The conviction of former Guatemalan dictator Efrain Rios Montt on charges of genocide against Mayan villagers in the 1980s has a special meaning for Americans who idolize Ronald Reagan. It means that their hero was an accessory to one of the most grievous crimes that can be committed against humanity.
The courage of the Guatemalan people and the integrity of their legal system to exact some accountability on a still-influential political figure also put U.S. democracy to shame. For decades now, Americans have tolerated human rights crimes by U.S. presidents who face little or no accountability. Usually, the history isn’t even compiled honestly.

Ronald Reagan: Accessory to GenocideBy contrast, a Guatemalan court on Friday found Rios Montt guilty of genocide and crimes against humanity and sentenced the 86-year-old ex-dictator to 80 years in prison. After the ruling, when Rios Montt rose and tried to walk out of the courtroom, Judge Yasmin Barrios shouted at him to stay put and then had security officers take him into custody.
Yet, while Guatemalans demonstrate the strength to face a dark chapter of their history, the American people remain mostly oblivious to Reagan’s central role in tens of thousands of political murders across Central America in the 1980s, including some 100,000 dead in Guatemala slaughtered by Rios Montt and other military dictators.
Indeed, Ronald Reagan – by aiding, abetting, encouraging and covering up widespread human rights crimes in El Salvador, Honduras and Nicaragua as well as Guatemala – bears greater responsibility for Central America’s horrors than does Rios Montt in his bloody 17-month rule. Reagan supported Guatemala’s brutal repression both before and after Rios Montt held power, as well as during.
Despite that history, more honors have been bestowed on Reagan than any recent president. Americans have allowed the naming of scores of government facilities in Reagan’s honor, including Washington National Airport where Reagan’s name elbowed aside that of George Washington, who led the War of Independence, oversaw the drafting of the U.S. Constitution and served as the nation’s first president.
So, as America’s former reputation as a beacon for human rights becomes a bad joke to the rest of the world, it is unthinkable within the U.S. political/media structure that Reagan would get posthumously criticized for the barbarity that he promoted. No one of importance would dare suggest that his name be stripped from National Airport and his statue removed from near the airport entrance.
But the evidence is overwhelming that the 40th president of the United States was guilty as an accessory to genocide and a wide range of other war crimes, including torture, rape, terrorism and narcotics trafficking. [See Robert Parry's Lost History.]
Green Light to Genocide
Regarding Guatemala, the documentary evidence is clear that Reagan and his top aides gave a green light to the extermination campaign against the Mayan Ixil population in the highlands even before Rios Montt came to power. Despite receiving U.S. intelligence reports revealing these atrocities, the Reagan administration also pressed ahead in an extraordinary effort to arrange military equipment, including helicopters, to make the slaughter more efficient.

“In the tortured logic of military planning documents conceived under Mr. Ríos Montt’s 17-month rule during 1982 and 1983, the entire Mayan Ixil population was a military target, children included,” the New York Times reported from Rios Montt’s trial last month. “Officers wrote that the leftist guerrillas fighting the government had succeeded in indoctrinating the impoverished Ixils and reached ‘100 percent support.’”
So, everyone was targeted in these scorched-earth campaigns that eradicated more than 600 Indian villages in the Guatemalan highlands. But documents from this period indicate that these counterinsurgency strategies predated Rios Montt. And, they received the blessing of the Reagan administration shortly after Reagan took power in 1981.
A document that I discovered in the archives of the Reagan Library in Simi Valley, California, revealed that Reagan and his national security team in 1981 agreed to supply military aid to Guatemala’s dictators so they could pursue the goal of exterminating not only “Marxist guerrillas” but people associated with their “civilian support mechanisms.”
This supportive attitude took shape in spring 1981 as President Reagan sought to relax human-rights restrictions on military aid to Guatemala that had been imposed by President Jimmy Carter and the Democratic-controlled Congress in the late 1970s. As part of that easing, Reagan’s State Department “advised our Central American embassies that it has been studying ways to restore a closer, cooperative relationship with Guatemala,” said a White House “Situation Room Checklist” dated April 8, 1981.
The document added: “State believes a number of changes have occurred which could make Guatemalan leaders more receptive to a new U.S. initiative: the Guatemalans view the new administration as more sympathetic to their problems [and] they are less suspect of the U.S. role in El Salvador,” where the Reagan administration was expanding military aid to another right-wing regime infamous for slaughtering its political opponents, including Catholic clergy.
“State has concluded that any attempt to reestablish a dialogue [with Guatemala] would require some initial, condition-free demonstration of our goodwill. However, this could not include military sales which would provoke serious U.S. public and congressional criticism. State will undertake a series of confidence building measures, free of preconditions, which minimize potential conflict with existing legislation.”
In other words, the Reagan administration was hoping that the U.S. government could get back in the good graces of the Guatemalan dictators, not that the dictators should change their ways to qualify for U.S. government help.
Soliciting the Generals
The “checklist” added that the State Department “has also decided that the administration should engage the Guatemalan government at the highest level in a dialogue on our bilateral relations and the initiatives we can take together to improve them. Secretary [of State Alexander] Haig has designated [retired] General Vernon Walters as his personal emissary to initiate this process with President [Fernando Romeo] Lucas [Garcia].
“If Lucas is prepared to give assurances that he will take steps to halt government involvement in the indiscriminate killing of political opponents and to foster a climate conducive to a viable electoral process, the U.S. will be prepared to approve some military sales immediately.”
But the operative word in that paragraph was “indiscriminate.” The Reagan administration expressed no problem with killing civilians if they were considered supporters of the guerrillas who had been fighting against the country’s ruling oligarchs and generals since the 1950s when the CIA organized the overthrow of Guatemala’s reformist President Jacobo Arbenz.
The distinction was spelled out in “Talking Points” for Walters to deliver in a face-to-face meeting with General Lucas. As edited inside the White House in April 1981, the “Talking Points” read: “The President and Secretary Haig have designated me [Walters] as [their] personal emissary to discuss bilateral relations on an urgent basis.
“Both the President and the Secretary recognize that your country is engaged in a war with Marxist guerrillas. We are deeply concerned about externally supported Marxist subversion in Guatemala and other countries in the region. As you are aware, we have already taken steps to assist Honduras and El Salvador resist this aggression.
“The Secretary has sent me here to see if we can work out a way to provide material assistance to your government. … We have minimized negative public statements by US officials on the situation in Guatemala. … We have arranged for the Commerce Department to take steps that will permit the sale of $3 million worth of military trucks and Jeeps to the Guatemalan army. …
“With your concurrence, we propose to provide you and any officers you might designate an intelligence briefing on regional developments from our perspective. Our desire, however, is to go substantially beyond the steps I have just outlined. We wish to reestablish our traditional military supply and training relationship as soon as possible.
“As we are both aware, this has not yet been feasible because of our internal political and legal constraints relating to the use by some elements of your security forces of deliberate and indiscriminate killing of persons not involved with the guerrilla forces or their civilian support mechanisms. I am not referring here to the regrettable but inevitable death of innocents though error in combat situations, but to what appears to us a calculated use of terror to immobilize non politicized people or potential opponents. …
“If you could give me your assurance that you will take steps to halt official involvement in the killing of persons not involved with the guerrilla forces or their civilian support mechanism … we would be in a much stronger position to defend successfully with the Congress a decision to begin to resume our military supply relationship with your government.”
In other words, though the “talking points” were framed as an appeal to reduce the “indiscriminate” slaughter of “non politicized people,” they embraced scorched-earth tactics against people involved with the guerrillas and “their civilian support mechanisms.” The way that played out in Guatemala – as in nearby El Salvador – was the massacring of peasants in regions considered sympathetic to leftist insurgents.
Reporting the Truth
U.S. intelligence officers in the region also kept the Reagan administration abreast of the expanding slaughter. For instance, according to one “secret” cable from April 1981 — and declassified in the 1990s — the CIA was confirming Guatemalan government massacres even as Reagan was moving to loosen the military aid ban.
On April 17, 1981, a CIA cable described an army massacre at Cocob, near Nebaj in the Ixil Indian territory, because the population was believed to support leftist guerrillas. A CIA source reported that “the social population appeared to fully support the guerrillas” and “the soldiers were forced to fire at anything that moved.”
The CIA cable added that “the Guatemalan authorities admitted that ‘many civilians’ were killed in Cocob, many of whom undoubtedly were non-combatants.” [Many of the Guatemalan documents declassified in the 1990s can be found at the National Security Archive’s Web site.]
Despite these atrocities, Reagan dispatched Walters in May 1981 to tell the Guatemalan leaders that the new U.S. administration wanted to lift the human rights embargoes on military equipment that Carter and Congress had imposed.
According to a State Department cable on Oct. 5, 1981, when Guatemalan leaders met again with Walters, they left no doubt about their plans. The cable said Gen. Lucas “made clear that his government will continue as before — that the repression will continue. He reiterated his belief that the repression is working and that the guerrilla threat will be successfully routed.”
Human rights groups saw the same picture, albeit from a less sympathetic angle. The Inter-American Human Rights Commission released a report on Oct. 15, 1981, blaming the Guatemalan government for “thousands of illegal executions.” [Washington Post, Oct. 16, 1981]
But the Reagan administration was set on whitewashing the horrific scene. A State Department “white paper,” released in December 1981, blamed the violence on leftist “extremist groups” and their “terrorist methods” prompted and supported by Cuba’s Fidel Castro.
Fully Onboard
What the documents from the Reagan Library make clear is that the administration was not simply struggling ineffectively to rein in these massacres – as the U.S. press corps typically reported – but was fully onboard with the slaughter of people who were part of the guerrillas’ “civilian support mechanisms.”
U.S. intelligence agencies continued to pick up evidence of these government-sponsored massacres. One CIA report in February 1982 described an army sweep through the so-called Ixil Triangle in central El Quiche province.
“The commanding officers of the units involved have been instructed to destroy all towns and villages which are cooperating with the Guerrilla Army of the Poor [the EGP] and eliminate all sources of resistance,” the report said. “Since the operation began, several villages have been burned to the ground, and a large number of guerrillas and collaborators have been killed.”
The CIA report explained the army’s modus operandi: “When an army patrol meets resistance and takes fire from a town or village, it is assumed that the entire town is hostile and it is subsequently destroyed.” When the army encountered an empty village, it was “assumed to have been supporting the EGP, and it is destroyed. There are hundreds, possibly thousands of refugees in the hills with no homes to return to. …
“The army high command is highly pleased with the initial results of the sweep operation, and believes that it will be successful in destroying the major EGP support area and will be able to drive the EGP out of the Ixil Triangle. … The well documented belief by the army that the entire Ixil Indian population is pro-EGP has created a situation in which the army can be expected to give no quarter to combatants and non-combatants alike.”
The reality was so grotesque that it prompted protests even from some staunch anticommunists inside the Reagan administration. On Feb. 2, 1982, Richard Childress, one of Reagan’s national security aides, wrote a “secret” memo to his colleagues summing up this reality on the ground:
“As we move ahead on our approach to Latin America, we need to consciously address the unique problems posed by Guatemala. Possessed of some of the worst human rights records in the region, … it presents a policy dilemma for us. The abysmal human rights record makes it, in its present form, unworthy of USG [U.S. government] support. …
“Beset by a continuous insurgency for at least 15 years, the current leadership is completely committed to a ruthless and unyielding program of suppression. Hardly a soldier could be found that has not killed a ‘guerrilla.’”
Rios Montt’s Arrival
But Reagan was unmoved. He continued to insist on expanding U.S. support for these brutal campaigns, while his administration sought to cover up the facts and deflect criticism. Reagan’s team insisted that Gen. Efrain Rios Montt’s overthrow of Gen. Lucas in March 1982 represented a sunny new day in Guatemala.
An avowed fundamentalist Christian, Rios Montt impressed Official Washington where the Reagan administration immediately revved up its propaganda machinery to hype the new dictator’s “born-again” status as proof of his deep respect for human life. Reagan hailed Rios Montt as “a man of great personal integrity.”
By July 1982, however, Rios Montt had begun a new scorched-earth campaign called his “rifles and beans” policy. The slogan meant that pacified Indians would get “beans,” while all others could expect to be the target of army “rifles.” In October, Rios Montt secretly gave carte blanche to the feared “Archivos” intelligence unit to expand “death squad” operations in the cities. Based at the Presidential Palace, the “Archivos” masterminded many of Guatemala’s most notorious assassinations.
The U.S. embassy was soon hearing more accounts of the army conducting Indian massacres, but ideologically driven U.S. diplomats fed the Reagan administration the propaganda spin that would be best for their careers. On Oct. 22, 1982, embassy staff dismissed the massacre reports as a communist-inspired “disinformation campaign.”
Reagan personally joined this P.R. spin seeking to discredit human rights investigators and others who were reporting accurately about massacres that the administration knew were true. On Dec. 4, 1982, after meeting with Rios Montt, Reagan hailed the general as “totally dedicated to democracy” and added that Rios Montt’s government had been “getting a bum rap” on human rights. Reagan discounted the mounting reports of hundreds of Mayan villages being eradicated.
In February 1983, however, a secret CIA cable noted a rise in “suspect right-wing violence” with kidnappings of students and teachers. Bodies of victims were appearing in ditches and gullies. CIA sources traced these political murders to Rios Montt’s order to the “Archivos” in October to “apprehend, hold, interrogate and dispose of suspected guerrillas as they saw fit.”
Despite these facts on the ground, the annual State Department human rights survey praised the supposedly improved human rights situation in Guatemala. “The overall conduct of the armed forces had improved by late in the year” 1982, the report stated.
Indiscriminate Murder
A different picture — far closer to the secret information held by the U.S. government — was coming from independent human rights investigators. On March 17, 1983, Americas Watch condemned the Guatemalan army for human rights atrocities against the Indian population.
New York attorney Stephen L. Kass said these findings included proof that the government carried out “virtually indiscriminate murder of men, women and children of any farm regarded by the army as possibly supportive of guerrilla insurgents.”
Rural women suspected of guerrilla sympathies were raped before execution, Kass said, adding that children were “thrown into burning homes. They are thrown in the air and speared with bayonets. We heard many, many stories of children being picked up by the ankles and swung against poles so their heads are destroyed.” [AP, March 17, 1983]
Publicly, senior Reagan officials continued to put on a happy face. In June 1983, special envoy Richard B. Stone praised “positive changes” in Rios Montt’s government, and Rios Montt pressed the United States for 10 UH-1H helicopters and six naval patrol boats, all the better to hunt guerrillas and their sympathizers.
Since Guatemala lacked the U.S. Foreign Military Sales credits or the cash to buy the helicopters, Reagan’s national security team looked for unconventional ways to arrange the delivery of the equipment that would give the Guatemalan army greater access to mountainous areas where guerrillas and their civilian supporters were hiding.
On Aug. 1, 1983, National Security Council aides Oliver North and Alfonso Sapia-Bosch reported to National Security Advisor William P. Clark that his deputy Robert “Bud” McFarlane was planning to exploit his Israeli channels to secure the helicopters for Guatemala. “With regard to the loan of ten helicopters, it is [our] understanding that Bud will take this up with the Israelis,” wrote North and Sapia-Bosch. “There are expectations that they would be forthcoming. Another possibility is to have an exercise with the Guatemalans. We would then use US mechanics and Guatemalan parts to bring their helicopters up to snuff.”
Hunting Children
What it meant to provide these upgrades to the Guatemalan killing machine was clarified during the trial of Rios Montt with much of the testimony coming from survivors who, as children, escaped to mountain forests as their families and other Mayan villagers were butchered.
As the New York Times reported, “Pedro Chávez Brito told the court that he was only six or seven years old when soldiers killed his mother. He hid in the chicken coop with his older sister, her newborn and his younger brother, but soldiers found them and dragged them out, forcing them back into their house and setting it on fire.
“Mr. Chávez says he was the only one to escape. ‘I got under a tree trunk and I was like an animal,’ Mr. Chávez told the court. ‘After eight days I went to live in the mountains. In the mountain we ate only roots and grass.’”
The Times reported that “prosecution witnesses said the military considered Ixil civilians, including children, as legitimate targets. … Jacinto Lupamac Gómez said he was eight when soldiers killed his parents and older siblings and hustled him and his two younger brothers into a helicopter. Like some of the children whose lives were spared, they were adopted by Spanish-speaking families and forgot how to speak Ixil.”
Elena de Paz Santiago, now 42, “testified that she was 12 when she and her mother were taken by soldiers to an army base and raped. The soldiers let her go, but she never saw her mother again,” the Times reported.
Even by Guatemalan standards, Rios Montt’s vengeful Christian fundamentalism had hurtled out of control. On Aug. 8, 1983, another coup overthrew Rios Montt and brought Gen. Oscar Mejia Victores to power.
Despite the power shift, Guatemalan security forces continued to murder with impunity, finally going so far that even the U.S. Embassy objected. When three Guatemalans working for the U.S. Agency for International Development were slain in November 1983, U.S. Ambassador Frederic Chapin suspected that “Archivos” hit squads were sending a message to the United States to back off even mild pressure for human rights.
In late November, in a brief show of displeasure, the administration postponed the sale of $2 million in helicopter spare parts. The next month, however, Reagan sent the spare parts anyway. In 1984, Reagan succeeded, too, in pressuring Congress to approve $300,000 in military training for the Guatemalan army.
By mid-1984, Chapin, who had grown bitter about the army’s stubborn brutality, was gone, replaced by a far-right political appointee named Alberto Piedra, who favored increased military assistance to Guatemala. In January 1985, Americas Watch issued a report observing that Reagan’s State Department “is apparently more concerned with improving Guatemala’s image than in improving its human rights.”
Reagan’s Dark Side
Despite his outwardly congenial style, Reagan – as revealed in the documentary record – was a cold and ruthless anticommunist who endorsed whatever “death squad” strategies were deployed against leftists in Central America. As Walters’s “Talking Points” demonstrate, Reagan and his team accepted the idea of liquidating not only armed guerrillas but civilians who were judged sympathetic to left-wing causes – people who were deemed part of the guerrillas’ “civilian support mechanisms.”
Across Central America in the 1980s, the death toll was staggering — an estimated 70,000 or more political killings in El Salvador, possibly 20,000 slain from the Contra war in Nicaragua, about 200 political “disappearances” in Honduras and some 100,000 people eliminated during the resurgence of political violence in Guatemala. The one consistent element in these slaughters was the overarching Cold War rationalization emanating from Ronald Reagan’s White House.
It was not until 1999, a decade after Ronald Reagan left office, that the shocking scope of the atrocities in Guatemala was comprehensively detailed by a truth commission that drew heavily on U.S. government documents declassified by President Bill Clinton. On Feb. 25, 1999, the Historical Clarification Commission estimated that the 34-year civil war had claimed the lives of some 200,000 people with the most savage bloodletting occurring in the 1980s. The panel estimated that the army was responsible for 93 percent of the killings and leftist guerrillas for three percent. Four percent were listed as unresolved.
The report documented that in the 1980s, the army committed 626 massacres against Mayan villages. “The massacres that eliminated entire Mayan villages … are neither perfidious allegations nor figments of the imagination, but an authentic chapter in Guatemala’s history,” the commission concluded. The army “completely exterminated Mayan communities, destroyed their livestock and crops,” the report said. In the northern highlands, the report termed the slaughter “genocide.” [Washington Post, Feb. 26, 1999]
Besides carrying out murder and “disappearances,” the army routinely engaged in torture and rape. “The rape of women, during torture or before being murdered, was a common practice” by the military and paramilitary forces, the report found. The report added that the “government of the United States, through various agencies including the CIA, provided direct and indirect support for some [of these] state operations.” The report concluded that the U.S. government also gave money and training to a Guatemalan military that committed “acts of genocide” against the Mayans. During a visit to Central America, on March 10, 1999, President Clinton apologized for the past U.S. support of right-wing regimes in Guatemala dating back to 1954. “For the United States, it is important that I state clearly that support for military forces and intelligence units which engaged in violence and widespread repression was wrong, and the United States must not repeat that mistake,” Clinton said.
Despite the damning documentary evidence and now the shocking judgment of genocide against Rios Montt, there has been no interest in Washington to hold any U.S. official accountable, not even a thought that the cornucopia of honors bestowed on Ronald Reagan should cease or be rescinded.
It remains unlikely that the genocide conviction of Rios Montt will change the warm and fuzzy glow that surrounds Ronald Reagan in the eyes of many Americans. The story of the Guatemalan butchery and the Reagan administration’s complicity has long since been relegated to the great American memory hole.
But Americans of conscience will have to reconcile what it means when a country sees nothing wrong in honoring a man who made genocide happen.

