South Africa spent 18 of his 27 years of incarceration. With his wife and daughters in tow, Obama said he was “humbled to stand where men of such courage faced down injustice and refused to yield…. No shackles or cells can match the strength of the human spirit,” said the chief executive of the unchallenged superpower of mass incarceration, a nation whose population comprises only 5 percent of humanity, but is home to fully one-quarter of the Earth’s prison inmates.
True sociopaths, like the commander-in-chief who updates his Kill List every Tuesday, have no sense of shame, much less irony. Obama feigns awe at Mandela’s suffering and sacrifice in the prisons of apartheid South Africa, yet presides over a regime that, on any given day, holds 80,000 inmates in the excruciating torture of solitary confinement. During Nelson Mandela’s nearly three decades of imprisonment by the white regime, he spent a total of only about one week in solitary confinement. The rest of the time, despite often harsh treatment, backbreaking labor, and unhealthy conditions, Mandela and other political prisoners at Robben Island and other South African jails were typically housed together. Indeed, Mandela and his incarcerated comrades called the prisons their “university,” where they taught each other to become the future authorities over their jailers.

Racist South Africa’s treatment of Mandela and his co-revolutionists was downright benign and enlightened, compared to fate of U.S. prisoners who are deemed a threat to the prevailing order. At U.S. high security facilities, the slightest evidence that an inmate is of a political bent of mind is cause for him to be condemned to a solitary existence for decades – a social death alien to the human species. At California’s Pelican Bay and the state prison at Corcoran, thousands of inmates are held in isolation, 80 of them for more than 20 years, the very definition of barbarism. Yet, Obama journeys across oceans and continents to stand for a photo op in the cell of a prisoner whose ordeal was nowhere near as horrific as the standard fare for political prisoners in his own country.
On his trip to South Africa, Obama proclaimed that “the world is grateful for the heroes of Robben Island.” And, that’s certainly true, although it was a U.S. intelligence agent who lured Nelson Mandela into a trap in 1962 that ultimately led to his capture and imprisonment. Obama has no sympathy, however, for political prisoners of any race in his own country. Former Black Panther Herman Wallace is thought to be the longest-serving prisoner in solitary confinement in the United States, having spent 40 years alone in a cell in Louisiana’s notorious Angola Prison. Obama could free him at any time, but of course, he won’t. He could emancipate Black Panther captive Russell Maroon Shoatz, who has spent nearly 30 years in solitary, or Republic of New Africa political prisoner Mutulu Shakur or any and all of the scores of other aging political prisoners – people whose dedication to human freedom is no less than Mandela’s, yet have been subjected to far worse treatment at American hands. Instead, Obama has doubled the bounty on Shakur’s comrade and sister, Assata, in exile in Cuba. She might even be on Obama’s Kill List – which is the real and authentic legacy of this country’s First Black President.

President Obama claims he’s off to Africa in search of trade. But the Chinese have eclipsed the U.S. in that arena by offering “far better terms of trade and investment than the Americans.” Obama talks trade for public consumption, while the U.S. military locks Africa in a cage of steel.

The President and his family are spending a week in sub-Saharan Africa, with Senegal, Tanzania and South Africa on the itinerary. The focus of the trip, if you believe the White House, is trade, an arena in which the United States has been eclipsed by China since 2009. China, by some measurements, now does nearly twice as much business with Africa as the U.S., and the gap is growing. It is now commonly accepted that the Chinese offer far better terms of trade and investment than the Americans, that they create more jobs for Africans, and their investments leave behind infrastructure that can enrich their African trading partners in the long haul.
No one expects Obama to offer anything on this trip that will reverse America’s declining share of the African market. That’s because the U.S. is not in the business of fair and mutually beneficial trade – it’s about the business of imperialism, which is another matter, entirely. The Americans ensure their access to African natural resources through the barrel of a gun.