SOA Watch celebrates the guilty verdict against the former Guatemalan dictator and School of the Americas Graduate Efraín Ríos Montt, who was sentenced to 80 years in prison.
We celebrate and stand in solidarity with the Ixil Mayans, the survivors of the genocide and crimes against humanity committed under his dictatorship (1982-1983).

SOA Watch renews the demand that justice also visit those who trained, equipped, and facilitated his genocidal regime. School of the Americas graduates formed the backbone of the presidential cabinets under the dictatorships of both Montt and his predecessor, Romeo Lucas García. They were also deeply involved in the Guatemalan Intelligence Agency (D-2), in the formation of the notorious civil defense patrols, and in planning and executing “Operation Sofia”. This military maneuver wiped out some 600 Mayan villages, part of a broader campaign “of genocide against groups of Mayan people,” as concluded by the 1999 UN-backed truth commission.
Montt is the first ex-president to be found guilty of genocide by a Latin American court—it indicates that the tide is turning against impunity in the region, however, we must also hold those in the United States accountable, who trained and equipped the right-wing military dictatorships and made the genocide possible.
After a meeting with Ríos Montt in Honduras during the US-backed Dirty Wars in Central America, then-president Ronald Reagan stated that Ríos Montt was “a man of great personal integrity . . . totally dedicated to democracy”. The next day, December 6, 1982, the Kaibiles, the Guatemalan special forces which have extensive ties to the SOA, entered the village of Las Dos Erres, systematically raped the women, and killed 162 inhabitants, 67 of them children. Current President of Guatemala Otto Peréz Molina, also a graduate of the SOA, spent much of his time in military service as a member of the Kaibiles. This military unit was developed by the Guatemalan government in 1974, and its initial leader was a fellow SOA graduate by the name Pablo Nuila Hub. Also during the military career of Molina, he served as Montt’s Ixil field commander, under the alias Major Tito Arias. For a more detailed SOA Watch report about the Kaibiles, click here.It was the current administration of Peréz Molina who, fearing Molina’s complicity in much of the evidence brought forth in the trial against Montt, who stood to benefit from the temporary suspension of the trial. Thankfully justice prevailed and the trial resumed.

Exclusive: Guatemala is finally putting ex-dictator Efrain Rios Montt on trial for genocide in the extermination of hundreds of Mayan villages in the 1980s, but Ronald Reagan remains an American icon despite new evidence of his complicity in this historic crime, reports Robert Parry.

The first month of the genocide trial of former Guatemalan dictator Efrain Rios Montt has elicited chilling testimony from Mayan survivors who – as children – watched their families slaughtered by a right-wing military that was supported and supplied by U.S. President Ronald Reagan.
As the New York Times reportedon Monday, “In the tortured logic of military planning documents conceived under Mr. Ríos Montt’s 17-month rule during 1982 and 1983, the entire Mayan Ixil population was a military target, children included. Officers wrote that the leftist guerrillas fighting the government had succeeded in indoctrinating the impoverished Ixils and reached ‘100 percent support.’”

So, everyone was targeted in these scorched-earth campaigns that eradicated more than 600 Indian villages in the Guatemalan highlands. But this genocide was not simply the result of a twisted anticommunist ideology that dominated the Guatemalan military and political elites. This genocide also was endorsed by the Reagan administration.
A document that I discovered recently in the archives of the Reagan Library in Simi Valley, California, revealed that Reagan and his national security team in 1981 agreed to supply military aid to the brutal right-wing regime in Guatemala to pursue the goal of exterminating not only “Marxist guerrillas” but people associated with their “civilian support mechanisms.”
This supportive attitude toward the Guatemalan regime’s brutality took shape in spring 1981 as President Reagan sought to ease human-rights restrictions on military aid to Guatemala that had been imposed by President Jimmy Carter and the Democratic-controlled Congress in the late 1970s.
As part of that relaxation effort, Reagan’s State Department “advised our Central American embassies that it has been studying ways to restore a closer, cooperative relationship with Guatemala,” according to a White House “Situation Room Checklist” dated April 8, 1981. The document added:
“State believes a number of changes have occurred which could make Guatemalan leaders more receptive to a new U.S. initiative: the Guatemalans view the new administration as more sympathetic to their problems [and] they are less suspect of the U.S. role in El Salvador,” where the Reagan administration was expanding support for another right-wing regime infamous for slaughtering its political opponents, including Catholic clergy.
“State has concluded that any attempt to reestablish a dialogue [with Guatemala] would require some initial, condition-free demonstration of our goodwill. However, this could not include military sales which would provoke serious U.S. public and congressional criticism. State will undertake a series of confidence building measures, free of preconditions, which minimize potential conflict with existing legislation.”
The “checklist” added that the State Department “has also decided that the administration should engage the Guatemalan government at the highest level in a dialogue on our bilateral relations and the initiatives we can take together to improve them. Secretary [of State Alexander] Haig has designated [retired] General Vernon Walters as his personal emissary to initiate this process with President [Fernando Romeo] Lucas [Garcia].
“If Lucas is prepared to give assurances that he will take steps to halt government involvement in the indiscriminate killing of political opponents and to foster a climate conducive to a viable electoral process, the U.S. will be prepared to approve some military sales immediately.”
But the operative word in that paragraph was “indiscriminate.” The Reagan administration expressed no problem with killing civilians if they were considered supporters of the guerrillas who had been fighting against the country’s ruling oligarchs and generals since the 1950s when the CIA organized the overthrow of Guatemala’s reformist President Jacobo Arbenz.
Sympathy for the Generals
The distinction was spelled out in “Talking Points” for Walters to deliver in a face-to-face meeting with General Lucas. As edited inside the White House in April 1981, the “Talking Points” read: “The President and Secretary Haig have designated me [Walters] as [their] personal emissary to discuss bilateral relations on an urgent basis.
“Both the President and the Secretary recognize that your country is engaged in a war with Marxist guerrillas. We are deeply concerned about externally supported Marxist subversion in Guatemala and other countries in the region. As you are aware, we have already taken steps to assist Honduras and El Salvador resist this aggression.
“The Secretary has sent me here to see if we can work out a way to provide material assistance to your government. … We have minimized negative public statements by US officials on the situation in Guatemala. … We have arranged for the Commerce Department to take steps that will permit the sale of $3 million worth of military trucks and Jeeps to the Guatemalan army. …
“With your concurrence, we propose to provide you and any officers you might designate an intelligence briefing on regional developments from our perspective. Our desire, however, is to go substantially beyond the steps I have just outlined. We wish to reestablish our traditional military supply and training relationship as soon as possible.
“As we are both aware, this has not yet been feasible because of our internal political and legal constraints relating to the use by some elements of your security forces of deliberate and indiscriminate killing of persons not involved with the guerrilla forces or their civilian support mechanisms. I am not referring here to the regrettable but inevitable death of innocents though error in combat situations, but to what appears to us a calculated use of terror to immobilize non politicized people or potential opponents. …
“If you could give me your assurance that you will take steps to halt official involvement in the killing of persons not involved with the guerrilla forces or their civilian support mechanism … we would be in a much stronger position to defend successfully with the Congress a decision to begin to resume our military supply relationship with your government.”
In other words, though the “talking points” were framed as an appeal to reduce the “indiscriminate” slaughter of “non politicized people,” they amounted to an acceptance of scorched-earth tactics against people involved with the guerrillas and “their civilian support mechanisms.” The way that played out in Guatemala – as in nearby El Salvador – was the massacring of peasants in regions considered sympathetic to leftist insurgents.
The newly discovered documents – and other records declassified in the late 1990s – make clear that Reagan and his administration were well aware of the butchery underway in Guatemala and elsewhere in Central America.
According to one “secret” cable also from April 1981 — and declassified in the 1990s — the CIA was confirming Guatemalan government massacres even as Reagan was moving to loosen the military aid ban. On April 17, 1981, a CIA cable described an army massacre at Cocob, near Nebaj in the Ixil Indian territory, because the population was believed to support leftist guerrillas.
A CIA source reported that “the social population appeared to fully support the guerrillas” and “the soldiers were forced to fire at anything that moved.” The CIA cable added that “the Guatemalan authorities admitted that ‘many civilians’ were killed in Cocob, many of whom undoubtedly were non-combatants.” [Many of the Guatemalan documents declassified in the 1990s can be found at the National Security Archive’s Web site.]
Dispatching Walters
In May 1981, despite the ongoing atrocities, Reagan dispatched Walters to tell the Guatemalan leaders that the new U.S. administration wanted to lift the human rights embargoes on military equipment that Carter and Congress had imposed.
The “Talking Points” also put the Reagan administration in line with the fiercely anticommunist regimes elsewhere in Latin America, where right-wing “death squads” operated with impunity liquidating not only armed guerrillas but civilians who were judged sympathetic to left-wing causes like demanding greater economic equality and social justice.
Despite his aw shucks style, Reagan found virtually every anticommunist action justified, no matter how brutal. From his eight years in the White House, there is no historical indication that he was morally troubled by the bloodbath and even genocide that occurred in Central America while he was shipping hundreds of millions of dollars in military aid to the implicated forces.
The death toll was staggering — an estimated 70,000 or more political killings in El Salvador, possibly 20,000 slain from the Contra war in Nicaragua, about 200 political “disappearances” in Honduras and some 100,000 people eliminated during a resurgence of political violence in Guatemala. The one consistent element in these slaughters was the overarching Cold War rationalization, emanating in large part from Ronald Reagan’s White House.
Despite their claims to the contrary, the evidence is now overwhelming that Reagan and his advisers knew the extraordinary brutality going on in Guatemala and elsewhere, based on their own internal documents.
According to a State Department cable on Oct. 5, 1981, when Guatemalan leaders met again with Walters, they left no doubt about their plans. The cable said Gen. Lucas “made clear that his government will continue as before — that the repression will continue. He reiterated his belief that the repression is working and that the guerrilla threat will be successfully routed.”
Human rights groups saw the same picture. The Inter-American Human Rights Commission released a report on Oct. 15, 1981, blaming the Guatemalan government for “thousands of illegal executions.” [Washington Post, Oct. 16, 1981]
But the Reagan administration was set on whitewashing the ugly scene. A State Department “white paper,” released in December 1981, blamed the violence on leftist “extremist groups” and their “terrorist methods” prompted and supported by Cuba’s Fidel Castro.
What the documents from the Reagan Library make clear is that the administration was not simply struggling ineffectively to rein in these massacres – as the U.S. press corps typically reported – but was fully onboard with the slaughter of people who were part of the guerrillas’ “civilian support mechanisms.”
U.S. intelligence agencies continued to pick up evidence of these government-sponsored massacres. One CIA report in February 1982 described an army sweep through the so-called Ixil Triangle in central El Quiche province.
“The commanding officers of the units involved have been instructed to destroy all towns and villages which are cooperating with the Guerrilla Army of the Poor [the EGP] and eliminate all sources of resistance,” the report said. “Since the operation began, several villages have been burned to the ground, and a large number of guerrillas and collaborators have been killed.”
The CIA report explained the army’s modus operandi: “When an army patrol meets resistance and takes fire from a town or village, it is assumed that the entire town is hostile and it is subsequently destroyed.” When the army encountered an empty village, it was “assumed to have been supporting the EGP, and it is destroyed. There are hundreds, possibly thousands of refugees in the hills with no homes to return to. …
“The army high command is highly pleased with the initial results of the sweep operation, and believes that it will be successful in destroying the major EGP support area and will be able to drive the EGP out of the Ixil Triangle. … The well documented belief by the army that the entire Ixil Indian population is pro-EGP has created a situation in which the army can be expected to give no quarter to combatants and non-combatants alike.”
On Feb. 2, 1982, Richard Childress, one of Reagan’s national security aides, wrote a “secret” memo to his colleagues summing up this reality on the ground:
“As we move ahead on our approach to Latin America, we need to consciously address the unique problems posed by Guatemala. Possessed of some of the worst human rights records in the region, … it presents a policy dilemma for us. The abysmal human rights record makes it, in its present form, unworthy of USG [U.S. government] support. …
“Beset by a continuous insurgency for at least 15 years, the current leadership is completely committed to a ruthless and unyielding program of suppression. Hardly a soldier could be found that has not killed a ‘guerrilla.’”
The Rise of Rios Montt
However, Reagan remained committed to supplying military hardware to Guatemala’s brutal regime. So, the administration welcomed Gen. Efrain Rios Montt’s March 1982 overthrow of the thoroughly bloodstained Gen. Lucas.
An avowed fundamentalist Christian, Rios Montt impressed Official Washington where the Reagan administration immediately revved up its propaganda machinery to hype the new dictator’s “born-again” status as proof of his deep respect for human life. Reagan hailed Rios Montt as “a man of great personal integrity.”
By July 1982, however, Rios Montt had begun a new scorched-earth campaign called his “rifles and beans” policy. The slogan meant that pacified Indians would get “beans,” while all others could expect to be the target of army “rifles.” In October, Rios Montt secretly gave carte blanche to the feared “Archivos” intelligence unit to expand “death squad” operations in the cities. Based at the Presidential Palace, the “Archivos” masterminded many of Guatemala’s most notorious assassinations.
The U.S. embassy was soon hearing more accounts of the army conducting Indian massacres, but ideologically driven U.S. diplomats fed the Reagan administration the propaganda spin that would be best for their careers. On Oct. 22, 1982, embassy staff dismissed the massacre reports as communist-inspired “disinformation campaign,” concluding that “that a concerted disinformation campaign is being waged in the U.S. against the Guatemalan government by groups supporting the communist insurgency in Guatemala.”
Reagan personally joined this P.R. campaign seeking to discredit human rights investigators and others who were reporting accurately about massacres that the administration knew, all too well, were true.
On Dec. 4, 1982, after meeting with Rios Montt, Reagan hailed the general as “totally dedicated to democracy” and added that Rios Montt’s government had been “getting a bum rap” on human rights. Reagan discounted the mounting reports of hundreds of Maya villages being eradicated.
In February 1983, however, a secret CIA cable noted a rise in “suspect right-wing violence” with kidnappings of students and teachers. Bodies of victims were appearing in ditches and gullies. CIA sources traced these political murders to Rios Montt’s order to the “Archivos” in October to “apprehend, hold, interrogate and dispose of suspected guerrillas as they saw fit.”
Despite these grisly facts on the ground, the annual State Department human rights survey praised the supposedly improved human rights situation in Guatemala. “The overall conduct of the armed forces had improved by late in the year” 1982, the report stated.
A different picture — far closer to the secret information held by the U.S. government — was coming from independent human rights investigators. On March 17, 1983, Americas Watch condemned the Guatemalan army for human rights atrocities against the Indian population.
New York attorney Stephen L. Kass said these findings included proof that the government carried out “virtually indiscriminate murder of men, women and children of any farm regarded by the army as possibly supportive of guerrilla insurgents.”
Rural women suspected of guerrilla sympathies were raped before execution, Kass said, adding that children were “thrown into burning homes. They are thrown in the air and speared with bayonets. We heard many, many stories of children being picked up by the ankles and swung against poles so their heads are destroyed.” [AP, March 17, 1983]
Putting on a Happy Face
Publicly, senior Reagan officials continued to put on a happy face. In June 1983, special envoy Richard B. Stone praised “positive changes” in Rios Montt’s government, and Rios Montt pressed the United States for 10 UH-1H helicopters and six naval patrol boats, all the better to hunt guerrillas and their sympathizers.
Since Guatemala lacked the U.S. Foreign Military Sales credits or the cash to buy the helicopters, Reagan’s national security team looked for unconventional ways to arrange the delivery of the equipment that would give the Guatemalan army greater access to mountainous areas where guerrillas and their civilian supporters were hiding.
On Aug. 1, 1983, National Security Council aides Oliver North and Alfonso Sapia-Bosch reported to National Security Advisor William P. Clark that his deputy Robert “Bud” McFarlane was planning to exploit his Israeli channels to secure the helicopters for Guatemala. “With regard to the loan of ten helicopters, it is [our] understanding that Bud will take this up with the Israelis,” wrote North and Sapia-Bosch. “There are expectations that they would be forthcoming. Another possibility is to have an exercise with the Guatemalans. We would then use US mechanics and Guatemalan parts to bring their helicopters up to snuff.”
However, more political changes were afoot in Guatemala. Rios Montt’s vengeful Christian fundamentalism had hurtled so out of control, even by Guatemalan standards, that Gen. Oscar Mejia Victores seized power in another coup on Aug. 8, 1983.
Despite the power shift, Guatemalan security forces continued to murder with impunity, finally going so far that even the U.S. Embassy objected. When three Guatemalans working for the U.S. Agency for International Development were slain in November 1983, U.S. Ambassador Frederic Chapin suspected that “Archivos” hit squads were sending a message to the United States to back off even mild pressure for human rights.
In late November, in a brief show of displeasure, the administration postponed the sale of $2 million in helicopter spare parts. The next month, however, Reagan sent the spare parts anyway. In 1984, Reagan succeeded, too, in pressuring Congress to approve $300,000 in military training for the Guatemalan army.
By mid-1984, Chapin, who had grown bitter about the army’s stubborn brutality, was gone, replaced by a far-right political appointee named Alberto Piedra, who favored increased military assistance to Guatemala. In January 1985, Americas Watch issued a report observing that Reagan’s State Department “is apparently more concerned with improving Guatemala’s image than in improving its human rights.”
It was not until 1999, a decade after Ronald Reagan left office, that the shocking scope of the atrocities in Guatemala was publicly revealed by a truth commission that drew heavily on U.S. government documents that President Bill Clinton had ordered declassified.
On Feb. 25, 1999, the Historical Clarification Commission estimated that the 34-year civil war had claimed the lives of some 200,000 people with the most savage bloodletting occurring in the 1980s. The panel estimated that the army was responsible for 93 percent of the killings and leftist guerrillas for three percent. Four percent were listed as unresolved.
The report documented that in the 1980s, the army committed 626 massacres against Mayan villages. “The massacres that eliminated entire Mayan villages … are neither perfidious allegations nor figments of the imagination, but an authentic chapter in Guatemala’s history,” the commission concluded.
The army “completely exterminated Mayan communities, destroyed their livestock and crops,” the report said. In the northern highlands, the report termed the slaughter “genocide.” [Washington Post, Feb. 26, 1999]
Besides carrying out murder and “disappearances,” the army routinely engaged in torture and rape. “The rape of women, during torture or before being murdered, was a common practice” by the military and paramilitary forces, the report found.
The report added that the “government of the United States, through various agencies including the CIA, provided direct and indirect support for some [of these] state operations.” The report concluded that the U.S. government also gave money and training to a Guatemalan military that committed “acts of genocide” against the Mayans. During a visit to Central America, on March 10, 1999, President Clinton apologized for the past U.S. support of right-wing regimes in Guatemala dating back to 1954. “For the United States, it is important that I state clearly that support for military forces and intelligence units which engaged in violence and widespread repression was wrong, and the United States must not repeat that mistake,” Clinton said. [Washington Post, March 11, 1999]
Impunity for Reagan’s Team
However, back in Washington, there was no interest in holding anyone accountable for aiding and abetting genocide. The story of the Guatemalan butchery and the Reagan administration’s complicity quickly disappeared into the great American memory hole.
For human rights crimes in the Balkans and in Africa, the United States has demanded international tribunals to arrest and to try violators and their political patrons for war crimes. In Iraq, President George W. Bush celebrated the trial and execution of Iraqi dictator Saddam Hussein for politically motivated killings.
Even Rios Montt, now 86, after years of evading justice under various amnesties, was finally indicted in Guatemala in 2012 for genocide and crimes against humanity. The first month of his trial has added eyewitness testimony to the atrocities that the Guatemalan military inflicted and that Ronald Reagan assisted and covered up.
On Monday, the New York Times reported on some of this painful testimony, but – as is almost always the case – the Times did not mention the role of Reagan and his administration. However, what the Times did include was chilling, including accounts from witnesses who as children fled to mountain forests to escape the massacres:
“Pedro Chávez Brito told the court that he was only six or seven years old when soldiers killed his mother. He hid in the chicken coop with his older sister, her newborn and his younger brother, but soldiers found them and dragged them out, forcing them back into their house and setting it on fire.
“Mr. Chávez says he was the only one to escape. ‘I got under a tree trunk and I was like an animal,’ Mr. Chávez told the court. ‘After eight days I went to live in the mountains. In the mountain we ate only roots and grass.’”
Lawyers for Rios Montt and his co-defendant, former intelligence chief José Mauricio Rodríguez Sánchez, have maintained that the pair did not order the killings, which they instead blamed on over-zealous field commanders.
However, the Times reported that “prosecution witnesses said the military considered Ixil civilians, including children, as legitimate targets. ‘The army’s objective with the children was to eliminate the seed for future guerrillas,’ Marco Tulio Alvarez, the former director of Guatemala’s Peace Archives, testified last week. ‘They used them to get information and to draw their parents to military centers where they arrested them.’
“In a study of 420 bodies exhumed from the Ixil region and presumed to date from the Ríos Montt period, experts found that almost 36 percent of those who were killed were under 18 years old, including some newborns.
“Jacinto Lupamac Gómez said he was eight when soldiers killed his parents and older siblings and hustled him and his two younger brothers into a helicopter. Like some of the children whose lives were spared, they were adopted by Spanish-speaking families and forgot how to speak Ixil.”
Though some belated justice may still be possible in Guatemala, there is no talk in the United States about seeking any accountability from the Reagan administration officials who arranged military assistance to this modern genocide or who helped conceal the atrocities while they were underway.
There has been no attention given by the mainstream U.S. news media to the new documents revealing how the Reagan administration gave a green light to the slaughter of Guatemalans who were considered part of the “civilian support mechanisms” for the Mayan guerrillas resisting the right-wing repression.
Ronald Reagan, the U.S. official most culpable for aiding and abetting the Guatemalan genocide, remains a hero to much of America with his name attached to Washington’s National Airport and scores of other government facilities. U.S. officials and many Americans apparently don’t want to disrupt their happy memories of the Gipper.

This shameful story about “baby harvesting” in recent Latin American history is not widely known or reported, and it was perpetuated with full United States government knowkedge and support.
Former Argentine dictator Jorge Videla in 1979.An Argentine court has convicted two of the nation’s former right-wing dictators, Jorge Rafael Videla and Reynaldo Bignone, in a scheme to murder leftist mothers and give their infants to military personnel often complicit in the killings, a shocking process known to the Reagan administration even as it worked closely with the bloody regime.Testimony at
the trialincluded a video conference from Washington with Elliott Abrams, then-Secretary of State for Latin American Affairs, who said he urged Bignone to reveal the babies’ identities as Argentina began a transition to democracy in 1983.Abrams said the Reagan administration “knew that it wasn’t just one or two children,” indicating that U.S. officials believed there was a high-level “plan because there were many people who were being murdered or jailed.” Estimates of the Argentines murdered in the so-called Dirty War range from 13,000 to about 30,000, with many victims “disappeared,” buried in mass graves or dumped from planes over the Atlantic.
A human rights group, Grandmothers of the Plaza de Mayo, says as many as 500 babies were stolen by the military during the repression from 1976 to 1983. Some of the pregnant mothers were kept alive long enough to give birth and then were chained together with other prisoners and pushed out of the planes into the ocean to drown.
Despite U.S. government awareness of the grisly actions of the Argentine junta, which had drawn public condemnation from the Carter administration in the 1970s, these Argentine neo-Nazis were warmly supported by Ronald Reagan, both as a political commentator in the late 1970s and as President once he took office in 1981.
When President Jimmy Carter’s human rights coordinator, Patricia Derian, berated the Argentine junta for its brutality, Reagan used his newspaper column to chide her, suggesting that Derian should “walk a mile in the moccasins” of the Argentine generals before criticizing them. Reagan understood that the Argentine generals played a central role in the anti-communist crusade that was turning Latin America into a nightmare of unspeakable repression. The leaders of the Argentine junta saw themselves as something of pioneers in the techniques of torture and psychological operations, sharing their lessons with other regional dictatorships.
Cocaine Coup
Argentina also took the lead in devising ways to fund the anti-communist war through the drug trade. In 1980, the Argentine intelligence services helped organize the so-called Cocaine Coup in Bolivia, violently ousting a left-of-center government and replacing it with generals closely tied to the early cocaine trafficking networks.
Bolivia’s coup regime ensured a reliable flow of coca to Colombia’s Medellin cartel, which quickly grew into a sophisticated conglomerate for smuggling cocaine into the United States. Some of those drug profits then went to finance right-wing paramilitary operations across the region, according to other U.S. government investigations.
For instance, Bolivian cocaine kingpin Roberto Suarez invested more than $30 million in various right-wing paramilitary operations, including organizing the Nicaraguan Contra rebels in base camps in Honduras, according to U.S. Senate testimony in 1987 by an Argentine intelligence officer, Leonardo Sanchez-Reisse.
Sanchez-Reisse testified that the Suarez drug money was laundered through front companies in Miami before going to Central America. There, Argentine intelligence officers — including Sanchez-Reisse and other veterans of the Cocaine Coup — trained the fledgling Contra forces.
After becoming President in January 1981, Reagan entered into a covert alliance with the Argentine junta. He ordered the CIA to collaborate with Dirty War experts in training the Contras, who were soon rampaging through towns in northern Nicaragua, raping women and dragging local officials into public squares for executions. A Happy Face
Yet, Reagan kept up a happy face, hailing the Contras as the “moral equals of the Founding Fathers” and heaping gratitude on the Argentine junta.
The behind-the-scenes intelligence relationship apparently gave the Argentine generals confidence that they could not only continue repressing their own citizens but could settle an old score with Great Britain over control of the Falkland Islands, what the Argentines call the Malvinas.
Even as Argentina moved to invade the islands in 1982, Reagan’s U.N. Ambassador Jeane Kirkpatrick joined the generals for an elegant state dinner in Washington. The Reagan administration itself was divided between America’s traditional alliance with Great Britain and its more recent collaboration with the Argentines in Latin America.
Finally, Reagan sided with British Prime Minister Margaret Thatcher whose counterattack drove the Argentines from the islands and led to the eventual collapse of the dictatorship. It was in that time frame that Abrams apparently spoke with Bignone about identifying the children who had been taken from their mothers and farmed out to military personnel.
The idea of giving the babies to right-wing military officers apparently was part of the larger Argentine theory of how to eradicate leftist subversive thought. Gen. Videla, in particular, fancied himself a theorist in counterinsurgency warfare, advocating clever use of words as well as imaginative forms of torture and murder.
Known for his dapper style and his English-tailored suits, Videla rose to power amid Argentina’s political and economic unrest in the early-to-mid 1970s. “As many people as necessary must die in Argentina so that the country will again be secure,” he declared in 1975 in support of a “death squad” known as the Argentine Anti-Communist Alliance. On March 24, 1976, Videla led the military coup which ousted the ineffective president, Isabel Peron. Though armed leftist groups had been shattered by the time of the coup, the generals still organized a counterinsurgency campaign to wipe out any remnants of what they judged political subversion.
Videla called this “the process of national reorganization,” intended to reestablish order while inculcating a permanent animosity toward leftist thought. “The aim of the Process is the profound transformation of consciousness,” Videla announced.
Along with selective terror, Videla employed sophisticated public relations methods. He was fascinated with techniques for using language to manage popular perceptions of reality. The general hosted international conferences on P.R. and awarded a $1 million contract to the giant U.S. firm of Burson Marsteller. Following the Burson Marsteller blueprint, the Videla government put special emphasis on cultivating American reporters from elite publications.
“Terrorism is not the only news from Argentina, nor is it the major news,” went the optimistic P.R. message.
Since the jailings and executions of dissidents were rarely acknowledged, Videla felt he could deny government involvement, giving the world the chilling new phrase, “the disappeared.” He often suggested that the missing Argentines were not dead, but had slipped away to live comfortably in other countries.
“I emphatically deny that there are concentration camps in Argentina, or military establishments in which people are held longer than is absolutely necessary in this ” fight against subversion,” he told British journalists in 1977. [See A Lexicon of Terror.]
In a grander context, Videla and the other generals saw their mission as a crusade to defend Western Civilization against international communism. They worked closely with the Asian-based World Anti-Communist League and its Latin American affiliate, the Confederacion Anticomunista Latinoamericana [CAL].
Latin American militaries collaborated on projects such as the cross-border assassinations of political dissidents. Under one project, called Operation Condor, political leaders — centrist and leftist alike — were shot or bombed in Buenos Aires, Rome, Madrid, Santiago and Washington. Operation Condor sometimes employed CIA-trained Cuban exiles as assassins. [See Consortiumnews.com's "Hitler's Shadow Reaches toward Today," or Robert Parry's Secrecy & Privilege.]
The Baby Harvest
General Videla also was accused of permitting — and concealing — the scheme to harvest infants from pregnant women who were kept alive in military prisons only long enough to give birth. According to the charges, the babies were taken from the new mothers, sometimes after late-night Caesarean sections, and then distributed to military families or sent to orphanages.
After the babies were pulled away, the mothers were removed to another site for their executions. Some were put aboard death flights and pushed out of military planes over open water.
One of the most notorious cases involved Silvia Quintela, a leftist doctor who attended to the sick in shanty towns around Buenos Aires. On Jan. 17, 1977, Quintela was abducted off a Buenos Aires street by military authorities because of her political leanings. At the time, Quintela and her agronomist husband Abel Madariaga were expecting their first child.
According to witnesses who later testified before a government truth commission, Quintela was held at a military base called Campo de Mayo, where she gave birth to a baby boy. As in similar cases, the infant then was separated from the mother.
What happened to the boy is still not clear, but Quintela reportedly was transferred to a nearby airfield. There, victims were stripped naked, shackled in groups and dragged aboard military planes. The planes then flew out over the Rio de la Plata or the Atlantic Ocean, where soldiers pushed the victims out of the planes and into the water to drown.
After democracy was restored in 1983, Madariaga, who had fled into exile in Sweden, returned to Argentina and searched for his wife. He learned about her death and the birth of his son.
Madariaga came to suspect that a military doctor, Norberto Atilio Bianco, had kidnapped the boy. Bianco had overseen Caesarean sections performed on captured women, according to witnesses. He then allegedly drove the new mothers to the airport for their death flights.
In 1987, Madariaga demanded DNA testing of Bianco’s two children, a boy named Pablo and a girl named Carolina, both of whom were suspected children of disappeared women. Madariaga thought Pablo might be his son.
But Bianco and his wife, Susana Wehrli, fled Argentina to Paraguay, where they resettled with the two children. Argentine judge Roberto Marquevich sought the Biancos’ extradition, but Paraguay balked for 10 years.
Finally, faced with demands from the Inter-American Commission on Human Rights, Paraguay relented. Bianco and Wehrli were returned to face kidnapping charges. But the two children — now young adults with small children of their own — refused to return to Argentina or submit to DNA testing.
Though realizing they were adopted, Pablo and Carolina did not want to know about the fate of their real mothers and did not want to jeopardize the middle-class lives they had enjoyed in the Bianco household. Another Argentine judge, Alfredo Bagnasco, began investigating whether the baby-snatching was part of an organized operation and thus a premeditated crime of state. According to a report by the Inter-American Commission on Human Rights, the Argentine military viewed the kidnappings as part of a larger counterinsurgency strategy.
“The anguish generated in the rest of the surviving family because of the absence of the disappeared would develop, after a few years, into a new generation of subversive or potentially subversive elements, thereby not permitting an effective end to the Dirty War,” the commission said in describing the army’s reasoning for kidnapping the infants of murdered women. The kidnapping strategy conformed with the “science” of the Argentine counterinsurgency operations.
According to government investigations, the military’s intelligence officers also advanced Nazi-like methods of torture by testing the limits of how much pain a human being could endure before dying. The torture methods included experiments with electric shocks, drowning, asphyxiation and sexual perversions, such as forcing mice into a woman’s vagina. Some of the implicated military officers had trained at the U.S.-run School of the Americas.
The Argentine tactics were emulated throughout Latin America. According to a Guatemalan truth commission, the right-wing military there also adopted the practice of taking suspected subversives on death flights, although over the Pacific Ocean.
For their roles in the baby kidnappings, Videla, now 86 and already in prison for other crimes against humanity, was sentenced to 50 years; Bignone, 84 and also in prison, received 15 years.
Yet, as Americans continue to idolize Ronald Reagan — with scores of buildings named after him and his statue on display at Washington’s Reagan National Airport — a relevant question might be what did the 40th U.S. President know about these barbaric acts and when did he know it.