So, while the Chinese and Indians and Brazilians and other economic powerhouses play by the rules of give and take, the U.S. tightens its military grip on the continent through its ever-expanding military command, AFRICOM.
To justify its rapid militarization of Africa, Washington plunges whole regions of the continent into chaos. U.S. policies, under presidents Clinton, Bush and Obama, have utterly destroyed Somalia, made the Horn of Africa a theater of war, drawn the northern tier of the continent into America’s cauldron of terror, and killed six million people in the eastern Congo.

The face of America in Africa is war, not trade; extraction of minerals by military intimidation, not conventional commerce. Washington’s priority is to embed AFRICOM ever deeper into the militaries of African states – rather than configuring more favorable trade relationships on the continent. But you won’t learn that from the U.S. corporate media, which chooses to focus on the $100 million cost of Obama’s African trip, or to look for human interest angles on Obama’s decision not to touch down in his father’s homeland, Kenya. However, even that angle is too sinister for deeper exploration by the corporate press, because Kenya’s absence from the itinerary is meant as a threat.
The United States is angry because Washington wanted the Kenyan people to elect a different president, one more acceptable to U.S. policymakers. The Americans expected the whole of Kenyan civil society to bend to Washington’s will, and reject the candidacy of Uhuru Kenyatta, simply to please the superpower. When that didn’t happen, it was decided that Kenya must be shunned, despite its past services to U.S. imperialism.
Skipping Kenya was a warning that more serious repercussions may lurk in the future – which is a potent threat, because the U.S. controls most of the guns of Africa. As the U.S.-backed warlord in Somalia said in Jeremy Scahill’s excellent film The Dirty War, “The Americans are masters of war.” War, and the threat of war, is the reality behind every U.S. presidential visit, to Africa and everywhere else. Whether the terms of trade are good or bad, the declining U.S. empire will get access to the resources it needs, or thousands – millions! – will die.

A Tale of Two Foreign Policies February 26, 2015

Roger’s note: here are two articles that appeared in the same online edition of http://www.counterpunch.org. They coincidentally make an excellent comparison of the foreign policies of a Goliath nation (the United States of America) and a tiny David (Cuba).
US foreign policy is characterized by overpowering military strength and aggression, and an overwhelming concern for protecting its corporate interests that is only matched by its lack of concern for human rights. Cuba, on the other hand, has shown an abiding concern for justice and human needs (cf. its sending doctors around the world).
Colombia and South Africa are only two nations among many, but the contrast in the actions of the United States and Cuba towards them can be seen as a microcosm with respect to overall foreign policy strategies. It is notable that the first foreign visit made by Nelson Mandela upon his release from prison was to Cuba to thank Castro and the Cuban people. As well, it hardly needs to be mentioned that with respect to a capacity to act for human good, the United States is the richest and most powerful nation in the history of the world whereas Cuba, in addition to being a third world country historically repressed by Spain and the US, has suffered for over 50 years under the US economic blockade.

The Cuban Role
Until the fall of the Portuguese dictatorship in 1974, apartheid in South Africa was secure. There was no substantial resistance anywhere in southern Africa. Pretoria’s neighbors comprised a buffer zone that protected the racist regime: Namibia, their immediate neighbor which they had occupied for 60 years; white-ruled Rhodesia; and the Portuguese-ruled colonies of Angola and Mozambique. The rebels who fought against minority rule in each of these countries, operating without any safe haven to organize and train, were powerless to challenge the status quo. South Africa’s buffer would have remained intact for the foreseeable future, solidifying apartheid and preventing any significant opposition, but for one man: Fidel Castro.
In October of 1975, South Africa invaded Angola at the behest of the U.S. government to overthrow the left-wing Popular Movement for the Liberation of Angola (MPLA) in the soon-to-be independent country. Without Cuban assistance, the apartheid army would have easily cruised into Luanda, crushed the MPLA, and installed a puppet government friendly to the apartheid regime.