There’s a striking photo of Ronald Reagan and members of his inner circle, cocktails in hand, practically doubled over with laughter.

A clever wag attached a caption to the bottom of the photo: “We told them the wealth would trickle down!”
With that caption, the photo has gone viral on the Internet. One can imagine the photo capturing a 1980s scene inside the White House, as someone pulled back the curtain and caught the Reagan team in flagrante, celebrating how successfully they’d fooled the public about their “trickle down” theory.
With the revelations presented last week by Canada’s Auditor General Michael Ferguson, it’s easy to imagine a similar scene here: members of the Harper cabinet buckled over with laughter, celebrating how they successfully hid from the public $10 billion in costs connected to the purchase of dozens of fighter jets, even as they sold gullible Canadians on the need for “austerity.”
Ha ha ha!
As the auditor general made clear, Stephen Harper’s government failed to be honest with Canadians about the true costs of buying 65 of the pricey, U.S.-made jets, which were always much more popular with Canada’s military brass, the Harper cabinet and the aerospace industry than with the general public.
Indeed, even before Ferguson’s damning report, the public had good reason to be wary of plans to purchase the Lockheed Martin F-35 jets, without a tendering process open to competitors.
Costs of military contracts are notorious for escalating wildly, on average by triple the announced price, notes Peter Langille, a defence analyst formerly employed by Canada’s defence department, who now teaches peace studies at McMaster University.
Langille says that the F-35 program, if it proceeds, will draw scarce government resources into preparing for war-fighting abroad, and away from public programs like health care and education — a development Canadians would likely resist if they thought much about it.
Anxious to prevent the public from thinking much about it, the Harper team deliberately lowballed the costs, suggesting Canada could acquire the planes for $15 billion.

As the auditor general has revealed, Harper cabinet ministers continued to insist that $15 billion would be the cost, even after our defence department provided them with confidential information in June 2010 showing that the true costs would be $25 billion.
But Parliamentary Budget Officer Kevin Page smelled a rat, and produced his own estimate in March 2011 showing that the planes would cost $29 billion.
The Conservatives quickly dissed this annoying parliamentary watchdog as well as opposition critics, and insisted ever more vigorously that the price tag would not exceed $15 billion.
Still, some unpatriotic types remained skeptical. The government’s refusal to provide a fuller accounting was, in part, what led to the non-confidence motion that prompted last spring’s election.
Throughout that campaign, Harper and his ministers stuck adamantly to the $15 billion estimate — while knowing it wasn’t true — and won a majority government.
Ha ha ha! What a knee slapper! And did you hear the one about the two Canadians who walked into a polling station, only to discover it was the wrong one!
But, while a $10 billion cost overrun is apparently no big deal to the Harperites (who, oddly, present themselves as sound fiscal managers), they quickly shifted into “austerity” mode after the election, lecturing Canadians on the dire need to reign in government spending.
Just last week, citing “challenging fiscal times,” the Harper team ended a program that provides Internet access at libraries and community centres, giving low-income Canadians — about half of whom lack Internet access — a lifeline to the world, as well as a way to apply for jobs.
The nationwide program, which costs only $15 million, operates with the help of volunteers.
This example of generous Canadians volunteering to help Canada’s most vulnerable citizens is enough to restore one’s belief in the goodness of this country. But, suddenly, with the stroke of a pen, it was wiped out by the Harper cabinet, in the name of austerity.
Ha ha ha! High fives, boys!

Etiquette-based prohibitions on speaking ill of the dead should apply to private individuals, not public figures

One of the most intensely propagandistic weeks in the last several decades began on June 5, 2004, the day Ronald Reagan died at the age of 93 in Bel Air, California. For the next six days, his body was transported to, and his casket displayed in, multiple venues around the nation — first to a funeral home in Santa Monica; then to the Ronald Reagan Presidential Library in Simi Valley, where it remained for two full days as over 100,000 people paid their respects; then onto the U.S. Capitol, where his casket was taken by horse-drawn caisson along Constitution Avenue, and then lay in state under the dome for the next day-and-a-half; then to a state funeral at Washington’s National Cathedral presided over by President Bush and attended by dozens of past and present world leaders; and then back to the Presidential Library in California, where another service was held and his body finally interred. Few U.S. Presidents in history, if any, have received anything comparable upon their death; as CNN anchor Judy Woodruff observed the day Reagan’s body arrived in the capital: “Washington has not seen the likes of this for more than 30 years.”
Each one of those mournful events was nationally televised and drenched in somber, intense pageantry. At the center of it all was the prominently displayed grief of his second wife, Nancy, to whom he was married for 52 years. The iconic moment of the week-long national funeral occurred on the last day, at the internment, when she broke down for the first time and famously hugged and kissed her husband’s casket, while holding a folded American flag, seemingly unwilling to let him go immediately before his body was lowered into the ground.
But the most notable aspect of that intense public ritual was the full-scale canonization of this deeply controversial, divisive and consequential political figure. Americans — including millions too young to remember his presidency — were bombarded with a full week of media discussions which completely whitewashed Reagan’s actions in office: that which made him an important enough historical figure to render his death worthy of such worldwide attention in the first place. There was a virtual media prohibition on expressing a single critical utterance about what he did as President and any harm that he caused. That’s not because the elegies to Reagan were apolitical — they were aggressively political — but because nothing undercutting his deification was permitted. Typifying the unbroken,week-long media tone of reverence was this from Woodruff at the start of CNN’s broadcast on the day Reagan’s casket arrived in Washington:
We are witnessing a moment in history, a moment when this city, which is hustle-bustle personified, a city where people fiercely protect their interests and lobby for the issues that matter most to them, all that is put aside, politics is put aside, while we pay respects and deep honor to this president, who literally changed a generation, if not more, of American students of politics.
I have talked to so many young people over the last few days who came up to me and said, I started paying attention to politics because of Ronald Reagan.
Just a little while ago, I was talking with Tom DeLay, the majority leader of the House. He, I got into politics. He said, I ran to be chairman of the my precinct. He said, I was a businessman. I was running an insects — he called it a bug business. It was insect removal. And he said, Ronald Reagan inspired me to get into politics. I’d been sitting around griping, and he was the one. He gave me reason to get involved and to think that we could make a difference.”
So he changed, he inspired, and we now have a chance today and through this whole week to take note of him.
The key claim there was that “politics is put aside.” That’s precisely what did not happen. The entire spectacle was political to its core. Following Woodruff’s proclamation were funeral speeches, all broadcast by CNN, by then-House Speaker Denny Hastert and Vice President Dick Cheney hailing the former President for gifting the nation with peace and prosperity, rejuvenating national greatness, and winning the Cold War. This scene repeated itself over and over during that week: extremely politicized tributes to the greatness of Ronald Reagan continuously broadcast to the nation without challenge and endorsed by its “neutral” media — all shielded from refutation or balance by the grief of a widow and social mores that bar one from speaking ill of the dead.
That week forever changed how Ronald Reagan — and his conservative ideology — were perceived. As Gallup put it in 2004: Reagan had, at best, “routinely average ratings . . . while he served in office between 1981 and 1989.” Indeed, “the two presidents who followed Reagan, George H.W. Bush and Bill Clinton, each had higher average ratings than Reagan, as did three earlier presidents — Lyndon Johnson, John F. Kennedy, and Dwight Eisenhower.”
Though he became more popular after leaving office (like most Presidents), it was that week-long bombardment of hagiography that sealed Reagan’s status as Great and Cherished Leader. As media and political figures lavished him with politicized praise, there was virtually no mention of the brutal, civilian-extinguishing covert wars he waged in Central America, his funding of terrorists in Nicaragua, the pervasive illegality of the Iran-contra scandal perpetrated by his top aides and possibly himself, the explosion of wealth and income inequality ushered in by “Reagonmics” which persists today, his escalation of the racially disparate Drug War, his slashing of domestic programs for the poor accompanied by a deficit-causing build-up in the military budget, the racially-tinged (at least) attacks on welfare-queens-in-Cadillacs, the Savings & Loan crisis resulting from deregulation, his refusal even to acknowledge AIDS as tens of thousands of the Wrong People died, the training of Muslim radicals in Afghanistan and arming of the Iranian regime, the attempt to appoint the radical Robert Bork to the Supreme Court, or virtually anything else that would undermine the canonization. The country was drowned by a full, uninterrupted week of pure, leader-reverent propaganda.
This happened because of an unhealthy conflation of appropriate post-death etiquette for private persons and the etiquette governing deaths of public figures. They are not and should not be the same. We are all taught that it is impolite to speak ill of the dead, particularly in the immediate aftermath of someone’s death. For a private person, in a private setting, that makes perfect sense. Most human beings are complex and shaped by conflicting drives, defined by both good and bad acts. That’s more or less what it means to be human. And — when it comes to private individuals — it’s entirely appropriate to emphasize the positives of someone’s life and avoid criticisms upon their death: it comforts their grieving loved ones and honors their memory. In that context, there’s just no reason, no benefit, to highlight their flaws.
But that is completely inapplicable to the death of a public person, especially one who is political. When someone dies who is a public figure by virtue of their political acts — like Ronald Reagan — discussions of them upon death will be inherently politicized. How they are remembered is not strictly a matter of the sensitivities of their loved ones, but has substantial impact on the culture which discusses their lives. To allow significant political figures to be heralded with purely one-sided requiems — enforced by misguided (even if well-intentioned) notions of private etiquette that bar discussions of their bad acts — is not a matter of politeness; it’s deceitful and propagandistic. To exploit the sentiments of sympathy produced by death to enshrine a political figure as Great and Noble is to sanction, or at best minimize, their sins. Misapplying private death etiquette to public figures creates false history and glorifies the ignoble.

All of this was triggered for me by the death this week of Christopher Hitchens and the remarkably undiluted, intense praise lavished on him by media discussions. Part of this is explained by the fact that Hitchens — like other long-time media figures, such as Tim Russert — had personal interactions with huge numbers of media figures who are shaping how he is remembered in death. That’s understandable: it’s difficult for any human being to ignore personal feelings, and it’s even more difficult in the face of the tragic death of a vibrant person at a much younger age than is normal.
But for the public at large, at least those who knew of him, Hitchens was an extremely controversial, polarizing figure. And particularly over the last decade, he expressed views — not ancillary to his writing but central to them — that were nothing short of repellent.
Corey Robin wrote that “on the announcement of his death, I think it’s fair to allow Christopher Hitchens to do the things he loved to do most: speak for himself,” and then assembled two representative passages from Hitchens’ post-9/11 writings. In the first, Hitchens celebrated the ability of cluster bombs to penetrate through a Koran that a Muslim may be carrying in his coat pocket (“those steel pellets will go straight through somebody and out the other side and through somebody else. So they won’t be able to say, ‘Ah, I was bearing a Koran over my heart and guess what, the missile stopped halfway through.’ No way, ’cause it’ll go straight through that as well. They’ll be dead, in other words”), and in the second, Hitchens explained that his reaction to the 9/11 attack was “exhilaration” because it would unleash an exciting, sustained war against what he came addictively to call “Islamofascism”: “I realized that if the battle went on until the last day of my life, I would never get bored in prosecuting it to the utmost.”
Hitchens, of course, never “prosecuted” the “exhilarating” war by actually fighting in it, but confined his “prosecution” to cheering for it and persuading others to support it. As one of Hitchens’ heroes, George Orwell, put it perfectly in Homage to Catalonia about the anti-fascist, tough-guy war writers of his time:
As late as October 1937 the New Statesman was treating us to tales of Fascist barricades made of the bodies of living children (a most unhandy thing to make barricades with), and Mr Arthur Bryant was declaring that ‘the sawing-off of a Conservative tradesman’s legs’ was ‘a commonplace’ in Loyalist Spain.
The people who write that kind of stuff never fight; possibly they believe that to write it is a substitute for fighting. It is the same in all wars; the soldiers do the fighting, the journalists do the shouting, and no true patriot ever gets near a front-line trench, except on the briefest of propaganda-tours. Sometimes it is a comfort to me to think that the aeroplane is altering the conditions of war. Perhaps when the next great war comes we may see that sight unprecedented in all history, a jingo with a bullet-hole in him.
I rarely wrote about Hitchens because, at least for the time that I’ve been writing about politics (since late 2005), there was nothing particularly notable about him. When it came to the defining issues of the post-9/11 era, he was largely indistinguishable from the small army of neoconservative fanatics eager to unleash ever-greater violence against Muslims: driven by a toxic mix of barbarism, self-loving provincialism, a sense of personal inadequacy, and, most of all, a pity-inducing need to find glory and purpose in cheering on military adventures and vanquishing some foe of historically unprecedented evil even if it meant manufacturing them. As Robin put it:
Hitchens had a reputation for being an internationalist. Yet someone who gets excited by mass murder—and then invokes that excitement, to a waiting audience, as an explanation of his support for mass murder—is not an internationalist. He is a narcissist, the most provincial spirit of all.
Hitchens was obviously more urbane and well-written than the average neocon faux-warrior, but he was also often more vindictive and barbaric about his war cheerleading. One of the only writers with the courage to provide the full picture of Hitchens upon his death was Gawker‘s John Cook, who — in an extremely well-written and poignant obituary – detailed Hitchens’ vehement, unapologetic passion for the attack on Iraq and his dismissive indifference to the mass human suffering it caused, accompanied by petty contempt for those who objected (he denounced the Dixie Chicks as being “sluts” and “fucking fat slags” for the crime of mildly disparaging the Commander-in-Chief). As Cook put it: “it must not be forgotten in mourning him that he got the single most consequential decision in his life horrifically, petulantly wrong”; indeed: “People make mistakes. What’s horrible about Hitchens’ ardor for the invasion of Iraq is that he clung to it long after it became clear that a grotesque error had been made.”
Subordinating his brave and intellectually rigorous defense of atheism, Hitchens’ glee over violence, bloodshed, and perpetual war dominated the last decade of his life. Dennis Perrin, a friend and former protégée of Hitchens, described all the way back in 2003 how Hitchens’ virtues as a writer and thinker were fully swamped by his pulsating excitement over war and the Bush/Cheney imperial agenda:
I can barely read him anymore. His pieces in the Brit tabloid The Mirror and in Slate are a mishmash of imperial justifications and plain bombast; the old elegant style is dead. His TV appearances show a smug, nasty scold with little tolerance for those who disagree with him. He looks more and more like a Ralph Steadman sketch. And in addition to all this, he’s now revising what he said during the buildup to the Iraq war.
In several pieces, including an incredibly condescending blast against Nelson Mandela, Hitch went on and on about WMD, chided readers with “Just you wait!” and other taunts, fully confident that once the U.S. took control of Iraq, tons of bio/chem weapons and labs would be all over the cable news nets–with him dancing a victory jig in the foreground. Now he says WMD were never a real concern, and that he’d always said so. It’s amazing that he’d dare state this while his earlier pieces can be read at his website. But then, when you side with massive state power and the cynical fucks who serve it, you can say pretty much anything and the People Who Matter won’t care.
Currently, Hitch is pushing the line, in language that echoes the reactionary Paul Johnson, that the U.S. can be a “superpower for democracy,” and that Toms Jefferson [sic] and Paine would approve. He’s also slammed the “slut” Dixie Chicks as “fucking fat slags” for their rather mild critique of our Dear Leader. He favors Bush over Kerry, and doesn’t like it that Kerry ”exploits” his Vietnam combat experience (as opposed to, say, re-election campaign stunts on aircraft carriers).
Sweet Jesus. What next? I’m afraid my old mentor is not the truth-telling Orwell he fancies himself to be. He’s becoming a coarser version of Norman Podhoretz.
One of the last political essays he wrote in his life, for Slate, celebrated the virtues of Endless War.

Nobody should have to silently watch someone with this history be converted into some sort of universally beloved literary saint. To enshrine him as worthy of unalloyed admiration is to insist that these actions were either themselves commendable or, at worst, insignificant. Nobody who writes about politics for decades will be entirely free of serious error, but how serious the error is, whether it reflects on their character, and whether they came to regret it, are all vital parts of honestly describing and assessing their work. To demand its exclusion is an act of dishonesty.
Nor should anyone be deterred by the manipulative, somewhat tyrannical use of sympathy: designed to render any post-death criticisms gauche and forbidden. Those hailing Hitchens’ greatness are engaged in a very public, affirmative, politically consequential effort to depict him as someone worthy of homage. That’s fine: Hitchens, like most people, did have admirable traits, impressive accomplishments, genuine talents and a periodic willingness to expose himself to danger to report on issues about which he was writing. There’s one other aspect to the adulation of Hitchens that’s quite revealing. There seems to be this sense that his excellent facility with prose excuses his sins. Part of that is the by-product of America’s refusal to come to terms with just how heinous and destructive was the attack on Iraq. That act of aggression is still viewed as a mere run-of-the-mill “mistake” — hey, we all make them, so we shouldn’t hold it against Hitch – rather than what it is: the generation’s worst political crime, one for which he remained fully unrepentant and even proud. But what these paeans to Hitchens reflect even more so is the warped values of our political and media culture: once someone is sufficiently embedded within that circle, they are intrinsically worthy of admiration and respect, no matter what it is that they actually do. As Aaron Bady put it to me by email yesterday:

And in that context, publicly mourning someone like Hitchens in the way we are supposed to do — holding him up as someone who was “one of us,” even if we disagree with him — is also a way of quietly reinforcing the “we” that never seems to extend to the un-grievable Arab casualties of Hitch’s favorite wars. It’s also a “we” that has everything to do with being clever and literate and British (and nothing to do with a human universalism that stretches across the usual “us” and “them” categories). And when it is impolitic to mention that he was politically atrocious (in exactly the way of Kissinger, if not to the extent), we enshrine the same standard of human value as when the deaths of Iraqi children from cluster bombs are rendered politically meaningless by our lack of attention.
That’s precisely true. The blood on his hands — and on the hands of those who played an even greater, more direct role, in all of this totally unjustified killing of innocents — is supposed to be ignored because he was an accomplished member in good standing of our media and political class. It’s a way the political and media class protects and celebrates itself: our elite members are to be heralded and their victims forgotten. One is, of course, free to believe that. But what should not be tolerated are prohibitions on these types of discussions when highly misleading elegies are being publicly implanted, all in order to consecrate someone’s reputation for noble greatness even when their acts are squarely at odds with that effort.

One of the most intensely propagandistic weeks in the last several decades began on June 5, 2004, the day Ronald Reagan died at the age of 93 in Bel Air, California. For the next six days, his body was transported to, and his casket displayed in, multiple venues around the nation — first to a funeral home in Santa Monica; then to the Ronald Reagan Presidential Library in Simi Valley, where it remained for two full days as over 100,000 people paid their respects; then onto the U.S. Capitol, where his casket was taken by horse-drawn caisson along Constitution Avenue, and then lay in state under the dome for the next day-and-a-half; then to a state funeral at Washington’s National Cathedral presided over by President Bush and attended by dozens of past and present world leaders; and then back to the Presidential Library in California, where another service was held and his body finally interred. Few U.S. Presidents in history, if any, have received anything comparable upon their death; as CNN anchor Judy Woodruff observed the day Reagan’s body arrived in the capital: “Washington has not seen the likes of this for more than 30 years.”
Each one of those mournful events was nationally televised and drenched in somber, intense pageantry. At the center of it all was the prominently displayed grief of his second wife, Nancy, to whom he was married for 52 years. The iconic moment of the week-long national funeral occurred on the last day, at the internment, when she broke down for the first time and famously hugged and kissed her husband’s casket, while holding a folded American flag, seemingly unwilling to let him go immediately before his body was lowered into the ground.
But the most notable aspect of that intense public ritual was the full-scale canonization of this deeply controversial, divisive and consequential political figure. Americans — including millions too young to remember his presidency — were bombarded with a full week of media discussions which completely whitewashed Reagan’s actions in office: that which made him an important enough historical figure to render his death worthy of such worldwide attention in the first place. There was a virtual media prohibition on expressing a single critical utterance about what he did as President and any harm that he caused. That’s not because the elegies to Reagan were apolitical — they were aggressively political — but because nothing undercutting his deification was permitted. Typifying the unbroken,week-long media tone of reverence was this from Woodruff at the start of CNN’s broadcast on the day Reagan’s casket arrived in Washington:
We are witnessing a moment in history, a moment when this city, which is hustle-bustle personified, a city where people fiercely protect their interests and lobby for the issues that matter most to them, all that is put aside, politics is put aside, while we pay respects and deep honor to this president, who literally changed a generation, if not more, of American students of politics.
I have talked to so many young people over the last few days who came up to me and said, I started paying attention to politics because of Ronald Reagan.
Just a little while ago, I was talking with Tom DeLay, the majority leader of the House. He, I got into politics. He said, I ran to be chairman of the my precinct. He said, I was a businessman. I was running an insects — he called it a bug business. It was insect removal. And he said, Ronald Reagan inspired me to get into politics. I’d been sitting around griping, and he was the one. He gave me reason to get involved and to think that we could make a difference.”
So he changed, he inspired, and we now have a chance today and through this whole week to take note of him.
The key claim there was that “politics is put aside.” That’s precisely what did not happen. The entire spectacle was political to its core. Following Woodruff’s proclamation were funeral speeches, all broadcast by CNN, by then-House Speaker Denny Hastert and Vice President Dick Cheney hailing the former President for gifting the nation with peace and prosperity, rejuvenating national greatness, and winning the Cold War. This scene repeated itself over and over during that week: extremely politicized tributes to the greatness of Ronald Reagan continuously broadcast to the nation without challenge and endorsed by its “neutral” media — all shielded from refutation or balance by the grief of a widow and social mores that bar one from speaking ill of the dead.
That week forever changed how Ronald Reagan — and his conservative ideology — were perceived. As Gallup put it in 2004: Reagan had, at best, “routinely average ratings . . . while he served in office between 1981 and 1989.” Indeed, “the two presidents who followed Reagan, George H.W. Bush and Bill Clinton, each had higher average ratings than Reagan, as did three earlier presidents — Lyndon Johnson, John F. Kennedy, and Dwight Eisenhower.”
Though he became more popular after leaving office (like most Presidents), it was that week-long bombardment of hagiography that sealed Reagan’s status as Great and Cherished Leader. As media and political figures lavished him with politicized praise, there was virtually no mention of the brutal, civilian-extinguishing covert wars he waged in Central America, his funding of terrorists in Nicaragua, the pervasive illegality of the Iran-contra scandal perpetrated by his top aides and possibly himself, the explosion of wealth and income inequality ushered in by “Reagonmics” which persists today, his escalation of the racially disparate Drug War, his slashing of domestic programs for the poor accompanied by a deficit-causing build-up in the military budget, the racially-tinged (at least) attacks on welfare-queens-in-Cadillacs, the Savings & Loan crisis resulting from deregulation, his refusal even to acknowledge AIDS as tens of thousands of the Wrong People died, the training of Muslim radicals in Afghanistan and arming of the Iranian regime, the attempt to appoint the radical Robert Bork to the Supreme Court, or virtually anything else that would undermine the canonization. The country was drowned by a full, uninterrupted week of pure, leader-reverent propaganda.
This happened because of an unhealthy conflation of appropriate post-death etiquette for private persons and the etiquette governing deaths of public figures. They are not and should not be the same. We are all taught that it is impolite to speak ill of the dead, particularly in the immediate aftermath of someone’s death. For a private person, in a private setting, that makes perfect sense. Most human beings are complex and shaped by conflicting drives, defined by both good and bad acts. That’s more or less what it means to be human. And — when it comes to private individuals — it’s entirely appropriate to emphasize the positives of someone’s life and avoid criticisms upon their death: it comforts their grieving loved ones and honors their memory. In that context, there’s just no reason, no benefit, to highlight their flaws.
But that is completely inapplicable to the death of a public person, especially one who is political. When someone dies who is a public figure by virtue of their political acts — like Ronald Reagan — discussions of them upon death will be inherently politicized. How they are remembered is not strictly a matter of the sensitivities of their loved ones, but has substantial impact on the culture which discusses their lives. To allow significant political figures to be heralded with purely one-sided requiems — enforced by misguided (even if well-intentioned) notions of private etiquette that bar discussions of their bad acts — is not a matter of politeness; it’s deceitful and propagandistic. To exploit the sentiments of sympathy produced by death to enshrine a political figure as Great and Noble is to sanction, or at best minimize, their sins. Misapplying private death etiquette to public figures creates false history and glorifies the ignoble.

All of this was triggered for me by the death this week of Christopher Hitchens and the remarkably undiluted, intense praise lavished on him by media discussions. Part of this is explained by the fact that Hitchens — like other long-time media figures, such as Tim Russert — had personal interactions with huge numbers of media figures who are shaping how he is remembered in death. That’s understandable: it’s difficult for any human being to ignore personal feelings, and it’s even more difficult in the face of the tragic death of a vibrant person at a much younger age than is normal.
But for the public at large, at least those who knew of him, Hitchens was an extremely controversial, polarizing figure. And particularly over the last decade, he expressed views — not ancillary to his writing but central to them — that were nothing short of repellent.
Corey Robin wrote that “on the announcement of his death, I think it’s fair to allow Christopher Hitchens to do the things he loved to do most: speak for himself,” and then assembled two representative passages from Hitchens’ post-9/11 writings. In the first, Hitchens celebrated the ability of cluster bombs to penetrate through a Koran that a Muslim may be carrying in his coat pocket (“those steel pellets will go straight through somebody and out the other side and through somebody else. So they won’t be able to say, ‘Ah, I was bearing a Koran over my heart and guess what, the missile stopped halfway through.’ No way, ’cause it’ll go straight through that as well. They’ll be dead, in other words”), and in the second, Hitchens explained that his reaction to the 9/11 attack was “exhilaration” because it would unleash an exciting, sustained war against what he came addictively to call “Islamofascism”: “I realized that if the battle went on until the last day of my life, I would never get bored in prosecuting it to the utmost.”
Hitchens, of course, never “prosecuted” the “exhilarating” war by actually fighting in it, but confined his “prosecution” to cheering for it and persuading others to support it. As one of Hitchens’ heroes, George Orwell, put it perfectly in Homage to Catalonia about the anti-fascist, tough-guy war writers of his time:
As late as October 1937 the New Statesman was treating us to tales of Fascist barricades made of the bodies of living children (a most unhandy thing to make barricades with), and Mr Arthur Bryant was declaring that ‘the sawing-off of a Conservative tradesman’s legs’ was ‘a commonplace’ in Loyalist Spain.
The people who write that kind of stuff never fight; possibly they believe that to write it is a substitute for fighting. It is the same in all wars; the soldiers do the fighting, the journalists do the shouting, and no true patriot ever gets near a front-line trench, except on the briefest of propaganda-tours. Sometimes it is a comfort to me to think that the aeroplane is altering the conditions of war. Perhaps when the next great war comes we may see that sight unprecedented in all history, a jingo with a bullet-hole in him.
I rarely wrote about Hitchens because, at least for the time that I’ve been writing about politics (since late 2005), there was nothing particularly notable about him. When it came to the defining issues of the post-9/11 era, he was largely indistinguishable from the small army of neoconservative fanatics eager to unleash ever-greater violence against Muslims: driven by a toxic mix of barbarism, self-loving provincialism, a sense of personal inadequacy, and, most of all, a pity-inducing need to find glory and purpose in cheering on military adventures and vanquishing some foe of historically unprecedented evil even if it meant manufacturing them. As Robin put it:
Hitchens had a reputation for being an internationalist. Yet someone who gets excited by mass murder—and then invokes that excitement, to a waiting audience, as an explanation of his support for mass murder—is not an internationalist. He is a narcissist, the most provincial spirit of all.
Hitchens was obviously more urbane and well-written than the average neocon faux-warrior, but he was also often more vindictive and barbaric about his war cheerleading. One of the only writers with the courage to provide the full picture of Hitchens upon his death was Gawker‘s John Cook, who — in an extremely well-written and poignant obituary – detailed Hitchens’ vehement, unapologetic passion for the attack on Iraq and his dismissive indifference to the mass human suffering it caused, accompanied by petty contempt for those who objected (he denounced the Dixie Chicks as being “sluts” and “fucking fat slags” for the crime of mildly disparaging the Commander-in-Chief). As Cook put it: “it must not be forgotten in mourning him that he got the single most consequential decision in his life horrifically, petulantly wrong”; indeed: “People make mistakes. What’s horrible about Hitchens’ ardor for the invasion of Iraq is that he clung to it long after it became clear that a grotesque error had been made.”
Subordinating his brave and intellectually rigorous defense of atheism, Hitchens’ glee over violence, bloodshed, and perpetual war dominated the last decade of his life. Dennis Perrin, a friend and former protégée of Hitchens, described all the way back in 2003 how Hitchens’ virtues as a writer and thinker were fully swamped by his pulsating excitement over war and the Bush/Cheney imperial agenda:
I can barely read him anymore. His pieces in the Brit tabloid The Mirror and in Slate are a mishmash of imperial justifications and plain bombast; the old elegant style is dead. His TV appearances show a smug, nasty scold with little tolerance for those who disagree with him. He looks more and more like a Ralph Steadman sketch. And in addition to all this, he’s now revising what he said during the buildup to the Iraq war.
In several pieces, including an incredibly condescending blast against Nelson Mandela, Hitch went on and on about WMD, chided readers with “Just you wait!” and other taunts, fully confident that once the U.S. took control of Iraq, tons of bio/chem weapons and labs would be all over the cable news nets–with him dancing a victory jig in the foreground. Now he says WMD were never a real concern, and that he’d always said so. It’s amazing that he’d dare state this while his earlier pieces can be read at his website. But then, when you side with massive state power and the cynical fucks who serve it, you can say pretty much anything and the People Who Matter won’t care.
Currently, Hitch is pushing the line, in language that echoes the reactionary Paul Johnson, that the U.S. can be a “superpower for democracy,” and that Toms Jefferson [sic] and Paine would approve. He’s also slammed the “slut” Dixie Chicks as “fucking fat slags” for their rather mild critique of our Dear Leader. He favors Bush over Kerry, and doesn’t like it that Kerry ”exploits” his Vietnam combat experience (as opposed to, say, re-election campaign stunts on aircraft carriers).
Sweet Jesus. What next? I’m afraid my old mentor is not the truth-telling Orwell he fancies himself to be. He’s becoming a coarser version of Norman Podhoretz.
One of the last political essays he wrote in his life, for Slate, celebrated the virtues of Endless War.