Cuba’s intervention in Angola managed to change the course of that country and reverberate throughout Africa. By ensuring independence from the white supremacists, Angola was able to preserve its own revolution and maintain its role as a base for armed resistance groups fighting for liberation in nearby countries.
In the American version of Cold War history, Cuba was carrying out aggression and acting as proxies of the Soviet Union. Were it not for one persistent and meticulous scholar, we might never have known that these are nothing more than dishonest fabrications. In his monumental books Conflicting Missions and Visions of Freedom, historian Piero Gleijeses uses thousands of documents from Cuban military archives, as well as U.S. and South African archives, to recount a dramatic, historical confrontation between tiny Cuba and Washington and its ally apartheid South Africa. Gleijeses is the only foreign scholar to have gained access to the closed Cuban archives. He obtained thousands of pages of documents, and made them available to the Wilson Center Digital Archive, which has posted the invaluable collection online.
Gleijeses’s research made possible a look behind the curtain at one of the most remarkable acts of internationalism of the century. “Internationalism – the duty to help others – was at the core of the Cuban revolution,” Gleijeses writes. “For Castro’s followers, and they were legion, this was not rhetoric… By 1975, approximately 1,000 Cuban aid workers had gone to a dozen African countries, South Yemen, and North Vietnam. In 1976-77, technical assistance was extended to Jamaica and Guyana in the Western Hemisphere; to Angola, Mozambique, and Ethiopia in Africa; and to Laos in Asia. The CIA noted: ‘The Cuban technicians are primarily involved in rural development and educational and public health projects – areas in which Cuba has accumulated expertise and has experienced success at home.’” [1]
The fight against apartheid, for the liberation of people who suffered for centuries under colonialism and racial subjugation, was truly a David versus Goliath conflict. In addition to having a strong military itself and being armed with nuclear weapons, South Africa enjoyed the diplomatic support of the United States, the world’s largest superpower. In this context, Cuba’s intervention – a poor Caribbean island under relentless attack from an unrivaled hegemon against a racist juggernaut backed by the world’s leading imperial powers – is even more remarkable.
Explaining how the significance of Cuba’s role in Angola is “without precedent,” Gleijeses writes: “No other Third World country has projected its military power beyond its immediate neighborhood.” He notes that while the Soviet Union later sent aid and weapons, they never would have become involved unless Castro had taken the lead (which he did in spite of Russian opposition). “The engine was Cuba. It was the Cubans who pushed the Soviets to help Angola. It was they who stood guard in Angola for many long years, thousands of miles from home, to prevent the South Africans from overthrowing the MPLA government.” [2]
White Elitism Has Suffered an Irreversible Blow
It had become clear that the left-wing People’s Movement for the Liberation of Angola (MPLA), the largest and most widely-supported of three warring groups, would prevail and gain control of the country. Afraid of having a government staunchly opposed to white domination so close to home, South Africa rushed to prevent self-determination for the Angolans. They were aided by U.S. Secretary of State Henry Kissinger, who believed the threat of black liberation in Africa, which would lead to local control of their own resources at the expense of foreign investors, could still be contained.
South Africa launched an invasion to topple the MPLA and install the guerilla Jonas Savimbi, leader of the National Union for the Total Independence of Angola (UNITA), the smallest and least popular of the three groups, as a puppet dictator in Angola. Savimbi, a collaborator with the Portuguese dictatorship before Angolan independence, was known for his ruthlessness, terrorism, and hunger for power. An avowed anti-communist who had already aligned with South Africa, Savimbi would have made the perfect Angolan facade for apartheid control.
Agostinho Neto, the President of Angola, appealed to Cuba to send troops to ward of the apartheid army’s invasion. On November 4, Castro agreed. Several days later the first Cuban special forces troops boarded planes for Angola, where they would launch Operation Carlota.
As the South African troops advanced inside Angola, they made remarkably easy gains through scarcely defended villages that put up little – if any – resistance. But by November 9, Cuban Special Forces had arrived and went immediately to the battlefield. In the Battle of Quifangondo, the Angolans, supported by Cuban troops, made a decisive stand. They turned back the apartheid army and prevented their easy march to Luanda, where that same day the Portuguese military left Angola and Neto declared independence.
Throughout November, the Cubans prevented further South African advances towards the Angolan capital. On November 25, the Cuban troops laid a trap for the racist army in the Battle of Ebo. As the South African Defence Force (SADF) tried to cross a bridge, Cubans hidden along the banks of the river attacked. They destroyed seven armored cars and killed upwards of 90 enemy soldiers.
Cuban troops kept pouring into Angola throughout the rest of the year. As many as 4,000 had arrived by the end of 1975, roughly the same number as South African invaders. Unable to penetrate deeper into Angolan territory, and facing a barrage of negative criticism after international media discovered SADF troops, rather than mercenaries, were behind the invasion, the South African advance ended.
The impact of the Cuban victory resonated far beyond the battlefield. More important than the strategic gain, the victory of black Cuban and Angolan troops against the whites of the South African racist army shattered the illusion of white invincibility.
A South African military analyst described the meaning of his country’s defeat: “The reality is that they have won, are winning, and are not White; and that psychological edge, that advantage the White man has enjoyed and exploited over 300 years of colonialism and empire, is slipping away. White elitism has suffered an irreversible blow in Angola, and Whites who have been there know it.” [3]
American officials claimed that the Soviets masterminded the operation with Cubans acting as their proxies. They couldn’t fathom Castro acting on its own, rather than as Moscow’s puppet. Such claims were repeated for years. American politicians went as far as falsely accusing Cuban troops of being mercenaries. But the record makes clear that these were in reality nothing more than slanderous lies.
The Americans were furious. “Kissinger’s response to Castro’s intervention was to throw mercenaries and weapons at the problem,” Gleijeses writes. [4] The Secretary of State was afraid that after their successful intervention in Angola, Cuba would put the rest of the racist regimes in the region in jeopardy. “We can’t say Rhodesia is not a danger because it is a bad case. If the Cubans are involved there, Namibia is next and after that South Africa, itself… If the Cubans move, I recommend we act vigorously. We can’t permit another move without suffering a great loss.” [5]
Support and Solidarity with Revolutionary Movements
Though South Africa had lost the battle, it by no means had surrendered the war. The apartheid regime still had designs on toppling the Angolan revolution and using it for its own ends. “It would be the centerpiece of the Constellation of Southern African States that they sought to create,” writes Gleijeses. “The concept had first emerged under Prime Minister Vorster, but it was PW Botha who had given it ‘a substance previously lacking.’ The constellation, the generals hoped, would stretch beyond South Africa, its Bantustans, Lesotho, Malawi, Botswana, and Swaziland, to embrace Angola, Mozambique, Zimbabwe, Zambia, Zaire, and a nominally independent Namibia. The black members of the constellation would be anticommunist, tolerant of apartheid, and eager to persecute the ANC (the African National Congress in South Africa) and SWAPO (the South West Africa People’s Organization in Namibia).” [6]
Cuba was aware of this. “In Southern Africa Angola today, more so than a year ago, is the bastion of the fight against the racists and the unquestionable revolutionary vanguard. Imperialism knows this,” wrote Jorge Risquet, head of the Cuban Civilian Mission in Angola to President Neto. “Imperialism has to know what Angola does for Zimbabwe, what Angola does for Namibia, what Angola does for South Africa. Angola, bravely, lends real support to the movements of Namibia, Zimbabwe, South Africa. In concrete terms, nothing less than training in its territory 20,000 combatants from those three countries oppressed by the racists.” [7]
With the omnipresent threat against Angola, Cuba maintained a large contingent of around 30,000 troops at the behest of the MPLA to prevent another invasion. In a letter to the political bureau of the MPLA after Neto’s death, Fidel wrote of the sacrifice Cuba was willing to make.