Nobody should have to silently watch someone with this history be converted into some sort of universally beloved literary saint. To enshrine him as worthy of unalloyed admiration is to insist that these actions were either themselves commendable or, at worst, insignificant. Nobody who writes about politics for decades will be entirely free of serious error, but how serious the error is, whether it reflects on their character, and whether they came to regret it, are all vital parts of honestly describing and assessing their work. To demand its exclusion is an act of dishonesty.
Nor should anyone be deterred by the manipulative, somewhat tyrannical use of sympathy: designed to render any post-death criticisms gauche and forbidden. Moscow – Twenty-five years ago this month, I sat across from Ronald Reagan in Reykjavik, Iceland to negotiate a deal that would have reduced, and could have ultimately eliminated by 2000, the fearsome arsenals of nuclear weapons held by the United States and the Soviet Union.
For all our differences, Reagan and I shared the strong conviction that civilized countries should not make such barbaric weapons the linchpin of their security.
Even though we failed to achieve our highest aspirations in Reykjavik, the summit was nonetheless, in the words of my former counterpart, “a major turning point in the quest for a safer and secure world.”
The next few years may well determine if our shared dream of ridding the world of nuclear weapons will ever be realized.
Critics present nuclear disarmament as unrealistic at best, and a risky utopian dream at worst. They point to the Cold War’s “long peace” as proof that nuclear deterrence is the only means of staving off a major war.
As someone who has commanded these weapons, I strongly disagree. Nuclear deterrence has always been a hard and brittle guarantor of peace. By failing to propose a compelling plan for nuclear disarmament, the US, Russia, and the remaining nuclear powers are promoting through inaction a future in which nuclear weapons will inevitably be used. That catastrophe must be forestalled.
As I, along with George P. Shultz, William J. Perry, Henry A. Kissinger, Sam Nunn, and others, pointed out five years ago, nuclear deterrence becomes less reliable and more risky as the number of nuclear-armed states increases. Barring preemptive war (which has proven counterproductive) or effective sanctions (which have thus far proven insufficient), only sincere steps toward nuclear disarmament can furnish the mutual security needed to forge tough compromises on arms control and nonproliferation matters.
The trust and understanding built at Reykjavik paved the way for two historic treaties. The 1987 Intermediate-Range Nuclear Forces (INF) Treaty destroyed the feared quick-strike missiles then threatening Europe’s peace. And, in 1991, the first Strategic Arms Reduction Treaty (START I) cut the bloated US and Soviet nuclear arsenals by 80% over a decade.
But prospects for progress on arms control and nonproliferation are darkening in the absence of a credible push for nuclear disarmament. I learned during those two long days in Reykjavik that disarmament talks could be as constructive as they are arduous. By linking an array of interrelated matters, Reagan and I built the trust and understanding needed to moderate a nuclear-arms race of which we had lost control.
In retrospect, the Cold War’s end heralded the coming of a messier arrangement of global power and persuasion. The nuclear powers should adhere to the requirements of the 1968 Non-Proliferation Treaty and resume “good faith” negotiations for disarmament. This would augment the diplomatic and moral capital available to diplomats as they strive to restrain nuclear proliferation in a world where more countries than ever have the wherewithal to construct a nuclear bomb.
Only a serious program of universal nuclear disarmament can provide the reassurance and the credibility needed to build a global consensus that nuclear deterrence is a dead doctrine. We can no longer afford, politically or financially, the discriminatory nature of the current system of nuclear “haves” and “have-nots.”
Reykjavik proved that boldness is rewarded. Conditions were far from favorable for a disarmament deal in 1986. Before I became Soviet leader in 1985, relations between the Cold War superpowers had hit rock bottom. Reagan and I were nonetheless able to create a reservoir of constructive spirit through constant outreach and face-to-face interaction.
What seem to be lacking today are leaders with the boldness and vision to build the trust needed to reintroduce nuclear disarmament as the centerpiece of a peaceful global order. Economic constraints and the Chernobyl disaster helped spur us to action. Why has the Great Recession and the disastrous meltdown at Fukushima Daiichi in Japan not elicited a similar response today?
A first step would be for the US finally to ratify the 1996 Comprehensive Test Ban Treaty (CTBT). President Barack Obama has endorsed this treaty as a vital instrument to discourage proliferation and avert nuclear war. It’s time for Obama to make good on commitments he made in Prague in 2009, take up Reagan’s mantle as Great Communicator, and persuade the US Senate to formalize America’s adherence to the CTBT.
This would compel the remaining holdouts – China, Egypt, India, Indonesia, Iran, Israel, North Korea, and Pakistan – to reconsider the CTBT as well. That would bring us closer to a global ban on nuclear tests in any environment – the atmosphere, undersea, in outer space, or underground.
A second necessary step is for the US and Russia to follow up on the New START agreement and begin deeper weapons cuts, especially tactical and reserve weapons, which serve no purpose, waste funds, and threaten security. This step must be related to limits on missile defense, one of the key issues that undermined the Reykjavik summit.
A fissile material cut-off treaty (FMCT), long stalled in multilateral talks in Geneva, and a successful second Nuclear Security Summit next year in Seoul, will help secure dangerous nuclear materials. This will also require that the 2002 Global Partnership, dedicated to securing and eliminating all weapons of mass destruction – nuclear, chemical, and biological – is renewed and expanded when it convenes next year in the US.
Our world remains too militarized. In today’s economic climate, nuclear weapons have become loathsome money pits. If, as seems likely, economic troubles continue, the US, Russia, and other nuclear powers should seize the moment to launch multilateral arms reductions through new or existing channels such as the UN Conference on Disarmament. These deliberations would yield greater security for less money.
But the buildup of conventional military forces – driven in large part by the enormous military might deployed globally by the US – must be addressed as well. As we engage in furthering our Conventional Forces in Europe (CFE) agreement, we should seriously consider reducing the burden of military budgets and forces globally.
US President John F. Kennedy once warned that “every man, woman, and child lives under a nuclear sword of Damocles, hanging by the slenderest of threads, capable of being cut at any moment.” For more than 50 years, humanity has warily eyed that lethal pendulum while statesmen debated how to mend its fraying cords. The example of Reykjavik should remind us that palliative measures are not enough. Our efforts 25 years ago can be vindicated only when the Bomb ends up beside the slave trader’s manacles and the Great War’s mustard gas in the museum of bygone savagery.

Roger’s note: A stroll down Memory Lane for those of us who lived through and survived the 60s, 70s, etc.

Let’s kick Richard Nixon, its great fun; we all did it at parties back in the 1970s. But that was the previous generation and this generation has missed out on the fun, like Woodstock. Unbeknownst to this current generation there would have been hundreds of fistfights and stabbings at Woodstock had it not been for three little words, “f**k Richard Nixon!”
All one had to do was simply step between the adversaries and say, “Come on now, guys, hey, look. f**k Richard Nixon!” Instantly the opponents would separate and begin to smile and agree, “Yeah, you’re right, man. f**k Richard Nixon!” The potential warriors would depart as buddies and would exchange bong hits until their eyeballs melted in their sockets and they would forget all about their conflicts.
That was in the twilight’s last gleaming of American democracy, when a President could still be removed from office for malfeasance. Let me rephrase that, Richard Nixon could be removed from office for malfeasance; it’s doubtful whether anyone else could be. I know all about George W. Bush and Bush was a drunken, coke-snorting, mean-spirited, frat boy. There is no doubt in my mind that he is the truest definition of a sociopath, but Nixon was just plain crazy.
Nixon had paranoid delusions that people were out to get him and so he responded with bile, tirades, enemy lists and dirty tricks. Because of his paranoid delusions he alienated everyone around him until even members of his own party would walk all the way across the street just to piss on Richard Nixon. Eventually these self-fulfilling, paranoid delusions gave to Richard Nixon a kind of an Eeyore quality.
Nixon’s most trusted advisor was Henry Kissinger and Nixon only trusted him while he was in the room. Kissinger’s first government job was as a translator for the head of the CIA, Allen Dulles. Kissinger was his protege and it was Dulles who helped to plan the Bay of Pigs invasion and Dulles who told Kennedy that he needed to launch an unprovoked, full-scale military attack on Cuba. Kennedy fired Dulles and his Deputy Director Charles Cabell, whose brother Earl Cabell changed the presidential motorcade route in Dallas.
Nice folks. It was Dulles who proposed a plan to fake an aircraft hijacking and to blame it on Cuba. This is where this cast of unknowns began their rise into the halls of corporate fascism. George Bush, E. Howard Hunt, Porter Goss were all operatives under Dulles, and after Dulles was fired their futures were in question. But when Richard Nixon chose Henry Kissinger as Secretary of State their meal tickets became safe and secure. Meanwhile, on the other side of the world, CIA operative General Richard Secord was moving heroin on military aircraft in Vietnam and depositing the profits in banks in Australia. Then Secord began to sell pilfered US military hardware to friend and foe alike, and when this was discovered Secord was promoted!
Nixon ran for the presidency with the promise of a secret plan to end the Vietnam War. His secret plan, as it turned out, was this: get Richard Nixon elected President and then fight the North Vietnamese until they give up. Nixon authorized the secret bombings of neutral countries, as well as illegal invasions. Cambodia’s President Norodom Sihanouk was playing both sides so the CIA had him overthrown. Sihanouk had signed a secret pact with China in 1965 but was playing footsie with the CIA, so when the CIA disposed of him, China said, “Good riddance!”
Kennedy wouldn’t expand the Vietnam War, and well, he had an accident. So when Richard Nixon ended the Vietnam War without a victory he, well, he had an accident, too. After invading and bombing civilian areas in neutral countries and bombing civilian and humanitarian targets in North Vietnam, Nixon was removed from office because of a bungled burglary and financial campaign irregularities, and Americans with a straight face say the Catholic Church is in denial!
With Spiro Agnew’s departure due to racketeering conviction two chief executives of the country are removed from office within ten months and no one suspects anything is amiss. No one suspects levers behind the throne but Gerald Ford is elected President by one vote, Richard Nixon’s vote. Ford’s lone claim to fame was to pardon Richard Nixon to end the long national nightmare of Watergate. Nightmare is a good synonym for the coup d’etat that happened while America slept. Two attempts were made on Ford’s life in little more than two years and who was the director of the CIA then? Anyone? Why, it was good old George H. W. Bush.
The first Witch says, “When shall we three meet again, In thunder, lightning, or in rain?”
The second Witch, “When the hurlyburly’s done, When the battle’s lost and won.”
The third Witch says, “That will be ere the set of sun.”
The first Witch, “Where the place?”
The second Witch, “Upon the heath.”
The third Witch, “There to meet with Macbeth.”
All, “Fair is foul, and foul is fair: Hover through the fog and filthy air.”
Gerald Ford was lampooned in the press as a buffoon and even though he was a buffoon he never shot his friend in the face on a drunken hunting excursion or played golf with a Supreme Court Judge who might have to hear cases involving his administration. So either you’re in or you’re out. James Earl Carter was elected with on strong anti-Washington sentiment and Washington responded with a strong Anti-Carter sentiment. For four years Carter and his staff complained of phone calls not being returned and policies not being carried out. Riots and demonstrations were happening in Tehran; did anyone think of reducing the embassy staff or closing the embassy? That’s the job the CIA is supposed to do, and when the Iranians took Americans hostage, who took the fall?
When the military rescue mission failed, who took the fall?
The hostages were released twenty minutes after the swearing in of Ronald Reagan, but the story goes that no deals were struck. Sure, I believe. Somehow the Reagan camp came into possession of Carter’s national security briefings and even Carter’s debate notes. Richard Allen was Reagan’s foreign policy chief during the campaign and he said that he was told to report to Theodore Shackley. Shackley had been fired from the CIA by the Carter administration and it was Theodore Shackley who was the station chief in Miami during the Bay of Pigs invasion and the senior agent was E. Howard Hunt.
So who did the Carter administration suspect had been leaking the classified documents? Two national security officials named Donald Gregg and Robert Gates. That’s somewhat illuminating considering Gates was the lone holdover from the Bush administration. Shackley reported to Bush Senior on the campaign and Gregg reported directly to Shackley.
So Reagan gets elected and hell comes to breakfast: tax cuts for the rich, education cuts for the poor. The giveaways of national resources to coal and timber interests. Drug smuggling in South America, the looting of the savings and loans. For the CIA it was glory days until something went horribly wrong just sixty-nine days into Reagan’s first term. Another of America’s oh so famous lone nuts with a gun shot Reagan as he walked out the front door of the hotel where he was speaking.
I’ll repeat that, the President of the United States walked out the front door of the hotel. Does that sound like good security policy to you? Reagan and aide James Brady were hit with bullets and the hospital was immediately notified, but Reagan’s limo showed up at the hospital almost fifteen minutes after Brady’s and no stretcher was waiting. The excuse given was that the driver, a highly-trained ten year veteran of the Washington Secret Service, got lost in his own hometown. If you had told me that he got lost in Omaha, maybe I’d believe it. If you pulled a stunt like that in Stalin’s Russia, you and your family would be chopping wood in Siberia for generations to come.
During his short tenure as Secretary of State, Al Haig had complained that someone within the administration had been trying to undermine him in the eyes of the President. After hearing that the President had been shot it was Haig’s staff who notified Vice President Bush who was away giving a speech in Fort Worth. It was Haig who convened the cabinet for a status report and began an investigation into the shooter or shooters and then made his famous “I am in charge” statement, which meant that he was in charge of the White House until Bush returned. He later said that Bush had agreed to this over the phone.
When Bush returned to the White House he cancelled the investigation into the shooter or shooters and Haig was then vilified in the press. Al Haig had been hired by Henry Kissinger to serve in the Nixon administration in 1969. Secretary of state George Schultz was also a Nixon/Kissinger protege as were Donald Rumsfeld, Dick Cheney and Paul Bremer. Nixon begat Reagan, Reagan begat Bush, Bush begat son of Bush.
In the first one hundred and seventy-four years of American history there were three assassination attempts on chief executives and candidates, with only two being successful. Since 1963 there have been six assassinations or attempts: John Kennedy, Robert Kennedy, Gerald Ford (twice), George Wallace and Ronald Reagan. Interestingly when Wallace ran in 1968 he ran as a Democrat and was seen as taking votes away from Democrats. When he ran again in 1972 he ran as an independent and was expected to take votes from Republicans and was shot by yet another lone nut with a gun.
In one hundred and seventy-four years only one chief executive was ever impeached. Since 1968 one President was impeached, one President stepped down to keep from being impeached and one Vice President resigned upon conviction for racketeering.
It is tied and twisted like a Gordian Knot; the fiascos and failures of a generation of political leadership can all be tied to the tail of one delusional paranoid, but the names and numbers speak for themselves. It is impossible to say that it all happened because of Richard Nixon, but Nixon hired Kissinger and in doing so made himself the Fascist Moses.
We have wandered in the political desert for forty years and we cannot seem to find our way home. Maybe defense secretary Robert Gates knows the way; He was a Kissinger protege. Maybe Treasury Secretary Tim Geithner knows; he worked for Kissinger, too. Maybe CIA Director Panetta knows. He, too, worked in the Nixon administration. Funny, isn’t it? Defense, Treasury and CIA.

I love unions. I love them in the same way I love libraries and redwood groves. They are like churches: sacred. They are what make
this country great. So, besides taking my 2-year-old grandson, Jax, to a library
or to a park with redwoods almost every day, I have also helped him to get to
know a community of union workers. A year ago, I got a huge box of medium-size
Lego blocks and figurines, and we have been holding rallies ever since. Power to the People.
And while we’re at it, Solidarity Forever.
I don’t have the time or space
to introduce you to each of these union workers, but let me just mention a
few.
There’s Mavis, a blond Molly Ivins type and the leader of the
International Ladies Garment Workers’ Union, and Al, a longshoreman. There are
two matching zookeepers who are older, and brothers, born to the same green
plastic mother (at a hospital where the nurses
are proud union members). There is Phil, the sailor, of Seafarers International;
Libby, who belongs to the California Federation of Teachers; and her wife,
Deirdre, who is a Teamster. Sydney, who dresses like a jungle explorer in a
safari jacket and helmet, is a union rep, working on behalf of all workers to
keep unions strong.
Everyone loves Sydney: He is one of those exquisitely
decent, old-fashioned working-class guys who made this country great. Jax and I
often build him a low platform and podium of Lego blocks from which he talks to
other workers about the fight for workers’ rights, telling them to never give
up, and reminding them that the pendulum always swings back toward fairness and
equality.
I have taught Jax all the old union songs that my parents
taught me — “Joe Hill,” “We Shall
Not Be Moved,” “John Henry,” “Bread and Roses.” So sometimes as we play, we also
sing: “Hearts starve as well as bodies; give us bread, but give us
roses.”
For good measure, I sometimes play him “La Marseillaise” on the
kazoo, and he plays along on a bongo drum.
Why do I do this? Because I
believe that if you don’t love and support the working men and women of this
country, you are in deep trouble. You are going to get a terrible seat in
heaven. Probably a patio chair, with plastic lattice bands, the kind that leave
fat welts on the back of your thighs when you stand up.
Are you hearing
that, politicians? I wasn’t going to name names, but I’m still not over being
appalled with Arnold Schwarzenegger’s attacks on unions. Remember his compulsive
trash-talking about nurses and teachers? Nurses and teachers, for God’s sake!
Could he possibly think that God shares his bad opinion of them? Of course not.
It was almost funny to watch him bullying them and their unions. It made me ask
myself something I used to wonder constantly about Dick
Cheney: Hasn’t this guy ever heard the word “karma”?
I guess it is a
plank of the Christian right to be anti-union now. But remember, there are still
a lot of us in the Christian left, and we don’t feel that way. When I was
growing up, everyone I knew was pro-union, just like everyone used public
libraries and everyone in California was proud of the public education system
and loved the state’s natural beauty. People would fight and rally and protest
and donate to help preserve it.
Then Ronald
Reagan came along, and having seen one redwood, he had seen them all, and it
was pretty much a straight line from there to Arnold’s shaking his mighty broom
at us as he trash-talked the nurses and teachers.
I understand why
politicians want to see labor as the cause of most of our societal and economic
problems. It takes the focus off the banks, the corporations, the
military-industrial complex. But public school teachers? I guess they really are
sort of greedy and grabby — not to mention rich. Especially those greedy-grabby
public school special ed teachers. My younger brother is one of them, and boy,
is he raking it in. Talk about take, take, take.
My grandson and I just
about went crazy watching the unions protest in Wisconsin in the spring. “Those
are our people!” I shouted to the television, although neither of us actually
has a job. He joined the chorus, in his native Latvian. We clapped, and ate
Cheetos, and danced and put all the workers together on the green Lego base
plate. Our pride was contagious: My two union dogs milled around, licking us
enthusiastically and levitating Cheetos right out of the baby’s
fists.
The whole world will be bombarding my grandson with messages about
individual and personal success aimed at teaching him to love the almighty buck,
but I want my grandchild to grow up in a family that loves labor, as I did. And
I want him to know that when workers’ rights or libraries or redwood groves are
threatened, it’s incumbent on us to show up with our kazoos and
bongos.
Otherwise, I tell him, this country is doomed. And then I add,
“But not on our watch, right, dude?” and he claps and cheers.