“Cuba cannot keep indefinitely carrying out a military cooperation effort of the magnitude it currently is in Angola, which limits our possibilities of support and solidarity with the revolutionary movement in other parts of the world and defense of our own country,” Fidel wrote. But he made clear that Cuba had no plans to abandon Angola: “I want to assure you, above all, that in these bitter and difficult circumstances, Cuba will be unconditionally at your side.” [8]
Meanwhile, South African aggression was relentless. In 1983, the SADF bombed Angolan towns and pushed nearly 90 miles into Angolan territory. When the UN moved to condemn the invasion, the United States made sure the censure would not include sanctions, as they had done for more than a decade.
The apartheid regime used Washington’s diplomatic shield to keep its dreams of a Constellation of Southern African States alive. The International Court of Justice had decisively rejected the continued presence of South Africa in Namibia in a 1971 Advisory Opinion as “illegal.” The court declared that “South Africa is under obligation to withdraw its administration from Namibia immediately and thus put an end to its occupation of the territory.” Seven years later, the UN Security Council passed Resolution 435 reiterating its objective of “the withdrawal of South Africa’s illegal administration from Namibia and the transfer of power to the people of Namibia.”
Washington’s support enabled South Africa to ignore the ICJ and UN Security Council. The apartheid government, understanding that free elections would mean a SWAPO victory, refused to comply. “The South Africans took advantage of U.S. goodwill to further their foreign policy aims,” Gleijeses writes. [9]
In 1978, a South African massacre against a refugee camp in Cassinga killed more than 600 Namibians. The U.S. opposed sanctions in the Security Council. President Carter took the excuses of the apartheid regime at face value: “They’ve claimed to have withdrawn and have not left any South African troops in Angola. So we hope it’s just a transient strike in retaliation, and we hope it’s all over.” Even after Angolans foiled an attack by South African commandos against Gulf Oil pipelines inside Angola in 1985, which would have killed U.S. citizens, the U.S. government continued protecting their racist allies.
The Whole World is Against Apartheid
As international opinion turned, Castro sensed that apartheid in South Africa would not be able to last much longer. Despite the growing cost to Cuba of maintaining about 30,000 troops in Angola, Castro was confident that he would be able to wait out the inevitable downfall of the racist regime.
“Today they are totally on the defensive in the political arena, in the international arena, they have a very serious economic crisis,” Castro said in a conversation with Angolan President José Eduardo Dos Santos in 1985. “I can’t say how this is going to end, what the end result of it all will be; but in my opinion, South Africa won’t recover from this crisis.” Castro said that the situation facing South Africa did not occur by chance, but that it was a result of the collective action of the people in many parts of Southern Africa fighting for their independence. “All these factors, common struggles, common sacrifices, have contributed to create this crisis for apartheid, that wasn’t created in one day, it was created over many years,” Castro said. “I believe that apartheid – I sincerely believe it – is mortally wounded,” Castro said.[11]
Nevertheless, the apartheid government kept up its relentless fight for survival. Throughout the 1980s, Angola was subjected to various incursions and invasions by South Africa. At the same time, the Angolan Armed Forces (FAPLA) fought against former Portuguese collaborator Jonas Savimbi and his UNITA army, who was backed by South Africa and the United States. Savimbi sought to roll back MPLA rule and form an alliance with the apartheid regime.
The confrontations climaxed in the Battle of Cuito Cuanavale in late 1987. After a forward offensive to attack UNITA stalled, Angolan and Cuban troops managed to defend the town. They then turned to the Southwest where they attempted to drive the SADF out of the country once and for all. As the Cubans asserted supremacy with their air force, they were able to take the lead on the battlefield.
With the military confrontation raging, talks started between Angola, Cuba and South Africa, with the United States moderating, in London in early 1988. In instructions to the Cuban delegation, Castro reflected on the South Africans and American mindset.
“The fact they have accepted this meeting in London at such a high level shows that they are looking for a way out because they have seen our advance and are saying, ‘How is it that Cuba has converted itself into the liquidator of Apartheid and the liberator of Africa?’ That’s what is worrying the Americans, they’re going to say: ‘They’re going to defeat South Africa!” Castro said. [12]
Castro also told his delegation that the goal was not to pursue a war or military victory, but to achieve negotiations over SADF from Angola and implementation of Resolution 435, which would grant independence to Namibia. “They should know that we are not playing games, that our position is serious and that our objective is peace,” he said. [13]
The Cuban Commander-in-Chief’s instructions to his negotiating team show that he fully understood that Cuba stood firmly on the right side of history.
“All of Africa is in favor, all of the non-aligned movement, all the United Nations, the whole world is against Apartheid,” Castro said. “This is the most beautiful cause.” [14]
The negotiations would continue throughout the year and lead to the New York agreements in December 1988, which Gleijeses says “led to the independence of Namibia and the withdrawal of the Cuban troops from Angola.” [15]
This was the beginning of the end of apartheid.
“By the time Namibia became independent, in March 1990, apartheid was in its death throes,” Gleijeses writes. “A month earlier, Frederick de Klerk, who had replaced the ailing PW Botha as South Africa’s president, legalized the ANC and the South African Communist Party, and he freed Nelson Mandela. The apartheid government engaged in protracted and difficult negotiations that led in April 1994 to the first elections in the country’s history based on universal franchise.” [16]
The Contribution of the Cuban Internationalists
No one was more grateful for Cuba’s role in the defeat of apartheid and the liberation of blacks in Africa than Nelson Mandela. In July 1991, during a visit to Cuba to mark the 38th anniversary of the Cuban revolution, Mandela spoke of his gratitude for the Cuban role in Southern Africa.
“The Cuban people hold a special place in the hearts of the people of Africa. The Cuban internationalists have made a contribution to African independence, freedom and justice, unparalleled for its principled and selfless character,” Mandela said. “We in Africa are used to being victims of countries wanting to carve up our territory or subvert our sovereignty. It is unparalleled in African history to have another people rise to the defence of one of us.”
Many years later, after the passing of Nelson Mandela, Castro would wonder why after so many years the enablers of apartheid still could not admit the truth.
“Why try to hide the fact that the apartheid regime, which made the people of Africa suffer so much and incensed the vast majority of all the nations in the world,”Castro wrote, “was the fruit of European colonialism and was converted into a nuclear power by the United States and Israel, which Cuba, a country who supported the Portuguese colonies in Africa that fought for their independence, condemned openly?”
Since the success of the Cuban revolution of 1959, American policy has always been reflexive opposition to anything Cuba did. Shortly after Mandela’s funeral, Gleijeses wrote an open letter to President Obama that described the actual course of events in Africa during the Cold War: “While Cubans were fighting for the liberation of the people of South Africa, successive American governments did everything they could to stop them.”
Gleijeses wrote that Obama must have noticed the reception of Cuban President Raúl Castro in South Africa, and implored him to reconsider the disconnect between the two countries. “Perhaps, Mr. President, what you saw in South Africa may inspire you to bridge the chasm and understand that in the quarrel between Cuba and the United States the United States is not the victim,” he wrote.
But Obama has not been able to learn this lesson. On December 17, when he announced a change in the U.S.’s Cuban policy, Obama claimed that the current policy “has been rooted in the best of intentions.” This is a gross misrepresentation that suppresses the policy of unrelenting economic war, which has caused unimaginable pain and suffering to millions of Cubans; a covert terrorist campaign against the island carried out first directly by the U.S. government then later sanctioned and outsourced to reactionary terrorists provided safe haven in the United States; and collaboration with the apartheid regime to punish Cuba for helping fight for the liberation of black Africa.