An article in the Texas Observer last month about Texas Gov. Rick Perry’s relationship with followers of a little-known neo-Pentecostal movement sparked a frenzied reaction from many commentators: Dominionism! Spiritual warfare! Strange prophecies!
All the attention came in the weeks before and after “The Response,” Perry’s highly publicized prayer rally modeled on what organizers believe is the “solemn assembly” described in Joel 2, in which “end-times warriors” prepare the nation for God’s judgment and, ultimately, Christ’s return. This “new” movement, the New Apostolic Reformation, is one strand of neo-Pentecostalism that draws on the ideas of dominionism and spiritual warfare. Its adherents display gifts of the spirit, the religious expression of Pentecostal and charismatic believers that includes speaking in tongues, prophecy, healing and a belief in signs, wonders and miracles. These evangelists also preach the “Seven Mountains” theory of dominionism: that Christians need to take control of different sectors of public life, such as government, the media and the law.
The NAR is not new, but rather derivative of charismatic movements that came before it. Its founder, C. Peter Wagner, set out in the 1990s to create more churches, and more believers. Wagner’s movement involves new jargon, notably demanding that believers take control of the “Seven Mountains” of society (government, law, media and so forth), but that’s no different from other iterations of dominionism that call on Christians to enter these fields so that they are controlled by Christians.
After Perry’s prayer rally, Rachel Maddow featured a segment on her MSNBC show in which she warned,
“The main idea of the New Apostolic Reformation theology is that they are modern day prophets and apostles. They believe they have a direct line to God … the way that they’re going to clear the way for it [the end of the world] is by infiltrating and taking over politics and government.”
Maddow’s ahistorical treatment of the NAR, however, overlooked several important realities. For anyone who has followed the growth of neo-Pentecostal movements, and in particular the coalition-building between the political operatives of the religious right and these lesser-known but still influential religious leaders, the NAR is just another development in the competitive, controversial, outrageous, authoritarian and often corrupt tapestry of the world of charismatic evangelists.
Before the NAR came along, plenty of charismatic leaders believed themselves to be prophets and apostles with a direct line to God. They wrote books about spiritual warfare, undergirded by conspiracy theories about liberals and Satan and homosexuality and feminism and more (my own bookshelves are filled with them). They preached this on television. They preached it at conferences. They made money from it. They all learned from each other.
Before the NAR, Christian right figures promoted dominionism, too, and the GOP courted these religious leaders for the votes of their followers. Despite a recent argument by the Daily Beast’s Michelle Goldberg that “we have not seen this sort of thing at the highest levels of the Republican Party before,” it’s been there since at least 1980. Michele Bachmann is a product of it; so was Mike Huckabee. Ronald Reagan pandered to it; so did both Bushes; so does Perry.
In 2007, I saw Cindy Jacobs and other “apostles” lay hands on Shirley Forbes, wife of Rep. Randy Forbes, the founder of the Congressional Prayer Caucus, which boasts some Democrats as members and many of the GOP’s leading lights. “You are going to be the mother of an army,” they told Forbes, prophesying that she would “speak the power of the word into politics and government. Hallelujah!”
The idea that Christians have a sacred duty to get involved in politics, the law and media, and otherwise bring their influence to bear in different public spheres is the animating principle behind the religious right. If you attend a Values Voters Summit, the annual Washington confab hosted by the Family Research Council, you’ll hear speakers urging young people to go into media, or view Hollywood as a “mission field.” That’s because they insist these institutions have been taken over by secularists who are causing the downfall of America with their anti-Christian beliefs.
A few days ago, the Washington Post’s religion columnist, Lisa Miller, took Goldberg and Maddow to task for overhyping dominionism as a plot to take over the world. Miller, though, misses the boat, too, by neglecting to acknowledge and describe the infrastructure the religious right has built, driven by the idea of dominionism.
Oral Roberts University Law School, where Bachmann earned her law degree, was founded with this very notion in mind: to create an explicitly Christian law school. Herb Titus, the lawyer converted by Christian Reconstructionism who was instrumental in its launch, describes his mission in developing a Christian law school as a fulfillment of a “dominion mandate.” After ORU was absorbed into Regent University in the 1980s, Titus was the mentor to Virginia Gov. Bob McDonnell, who last week was elevated to chair of the Republican Governors Association and is widely speculated to be a possible vice-presidential pick.
Christian Reconstructionists, and their acolytes of the Constitution Party, believe America should be governed by biblical law. In her 1995 book, “Roads to Dominion: Right Wing Movements and Political Power in the United States,” Sara Diamond describes the most significant impact of Reconstructionism on dominionism:
“the diffuse influence of the ideas that America was ordained a Christian nation and that Christians, exclusively, were to rule and reign.” While most Christian right activists were “not well-versed in the arcane teachings” of Christian Reconstructionism, she wrote, “there was a wider following for softer forms of dominionism.”
For the Christian right, it’s more a political strategy than a secret “plot” to “overthrow” the government, even as some evangelists describe it in terms of “overthrowing” the powers of darkness (i.e., Satan), and even some more radical, militia-minded groups do suggest such a revolution. In general, though, the Christian right has been very open about its strategy and has spent a lot of money on it: in the law, as just one example, there are now two ABA-accredited Christian law schools, at Regent (which absorbed the ORU law school) and Jerry Falwell’s Liberty University. There are a number of Christian law firms, like the Alliance Defense Fund, formed as a Christian counterweight to the ACLU. Yet outsiders don’t notice that this is all an expression of dominionism, until someone from that world, like Bachmann, hits the national stage.
John Turner, University of South Alabama historian and author of “Bill Bright and the Campus Crusade for Christ: The Renewal of Evangelicalism in Postwar America,” said that the NAR’s “Seven Mountains” dominionism is “just a catchy phrase that encapsulates what Bright and many other evangelical leaders were already doing — trying to increase Christian influence (they would probably use more militant phrases like ‘capture’) in the spheres of education, business and government.”
Bright, like Perry’s prayer cohorts, believed America was in trouble (because of the secularists) and needed to repent. One of the most well-known evangelicals in the country, Bright had agreed to let Virginia Beach preacher John Gimenez, a charismatic, organize the rally, despite evangelical discomfort with charismatic religious expression. In his book, Turner describes the Washington for Jesus rally of 1980:
From the platform, Bright offered his interpretation of the source of the country’s problems, asserting that “[w]e’ve turned from God and God is chastening us.” “You go back to 1962 and [196]3 [when the Supreme Court banned school-sponsored prayer and Bible-reading],” Bright argued, “and you’ll discovered a series of plagues that came upon America.” Bright cited the Vietnam War, increased drug use, racial conflict, Watergate, and a rise in divorce, teenage pregnancy, and alcoholism as the result of those decisions. “God is saying to us,” he concluded, “‘Wake up! Wake up! Wake up!’” … “Unless we repent and turn from our sin,” warned Bright, “we can expect to be destroyed.”
Unlike Perry’s rally, Ronald Reagan the candidate wasn’t present at the Washington for Jesus rally. At a 2007 gathering at his church, Gimenez recounted how he and Bright later met with President Reagan, and Bright told him, “You were elected on April 29, 1980, when the church prayed that God’s will would be done.”
In August 1980, though, after Reagan had clinched the nomination, he did appear at a “National Affairs Briefing” in Texas, where televangelist James Robison (also instrumental in organizing Perry’s event) declared, “The stage is set. We’ll either have a Hitler-type takeover, or Soviet domination, or God is going to take over this country.” After Robison spoke, Reagan took the stage and declared to the 15,000 activists assembled by Moral Majority co-founder Ed McAteer, “You can’t endorse me, but I endorse you.”
That was also a big moment for Huckabee, who worked as Robison’s advance man. It was even imitated by then-candidate Barack Obama, who met with a group of evangelicals and charismatics in Chicago and repeated Reagan’s infamous line. Obama’s group included publisher Stephen Strang (an early endorser of Huckabee’s 2008 presidential bid) and his son Cameron, whose magazines Charisma and Relevant help promote the careers of the self-declared modern-day prophets and apostles. Huckabee appeared with Lou Engle at his 2008 The Call rally on the National Mall (like Perry’s, billed as a “solemn assembly”) in which Engle exhorted his prayer warriors to battle satanic forces to defeat “Antichrist legislation.”
When I interviewed former Bush family adviser Doug Wead for my 2008 book, “God’s Profits: Faith, Fraud, and the Republican Crusade for Values Voters,” he gave me a lengthy memo he compiled for George H.W. Bush in 1985, to prepare him for his 1988 presidential run. In the memo, he identified a thousand “targets,” religious leaders across the country whose followers, Wead believed, could be mobilized to the voting booth.
In my book, I examined the theology and politics of the Word of Faith movement (also known as the prosperity gospel) and how Republicans cultivated the leading lights of the movement. Primarily because of television, but also because of the robust (and profitable) speaking circuit these evangelists maintain, they have huge audiences. All that was in spite of — just as the scrutiny of NAR figures now is revealing — outlandish, strange and even heretical theology. What’s more, Word of Faith figures have endlessly been embroiled in disputes not just with their theological critics, but with watchdogs and former parishioners who charge they took their money for personal enrichment, promising that God would bring them great health and wealth if they would only “sow a seed.”
At Gimenez’s 2007 event, Engle and the other “apostles” were not the stars; rather, the biggest draw was Word of Faith televangelist Kenneth Copeland. In 1998, writing to Karl Rove, Wead called Copeland “arguably one of the most important religious leaders in the nation.” At Gimenez’s church, Copeland, who has boasted that his ministry has brought in more the $1 billion over his career, preached for two hours. The sanctuary was packed, with the audience hanging on every word. Gimenez introduced him as “God’s prophet,” and Copeland urged them to “get rid of the evening news and the newspaper,” study “the uncompromised word of the Holy Ghost,” and take “control over principalities.”
The commenters who have jumped on the NAR frequently overstate the size of its following. Engle’s events, for example, are often smaller than advertised, including a poorly attended revival at Liberty University in April 2010, where one would expect a ready-made audience. When I’ve covered these sorts of events, including smaller conferences by local groups inspired by figures they see on television, it’s often hard to see how the often meandering preachers are going to take over anything, even while it’s clear they cultivate an authoritarian hold on their followers. I meet a lot of sincere, frequently well-intentioned people who believe they must be “obedient” to God’s word as imparted by the “prophets.”
Most chilling, though, is the willingness to engage in what’s known in the Word of Faith world as “revelation knowledge,” or believing, as Copeland exhorted his audience to do, that you learn nothing from journalism or academia, but rather just from the Bible and its modern “prophets.” It is in this way that the self-styled prophets have had their greatest impact on our political culture: by producing a political class, and its foot soldiers, who believe that God has imparted them with divine knowledge that supersedes what all the evil secularists would have you believe.
Last week CNN’s Jack Cafferty asked, “How much does it worry you if both Michele Bachmann and Rick Perry have ties to dominionism?” That worry crops up every election cycle. If people really understood dominionism, they’d worry about it between election cycles.

More than any recent U.S. president, Ronald Reagan has been lavished with honors, including his name attached to Washington’s National Airport. But the conviction of Reagan’s old ally, ex-Guatemalan dictator Rios Montt, for genocide means “Ronnie” must face history’s judgment as an accessory to the crime
The conviction of former Guatemalan dictator Efrain Rios Montt on charges of genocide against Mayan villagers in the 1980s has a special meaning for Americans who idolize Ronald Reagan. It means that their hero was an accessory to one of the most grievous crimes that can be committed against humanity.
The courage of the Guatemalan people and the integrity of their legal system to exact some accountability on a still-influential political figure also put U.S. democracy to shame. For decades now, Americans have tolerated human rights crimes by U.S. presidents who face little or no accountability. Usually, the history isn’t even compiled honestly.
Ronald Reagan: Accessory to GenocideBy contrast, a Guatemalan court on Friday found Rios Montt guilty of genocide and crimes against humanity and sentenced the 86-year-old ex-dictator to 80 years in prison. After the ruling, when Rios Montt rose and tried to walk out of the courtroom, Judge Yasmin Barrios shouted at him to stay put and then had security officers take him into custody.
Yet, while Guatemalans demonstrate the strength to face a dark chapter of their history, the American people remain mostly oblivious to Reagan’s central role in tens of thousands of political murders across Central America in the 1980s, including some 100,000 dead in Guatemala slaughtered by Rios Montt and other military dictators.
Indeed, Ronald Reagan – by aiding, abetting, encouraging and covering up widespread human rights crimes in El Salvador, Honduras and Nicaragua as well as Guatemala – bears greater responsibility for Central America’s horrors than does Rios Montt in his bloody 17-month rule. Reagan supported Guatemala’s brutal repression both before and after Rios Montt held power, as well as during.
Despite that history, more honors have been bestowed on Reagan than any recent president. Americans have allowed the naming of scores of government facilities in Reagan’s honor, including Washington National Airport where Reagan’s name elbowed aside that of George Washington, who led the War of Independence, oversaw the drafting of the U.S. Constitution and served as the nation’s first president.
So, as America’s former reputation as a beacon for human rights becomes a bad joke to the rest of the world, it is unthinkable within the U.S. political/media structure that Reagan would get posthumously criticized for the barbarity that he promoted. No one of importance would dare suggest that his name be stripped from National Airport and his statue removed from near the airport entrance.
But the evidence is overwhelming that the 40th president of the United States was guilty as an accessory to genocide and a wide range of other war crimes, including torture, rape, terrorism and narcotics trafficking. [See Robert Parry's Lost History.]
Green Light to Genocide
Regarding Guatemala, the documentary evidence is clear that Reagan and his top aides gave a green light to the extermination campaign against the Mayan Ixil population in the highlands even before Rios Montt came to power. Despite receiving U.S. intelligence reports revealing these atrocities, the Reagan administration also pressed ahead in an extraordinary effort to arrange military equipment, including helicopters, to make the slaughter more efficient.