American officials would, no doubt, prefer that Cuba’s heroic role in defeating apartheid and the U.S.’s shameful role in enabling it be relegated to the ash heap of history. But the historical and documentary record speaks for itself, despite Washington’s attempts to bury it. Like Castro, one has to wonder: why keep hiding the truth?

The American Fingerprints on Colombia’s Dead
A Historian Instructs Peace Negotiators on U.S. Role in Colombian Civil War
Colombia is seemingly a “no-go” zone for most U. S. media and even for many critics of U.S. overseas misadventures. Yet the United States was in the thick of things in Colombia while hundreds of thousands were being killed, millions were forced off land, and political repression was the rule.
Bogota university professor and historian Renán Vega Cantor has authored a study of U.S. involvement in Colombia. He records words and deeds delineating U.S. intervention there over the past century. The impact of Vega’s historical report, released on February 11, stems from a detailing of facts. Communicating them to English-language readers will perhaps stir some to learn more and to act.
The Revolutionary Armed Forces of Colombia (FARC) and the Colombian government have been at war for half a century. Vega’s study appears within the context of negotiations in Cuba to end that conflict. Negotiators on both sides agreed in August, 2014 to form a “Historical Commission on Conflict and its Victims” to enhance discussions on victims of conflict. The Commission explored “multiple causes” of the conflict, “the principal factors and conditions facilitating or contributing to its persistence,” and consequences. Commission members sought “clarification of the truth” and establishment of responsibilities. On February 11 the Commission released an 809 – page report offering a diversity of wide-ranging conclusions. Vega was one of 12 analysts contributing individual studies to the report.
Having looked into “links between imperialist meddling and both counterinsurgency and state terrorism,” he claims the United States “is no mere outside influence, but is a direct actor in the conflict owing to prolonged involvement.” And, “U. S. actions exist in a framework of a relationship of subordination. … [T]he block in power had an active role in reproducing subordination, because, (Vega quotes Colombia Internacional, vol 65), ‘there existed for more than 100 years a pact among the national elites for whom subordination led to economic and political gains.’” As a result, “Not only in the international sphere, but in the domestic one too, the United States, generally, has the last word.”
In 1903, after 50 years of minor interventions, the United States secured Panama’s independence from Colombia as a prelude to building its canal there. As a sop to wounded Colombian feelings and to secure oil- extraction rights, the United States paid $25 million to Colombia under the Urrutia-Thompson Treaty of 1921. Colombia that year sent 72 percent of its exports to the United States, thanks mostly to U.S. banana and oil producers and U.S. lenders.
Vega highlights Colombia’s “native” brand of counterinsurgency. Under the flag of anti-communism, the Colombian Army violently suppressed striking oil, dock and railroad workers. On December 6, 1929 at the behest of the U.S. United Fruit Company, that Army murdered well over 1000 striking banana workers near Santa Marta. According to Minister of War Ignacio Rengifo, whom Vega quotes, Colombia faced a “new and terrible danger … The ominous seed of communism is being sprinkled on Colombian beaches [which] now begin to germinate in our soil and produce fruits of decomposition and revolt.” Having investigated those events, Representative Jorge Eliécer Gaitán told Colombia’s Congress in 1929 that, “It was a question of resolving a problem of wages by means of bullets from government machine gunners, because the workers were Colombian and the Company was American. [After all,] the government has murderous shrapnel for Colombians and a trembling knee on the ground before American gold.”
From the late 1930’s on, Gaitán and the left wing of the Liberal Party were leading mobilizations for agrarian and labor rights. With the advent of Conservative Party rule in 1946, repression with anti-communist overtones led to thousands of killings. By then U.S. military missions and instructors were operating in Colombia. U.S. military units no longer needed specific permission to enter Colombia. Colombia and other Latin American nations in 1947 signed the Inter-American Treaty of Reciprocal Assistance, a military security agreement. Then on April 9, 1948, Gaitán was assassinated.