“In the tortured logic of military planning documents conceived under Mr. Ríos Montt’s 17-month rule during 1982 and 1983, the entire Mayan Ixil population was a military target, children included,” the New York Times reported from Rios Montt’s trial last month. “Officers wrote that the leftist guerrillas fighting the government had succeeded in indoctrinating the impoverished Ixils and reached ‘100 percent support.’”
So, everyone was targeted in these scorched-earth campaigns that eradicated more than 600 Indian villages in the Guatemalan highlands. But documents from this period indicate that these counterinsurgency strategies predated Rios Montt. And, they received the blessing of the Reagan administration shortly after Reagan took power in 1981.
A document that I discovered in the archives of the Reagan Library in Simi Valley, California, revealed that Reagan and his national security team in 1981 agreed to supply military aid to Guatemala’s dictators so they could pursue the goal of exterminating not only “Marxist guerrillas” but people associated with their “civilian support mechanisms.”
This supportive attitude took shape in spring 1981 as President Reagan sought to relax human-rights restrictions on military aid to Guatemala that had been imposed by President Jimmy Carter and the Democratic-controlled Congress in the late 1970s. As part of that easing, Reagan’s State Department “advised our Central American embassies that it has been studying ways to restore a closer, cooperative relationship with Guatemala,” said a White House “Situation Room Checklist” dated April 8, 1981.
The document added: “State believes a number of changes have occurred which could make Guatemalan leaders more receptive to a new U.S. initiative: the Guatemalans view the new administration as more sympathetic to their problems [and] they are less suspect of the U.S. role in El Salvador,” where the Reagan administration was expanding military aid to another right-wing regime infamous for slaughtering its political opponents, including Catholic clergy.
“State has concluded that any attempt to reestablish a dialogue [with Guatemala] would require some initial, condition-free demonstration of our goodwill. However, this could not include military sales which would provoke serious U.S. public and congressional criticism. State will undertake a series of confidence building measures, free of preconditions, which minimize potential conflict with existing legislation.”
In other words, the Reagan administration was hoping that the U.S. government could get back in the good graces of the Guatemalan dictators, not that the dictators should change their ways to qualify for U.S. government help.
Soliciting the Generals
The “checklist” added that the State Department “has also decided that the administration should engage the Guatemalan government at the highest level in a dialogue on our bilateral relations and the initiatives we can take together to improve them. Secretary [of State Alexander] Haig has designated [retired] General Vernon Walters as his personal emissary to initiate this process with President [Fernando Romeo] Lucas [Garcia].
“If Lucas is prepared to give assurances that he will take steps to halt government involvement in the indiscriminate killing of political opponents and to foster a climate conducive to a viable electoral process, the U.S. will be prepared to approve some military sales immediately.”
But the operative word in that paragraph was “indiscriminate.” The Reagan administration expressed no problem with killing civilians if they were considered supporters of the guerrillas who had been fighting against the country’s ruling oligarchs and generals since the 1950s when the CIA organized the overthrow of Guatemala’s reformist President Jacobo Arbenz.
The distinction was spelled out in “Talking Points” for Walters to deliver in a face-to-face meeting with General Lucas. As edited inside the White House in April 1981, the “Talking Points” read: “The President and Secretary Haig have designated me [Walters] as [their] personal emissary to discuss bilateral relations on an urgent basis.
“Both the President and the Secretary recognize that your country is engaged in a war with Marxist guerrillas. We are deeply concerned about externally supported Marxist subversion in Guatemala and other countries in the region. As you are aware, we have already taken steps to assist Honduras and El Salvador resist this aggression.
“The Secretary has sent me here to see if we can work out a way to provide material assistance to your government. … We have minimized negative public statements by US officials on the situation in Guatemala. … We have arranged for the Commerce Department to take steps that will permit the sale of $3 million worth of military trucks and Jeeps to the Guatemalan army. …
“With your concurrence, we propose to provide you and any officers you might designate an intelligence briefing on regional developments from our perspective. Our desire, however, is to go substantially beyond the steps I have just outlined. We wish to reestablish our traditional military supply and training relationship as soon as possible.
“As we are both aware, this has not yet been feasible because of our internal political and legal constraints relating to the use by some elements of your security forces of deliberate and indiscriminate killing of persons not involved with the guerrilla forces or their civilian support mechanisms. I am not referring here to the regrettable but inevitable death of innocents though error in combat situations, but to what appears to us a calculated use of terror to immobilize non politicized people or potential opponents. …
“If you could give me your assurance that you will take steps to halt official involvement in the killing of persons not involved with the guerrilla forces or their civilian support mechanism … we would be in a much stronger position to defend successfully with the Congress a decision to begin to resume our military supply relationship with your government.”
In other words, though the “talking points” were framed as an appeal to reduce the “indiscriminate” slaughter of “non politicized people,” they embraced scorched-earth tactics against people involved with the guerrillas and “their civilian support mechanisms.” The way that played out in Guatemala – as in nearby El Salvador – was the massacring of peasants in regions considered sympathetic to leftist insurgents.
Reporting the Truth
U.S. intelligence officers in the region also kept the Reagan administration abreast of the expanding slaughter. For instance, according to one “secret” cable from April 1981 — and declassified in the 1990s — the CIA was confirming Guatemalan government massacres even as Reagan was moving to loosen the military aid ban.
On April 17, 1981, a CIA cable described an army massacre at Cocob, near Nebaj in the Ixil Indian territory, because the population was believed to support leftist guerrillas. A CIA source reported that “the social population appeared to fully support the guerrillas” and “the soldiers were forced to fire at anything that moved.”
The CIA cable added that “the Guatemalan authorities admitted that ‘many civilians’ were killed in Cocob, many of whom undoubtedly were non-combatants.” [Many of the Guatemalan documents declassified in the 1990s can be found at the National Security Archive’s Web site.]
Despite these atrocities, Reagan dispatched Walters in May 1981 to tell the Guatemalan leaders that the new U.S. administration wanted to lift the human rights embargoes on military equipment that Carter and Congress had imposed.
According to a State Department cable on Oct. 5, 1981, when Guatemalan leaders met again with Walters, they left no doubt about their plans. The cable said Gen. Lucas “made clear that his government will continue as before — that the repression will continue. He reiterated his belief that the repression is working and that the guerrilla threat will be successfully routed.”
Human rights groups saw the same picture, albeit from a less sympathetic angle. The Inter-American Human Rights Commission released a report on Oct. 15, 1981, blaming the Guatemalan government for “thousands of illegal executions.” [Washington Post, Oct. 16, 1981]
But the Reagan administration was set on whitewashing the horrific scene. A State Department “white paper,” released in December 1981, blamed the violence on leftist “extremist groups” and their “terrorist methods” prompted and supported by Cuba’s Fidel Castro.
Fully Onboard
What the documents from the Reagan Library make clear is that the administration was not simply struggling ineffectively to rein in these massacres – as the U.S. press corps typically reported – but was fully onboard with the slaughter of people who were part of the guerrillas’ “civilian support mechanisms.”
U.S. intelligence agencies continued to pick up evidence of these government-sponsored massacres. One CIA report in February 1982 described an army sweep through the so-called Ixil Triangle in central El Quiche province.
“The commanding officers of the units involved have been instructed to destroy all towns and villages which are cooperating with the Guerrilla Army of the Poor [the EGP] and eliminate all sources of resistance,” the report said. “Since the operation began, several villages have been burned to the ground, and a large number of guerrillas and collaborators have been killed.”
The CIA report explained the army’s modus operandi: “When an army patrol meets resistance and takes fire from a town or village, it is assumed that the entire town is hostile and it is subsequently destroyed.” When the army encountered an empty village, it was “assumed to have been supporting the EGP, and it is destroyed. There are hundreds, possibly thousands of refugees in the hills with no homes to return to. …
“The army high command is highly pleased with the initial results of the sweep operation, and believes that it will be successful in destroying the major EGP support area and will be able to drive the EGP out of the Ixil Triangle. … The well documented belief by the army that the entire Ixil Indian population is pro-EGP has created a situation in which the army can be expected to give no quarter to combatants and non-combatants alike.”
The reality was so grotesque that it prompted protests even from some staunch anticommunists inside the Reagan administration. On Feb. 2, 1982, Richard Childress, one of Reagan’s national security aides, wrote a “secret” memo to his colleagues summing up this reality on the ground:
“As we move ahead on our approach to Latin America, we need to consciously address the unique problems posed by Guatemala. Possessed of some of the worst human rights records in the region, … it presents a policy dilemma for us. The abysmal human rights record makes it, in its present form, unworthy of USG [U.S. government] support. …
“Beset by a continuous insurgency for at least 15 years, the current leadership is completely committed to a ruthless and unyielding program of suppression. Hardly a soldier could be found that has not killed a ‘guerrilla.’”
Rios Montt’s Arrival
But Reagan was unmoved. He continued to insist on expanding U.S. support for these brutal campaigns, while his administration sought to cover up the facts and deflect criticism. Reagan’s team insisted that Gen. Efrain Rios Montt’s overthrow of Gen. Lucas in March 1982 represented a sunny new day in Guatemala.
An avowed fundamentalist Christian, Rios Montt impressed Official Washington where the Reagan administration immediately revved up its propaganda machinery to hype the new dictator’s “born-again” status as proof of his deep respect for human life. Reagan hailed Rios Montt as “a man of great personal integrity.”
By July 1982, however, Rios Montt had begun a new scorched-earth campaign called his “rifles and beans” policy. The slogan meant that pacified Indians would get “beans,” while all others could expect to be the target of army “rifles.” In October, Rios Montt secretly gave carte blanche to the feared “Archivos” intelligence unit to expand “death squad” operations in the cities. Based at the Presidential Palace, the “Archivos” masterminded many of Guatemala’s most notorious assassinations.
The U.S. embassy was soon hearing more accounts of the army conducting Indian massacres, but ideologically driven U.S. diplomats fed the Reagan administration the propaganda spin that would be best for their careers. On Oct. 22, 1982, embassy staff dismissed the massacre reports as a communist-inspired “disinformation campaign.”
Reagan personally joined this P.R. spin seeking to discredit human rights investigators and others who were reporting accurately about massacres that the administration knew were true. On Dec. 4, 1982, after meeting with Rios Montt, Reagan hailed the general as “totally dedicated to democracy” and added that Rios Montt’s government had been “getting a bum rap” on human rights. Reagan discounted the mounting reports of hundreds of Mayan villages being eradicated.
In February 1983, however, a secret CIA cable noted a rise in “suspect right-wing violence” with kidnappings of students and teachers. Bodies of victims were appearing in ditches and gullies. CIA sources traced these political murders to Rios Montt’s order to the “Archivos” in October to “apprehend, hold, interrogate and dispose of suspected guerrillas as they saw fit.”
Despite these facts on the ground, the annual State Department human rights survey praised the supposedly improved human rights situation in Guatemala. “The overall conduct of the armed forces had improved by late in the year” 1982, the report stated.
Indiscriminate Murder
A different picture — far closer to the secret information held by the U.S. government — was coming from independent human rights investigators. On March 17, 1983, Americas Watch condemned the Guatemalan army for human rights atrocities against the Indian population.
New York attorney Stephen L. Kass said these findings included proof that the government carried out “virtually indiscriminate murder of men, women and children of any farm regarded by the army as possibly supportive of guerrilla insurgents.”
Rural women suspected of guerrilla sympathies were raped before execution, Kass said, adding that children were “thrown into burning homes. They are thrown in the air and speared with bayonets. We heard many, many stories of children being picked up by the ankles and swung against poles so their heads are destroyed.” [AP, March 17, 1983]
Publicly, senior Reagan officials continued to put on a happy face. In June 1983, special envoy Richard B. Stone praised “positive changes” in Rios Montt’s government, and Rios Montt pressed the United States for 10 UH-1H helicopters and six naval patrol boats, all the better to hunt guerrillas and their sympathizers.
Since Guatemala lacked the U.S. Foreign Military Sales credits or the cash to buy the helicopters, Reagan’s national security team looked for unconventional ways to arrange the delivery of the equipment that would give the Guatemalan army greater access to mountainous areas where guerrillas and their civilian supporters were hiding.
On Aug. 1, 1983, National Security Council aides Oliver North and Alfonso Sapia-Bosch reported to National Security Advisor William P. Clark that his deputy Robert “Bud” McFarlane was planning to exploit his Israeli channels to secure the helicopters for Guatemala. “With regard to the loan of ten helicopters, it is [our] understanding that Bud will take this up with the Israelis,” wrote North and Sapia-Bosch. “There are expectations that they would be forthcoming. Another possibility is to have an exercise with the Guatemalans. We would then use US mechanics and Guatemalan parts to bring their helicopters up to snuff.”
Hunting Children
What it meant to provide these upgrades to the Guatemalan killing machine was clarified during the trial of Rios Montt with much of the testimony coming from survivors who, as children, escaped to mountain forests as their families and other Mayan villagers were butchered.
As the New York Times reported, “Pedro Chávez Brito told the court that he was only six or seven years old when soldiers killed his mother. He hid in the chicken coop with his older sister, her newborn and his younger brother, but soldiers found them and dragged them out, forcing them back into their house and setting it on fire.
“Mr. Chávez says he was the only one to escape. ‘I got under a tree trunk and I was like an animal,’ Mr. Chávez told the court. ‘After eight days I went to live in the mountains. In the mountain we ate only roots and grass.’”
The Times reported that “prosecution witnesses said the military considered Ixil civilians, including children, as legitimate targets. … Jacinto Lupamac Gómez said he was eight when soldiers killed his parents and older siblings and hustled him and his two younger brothers into a helicopter. Like some of the children whose lives were spared, they were adopted by Spanish-speaking families and forgot how to speak Ixil.”
Elena de Paz Santiago, now 42, “testified that she was 12 when she and her mother were taken by soldiers to an army base and raped. The soldiers let her go, but she never saw her mother again,” the Times reported.
Even by Guatemalan standards, Rios Montt’s vengeful Christian fundamentalism had hurtled out of control. On Aug. 8, 1983, another coup overthrew Rios Montt and brought Gen. Oscar Mejia Victores to power.
Despite the power shift, Guatemalan security forces continued to murder with impunity, finally going so far that even the U.S. Embassy objected. When three Guatemalans working for the U.S. Agency for International Development were slain in November 1983, U.S. Ambassador Frederic Chapin suspected that “Archivos” hit squads were sending a message to the United States to back off even mild pressure for human rights.
In late November, in a brief show of displeasure, the administration postponed the sale of $2 million in helicopter spare parts. The next month, however, Reagan sent the spare parts anyway. In 1984, Reagan succeeded, too, in pressuring Congress to approve $300,000 in military training for the Guatemalan army.
By mid-1984, Chapin, who had grown bitter about the army’s stubborn brutality, was gone, replaced by a far-right political appointee named Alberto Piedra, who favored increased military assistance to Guatemala. In January 1985, Americas Watch issued a report observing that Reagan’s State Department “is apparently more concerned with improving Guatemala’s image than in improving its human rights.”
Reagan’s Dark Side
Despite his outwardly congenial style, Reagan – as revealed in the documentary record – was a cold and ruthless anticommunist who endorsed whatever “death squad” strategies were deployed against leftists in Central America. As Walters’s “Talking Points” demonstrate, Reagan and his team accepted the idea of liquidating not only armed guerrillas but civilians who were judged sympathetic to left-wing causes – people who were deemed part of the guerrillas’ “civilian support mechanisms.”
Across Central America in the 1980s, the death toll was staggering — an estimated 70,000 or more political killings in El Salvador, possibly 20,000 slain from the Contra war in Nicaragua, about 200 political “disappearances” in Honduras and some 100,000 people eliminated during the resurgence of political violence in Guatemala. The one consistent element in these slaughters was the overarching Cold War rationalization emanating from Ronald Reagan’s White House.
It was not until 1999, a decade after Ronald Reagan left office, that the shocking scope of the atrocities in Guatemala was comprehensively detailed by a truth commission that drew heavily on U.S. government documents declassified by President Bill Clinton. On Feb. 25, 1999, the Historical Clarification Commission estimated that the 34-year civil war had claimed the lives of some 200,000 people with the most savage bloodletting occurring in the 1980s. The panel estimated that the army was responsible for 93 percent of the killings and leftist guerrillas for three percent. Four percent were listed as unresolved.
The report documented that in the 1980s, the army committed 626 massacres against Mayan villages. “The massacres that eliminated entire Mayan villages … are neither perfidious allegations nor figments of the imagination, but an authentic chapter in Guatemala’s history,” the commission concluded. The army “completely exterminated Mayan communities, destroyed their livestock and crops,” the report said. In the northern highlands, the report termed the slaughter “genocide.” [Washington Post, Feb. 26, 1999]
Besides carrying out murder and “disappearances,” the army routinely engaged in torture and rape. “The rape of women, during torture or before being murdered, was a common practice” by the military and paramilitary forces, the report found. The report added that the “government of the United States, through various agencies including the CIA, provided direct and indirect support for some [of these] state operations.” The report concluded that the U.S. government also gave money and training to a Guatemalan military that committed “acts of genocide” against the Mayans. During a visit to Central America, on March 10, 1999, President Clinton apologized for the past U.S. support of right-wing regimes in Guatemala dating back to 1954. “For the United States, it is important that I state clearly that support for military forces and intelligence units which engaged in violence and widespread repression was wrong, and the United States must not repeat that mistake,” Clinton said.
Despite the damning documentary evidence and now the shocking judgment of genocide against Rios Montt, there has been no interest in Washington to hold any U.S. official accountable, not even a thought that the cornucopia of honors bestowed on Ronald Reagan should cease or be rescinded.
It remains unlikely that the genocide conviction of Rios Montt will change the warm and fuzzy glow that surrounds Ronald Reagan in the eyes of many Americans. The story of the Guatemalan butchery and the Reagan administration’s complicity has long since been relegated to the great American memory hole.
But Americans of conscience will have to reconcile what it means when a country sees nothing wrong in honoring a man who made genocide happen.