Colombian cities erupted in destruction and chaos. Within two weeks, 3000 died. Prompted by U.S. Secretary of State George C. Marshall, the Colombian government blamed communists for Gaitán’s killing. Marshall was in Bogota that day presiding over a hemisphere-wide meeting at which, for cold war purposes, the Pan-American Union became the Organization of American States. Over the next ten years, war between the Colombian Army and peasant insurgents took nearly 200,000 lives. Most insurgents were affiliated with the Liberal Party but were labelled as communists.
The two nations signed a military assistance agreement in 1952 in response to an alleged “communist conspiracy.” Colombia was the only Latin American nation to send troops to the Korean War. Returning home, “Korea Battalion” veterans attacked insurgents and strikers. Colombia established its “School of Lancers” in 1955, modeled on and facilitated by the U.S. Army Ranger School. That year, with U.S. advisers on hand, Colombian troops used napalm in an unsuccessful effort to eradicate peasant insurgents in Tolima department. In 1959 U.S. military advisers secured President Alberto Lleras Camargo’s approval for a helicopter-equipped, 1500 – person counter-insurgency unit. A “secret CIA team” visited military detachments and inspected security archives to expand counterinsurgency and psychological warfare capabilities.
Yet rural uprisings continued, and, increasingly, insurgents were identifying themselves as communist. In response U.S. General William Yarborough and a U.S. Special Forces team visited four Colombian army brigades in 1962. They were there “to evaluate the ‘effectiveness of counterinsurgency operations’” and plan U.S. assistance. The U.S. army soon stepped up training and technical assistance, and provided new equipment, especially helicopters. Significantly, the Yarborough report, in a “Secret Supplement,” proposed that the “Colombian state organize paramilitary groups in order to ‘execute paramilitary activities like sabotage and/or terrorism against known partisans of communism. [The report emphasized that,] The United States must support this.’” It recommended new “interrogation techniques for ‘softening up’ prisoners.”
The FARC did not yet exist. In 1964, however, the Colombian army sent 16,000 Colombian troops into small-farmer communities in the Marquetalia region of southern Tolima. The U.S. government provided $500,000, and U.S. advisers were on hand as soldiers descended upon a relative handful of rebels. They escaped and within weeks established themselves as the FARC.
Continuing, Vega details:
The U. S. protégée DAS monitored opposition politicians, journalists, unionists and government officials, including Supreme Court justices. Adverse publicity led to its dissolution in 2011. The DAS had used paramilitaries to murder many of those under surveillance. Vega says U.S. embassy officials identified civilians for DAS targeting.
Vega reports on the 5000 or so civilians whom soldiers killed and then dressed in FARC uniforms to make them look like casualties of war. The scandal of the so-called “false positives” broke in 2008. It came about in part because extra U.S. funding was available to military units demonstrating effectiveness. The way to do that was to exhibit a high number of FARC casualties.
Vega quotes from the U.S. Institute of Policy Studies: “Everything indicates that support from the CIA or U.S. Special Forces to paramilitaries was the tool allowing them to be consolidated like never before.” He cites a “quantitative study” of municipalities showing that proximity to military bases receiving U.S. military assistance was associated with increased numbers of paramilitary attacks against civilians. From the bases, paramilitaries secured armaments, logistics, and intelligence, plus access to “helicopters or airplanes acquired from the United States.”
Having reported on what happened between the United States and Colombia, Vega then drew conclusions. Their essentials appear below in translation:
Reflections from a northern vantage point are in order. First, it’s not clear that the U. S. government, a force for war in Colombia, will accept a peace settlement reflecting FARC ideas of peace with social justice. Surely the time is now for fair-minded North Americans to pay attention to and get involved with solidarity efforts on behalf of the peace process and justice itself in Colombia. Secondly, while the thrust of Professor Vega’s study should be understandable by one and all, appreciation of the Colombian conflict as struggle between social classes will help with a full understanding and with movement toward action.
